At the conference to summarize the 2024-2025 school year and deploy tasks for the new school year of the Department of Education and Training of Ho Chi Minh City, on the morning of August 27, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong frankly pointed out that this is one of the biggest challenges that the city's education sector needs to overcome.
At the conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated 10 outstanding results of the city's education sector and gave important orientations for the new school year.
In particular, the Deputy Minister emphasized the rapid, smooth and smooth transition of status, especially in organizing large-scale high school graduation exams after merging the provinces and cities: Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau .

The quality of education at all levels, from preschool, general education, vocational education to continuing education, has had positive changes, higher than the previous school year.
Ho Chi Minh City is also one of the units promoting synchronous and strong digital transformation; building the "Happy School" model is a pioneering model of the city, implemented with specific criteria and achieving high efficiency, contributing to creating a positive educational environment.
He also praised Ho Chi Minh City for introducing English to students from kindergarten and implementing this subject as an elective subject from grade 1, in line with the orientation of the Ministry of Education and Training. In the high school graduation exam, Ho Chi Minh City continued to affirm its position in the leading group in English scores.

Besides the achievements, the Deputy Minister of Education and Training also frankly pointed out the challenges that the education sector of Ho Chi Minh City needs to overcome.
In terms of facilities, the school system is still lacking and overloaded, especially after the merger. In Ho Chi Minh City, there are schools with over 100 classrooms, which is overloading for management staff, affecting the quality of management, organization of educational activities and teaching. Teachers are also under a lot of pressure.
The Deputy Minister suggested that city leaders continue to pay attention to reviewing and planning to ensure enough schools and classes for students.
Regarding the issue of extra teaching and learning, Mr. Thuong also emphasized that Ho Chi Minh City needs to continue researching solutions to effectively implement Circular 29/2024, limiting the widespread situation of extra teaching and learning, which is a major consequence and eliminates the spirit of self-study of students.
The Deputy Minister emphasized that the 2025-2026 school year is the first year of implementing the two-level local government model and is the year when many new legal documents are issued. Therefore, the Ho Chi Minh City education sector needs to proactively advise and coordinate well with authorities at all levels for effective implementation.
Deputy Minister of Education and Training Pham Ngoc Thuong also proposed that the city's education sector continue to promote innovation in teaching methods, encouraging students to form self-study methods.
In addition, it is necessary to focus on education to form global citizens with four pillars: foreign languages, information technology, physical fitness and character.
According to statistics from the education sector, difficulties in facilities are bottlenecks that need to be solved. In fact, many schools in Ho Chi Minh City have exceeded the threshold of 80-100 classes.
For example, Nguyen Van Troi Secondary School (An Phu ward) has 103 classes but only 54 classrooms, forcing students to take turns studying one session per day.

Ms. Lam Hong Lam Thuy, Head of the General Education Department, Ho Chi Minh City Department of Education and Training, informed that after the merger of the 3 areas, the lack of classrooms to organize 2 sessions/day and reduce class size became very stressful and difficult.
The lack of classrooms is becoming a problem that needs to be addressed, especially at the high school level. Therefore, she recommended that all levels give top priority to building schools and classrooms, and investing in teaching equipment.
