Despite overcoming numerous challenges and unpredictable fluctuations in the domestic and international economies, Tra Vinh's economy in the first months of this year continued to grow steadily and showed positive signs thanks to leveraging its position, resources, and seizing new opportunities.

The economy continues to grow steadily and positively.

In 2023, Tra Vinh's GRDP growth will reach 8.25%. The economic structure will shift in the right direction, the province's economic scale will reach 83,375 billion VND. Per capita income will reach 81.75 million VND. Disbursement of public investment capital will reach more than 95% of the plan..., creating a premise for the province to complete the tasks and targets of socio-economic development in 2024 and the entire 2020-2025 term.

Building on the relatively strong growth results of the past year, in the first five months of this year, Tra Vinh's industrial production index alone increased by 68.32% compared to the same period last year; the value of industrial production is estimated at VND 17,272.98 billion, equivalent to 42.81% of the plan, an increase of 28.96% compared to the same period last year. Specifically, processing and manufacturing increased by 8.08%; water supply, waste management and treatment increased by 10.6%; electricity, hot water and steam production and distribution increased by 47.91%; and mining increased by 0.18%.

All four industrial production sectors increased compared to the same period last year. In particular, electricity production and distribution accounted for over 60% of the total production value, with electricity output in the first five months reaching 10.344 billion kWh (equal to 46.31% of the plan), 1.9 times higher than the same period last year (5.049 billion kWh higher than the same period last year); the processing and manufacturing industry has maintained good growth since the beginning of the year.

In 2024, Tra Vinh province is seeking investment for 32 projects, including one industrial project, one education and training project, 13 commercial, tourism and service projects, and 17 projects in social infrastructure, urban development and environment. In addition, the province is seeking investment for 3 independent social housing projects and adding 8 renewable energy projects to the list of projects seeking investment in 2024.

Currently, Tra Vinh is supporting and creating favorable conditions for the implementation of power projects and works to ensure progress; paying attention to investing in, renovating, and upgrading the power grid to meet load demands and ensure grid safety during the rainy season. From the beginning of the year until now, 30.55 km of medium-voltage lines, 13.52 km of low-voltage lines, and 365 transformer substations have been newly developed, contributing to the completion of the local power grid.

The total capital plan for 2024 is VND 4,874.533 billion. As of May 14, 2024, VND 1,353.302 billion had been disbursed, reaching 27.8% of the plan (compared to 21.7% disbursed in the same period last year). Tra Vinh is proactively preparing for the Trade Fair – Festival commemorating the 100th anniversary of the Tra Vinh wax coconut tree and the Vu Lan Festival Week in Cau Ke district, in conjunction with a seminar on investment potential in agricultural processing and tourism, taking place in August 2024.

The implementation of the six key tasks, three breakthrough tasks, national target programs, and Government Resolution No. 11/NQ-CP has yielded practical results. Specifically:

The province continues to direct the vigorous implementation of work related to key projects in the province, such as the freshwater reservoir infrastructure along the Lang The River, the Co Chien Industrial Park infrastructure, and the Dinh An General Port area; and continues to mobilize and hand over land to Project Management Board 85 for the construction of the Dai Ngai Bridge…

Continuing the transformation of crop structures on rice-growing land to other crops and combining them with aquaculture. Maintaining concentrated production areas for key crops such as high-quality rice, fruit trees, coconuts, and vegetables; building and maintaining agricultural product brands, assigning codes to planting and farming areas; applying clean agriculture, organic agriculture, and high-tech agriculture, which has now reached 12% of the total production area. In particular, Tra Vinh is focusing on thorough preparation, ensuring the necessary conditions with the determination to successfully organize the "100th Anniversary of Tra Vinh Wax Coconut Festival and the Vu Lan Thang Hoi Week of Cau Ke District in 2024" at the end of August, aiming to contribute to promoting and honoring the brand, developing the economy of wax coconut specialties and OCOP products of Tra Vinh, associated with preserving, promoting, and developing local culture and tourism…

To date, Tra Vinh has 9 out of 9 districts, towns, and cities that have met the standards and completed the tasks of building new rural areas, with Cau Ke and Tieu Can districts achieving advanced new rural area status in 2023. At the same time, Tra Vinh is urgently finalizing its report to be submitted to the Central Office for New Rural Area Coordination (Ministry of Agriculture and Rural Development) requesting recognition of Tra Vinh as a new rural province.

Develop an Implementation Plan for the National Strategy on Attracting and Utilizing Talent until 2030, with a vision to 2050; draft a Project on Postgraduate Training and Attracting Public Sector Human Resources in Tra Vinh Province for the period 2025 – 2030.

The results of the PCI, SIPAS, and PAR Index for Tra Vinh in 2023 all showed improvements in scores and rankings compared to 2022. Specifically, the PAR Index increased by 2 ranks, the SIPAS Index by 4 ranks, and the PCI Index by 2 ranks. The province is urgently directing its departments, agencies, and localities to focus on analyzing the results of the PAR Index, SIPAS, and PAPI and propose solutions to overcome limitations and further improve rankings in 2024.

Regarding the results of implementing the three breakthrough tasks, the revised master plan for the construction of the Dinh An Economic Zone until 2040 has been completed. We continue to monitor and support investors to accelerate the construction progress of infrastructure in the Hiep My Tay Industrial Cluster, the Tan Ngai Industrial Cluster, and wind power projects that have received investment approval.

Regarding the 2023 Administrative Reform Index, at the provincial level, 5 out of 19 agencies were in the good group (scoring 90.29 points or higher), 14 out of 19 agencies were in the fair group (scoring 82-88.72 points), and no agencies achieved average or poor results; at the district level, 100% were in the fair group (scoring 82.67-88.74 points). A hotline and email address were established and publicized to receive feedback on negative issues, corruption, and inconveniences related to the spirit and attitude of service in receiving and resolving administrative procedures for citizens and businesses. Simultaneously, research, application, and transfer of science and technology (S&T) into practical production continued; one provincial-level S&T task was evaluated and accepted; and the Advisory Council convened to identify four grassroots-level S&T tasks and four S&T tasks for intellectual property development in 2024.

Strengthening investment promotion and developing alongside businesses.

From the beginning of the year until now, the province has attracted 6 domestic and foreign projects, including 5 domestic projects with a total investment of VND 1,756.1 billion (an increase of 2 projects compared to the same period last year, with an increase of VND 1,476.4 billion in investment capital); and one foreign project with a total investment of USD 2 million (compared to the same period last year, the number of projects did not decrease, but the investment capital decreased by USD 0.5 million). Three projects have ceased operations, including one foreign project (total investment of USD 0.67 million) and two domestic projects (total investment of VND 277.7 billion).

In the first five months of the year, Tra Vinh province established 195 new businesses (reaching 37.5% of the plan), temporarily suspended operations for 120 businesses, and dissolved 73 businesses. Compared to the same period last year, the number of newly established businesses decreased by 29, the number of temporarily suspended operations increased by 24, and the number of dissolved businesses increased by 37.

To date, the province has 5,654 enterprises with a registered capital of 73,886 billion VND and 106,217 employees (including 2,810 operating enterprises with a capital of 52,606 billion VND and 68,233 employees), of which 40 are FDI enterprises.

It also strengthens on-site investment promotion, promotes investment in businesses within the Southern key economic zone, and forms supply chains for production, transportation, and product consumption.

Tra Vinh province is orienting its efforts to attract and cooperate with foreign investment in a focused and targeted manner, strengthening its approach and connection with major investors and leaders in supply chains to promptly attract large, key projects with high technological content, especially in the province's priority sectors (marine industry, aquaculture, exploitation and processing of seafood, marine tourism, shipbuilding, energy, mechanical engineering, processing industry, supporting industries, etc.).

The province is calling for investment in the construction of technical infrastructure for economic zones, industrial parks, and industrial clusters. The focus is on developing existing industrial parks and clusters, completing infrastructure to create clean land, improving transportation connections, and training human resources (especially high-quality human resources) to be ready to receive investment. The province's investment promotion activities are geared towards ensuring regional linkages, strategic planning, creating breakthroughs, and spreading socio-economic development in the region in line with the province's set objectives.

In late May 2024, to enhance information exchange and promptly address difficulties faced by businesses, the People's Committee of Tra Vinh province organized a dialogue conference with nearly 40 exemplary businesses implementing projects in the province. With a frank and open-minded approach, provincial leaders hoped to hear businesses' opinions on obstacles, propose solutions to overcome difficulties and bottlenecks in project implementation, and further improve the business environment in the province.

The dialogue conference recorded many opinions and suggestions from businesses regarding outstanding issues in the process of investment, production, and business implementation. Businesses proposed that the province implement more policies to support investment attraction and remove difficulties related to administrative procedures and land clearance.

The opinions of businesses have been addressed directly or indirectly in writing by leaders of departments, agencies, and localities, in a spirit of openness, listening, and sharing.

Chairman of the Provincial People's Committee Le Van Han highly appreciated the opinions of businesses, which helped the provincial leaders grasp information about obstacles and plan timely and effective solutions. Following this conference, the Chairman of the Provincial People's Committee directed departments, agencies, and localities to research and develop specific solutions to quickly and thoroughly resolve the obstacles raised by businesses. The Office of the Provincial People's Committee will closely monitor the progress of resolution and report promptly to the Provincial People's Committee. He requested that departments, agencies, and localities always pay attention to and support businesses in investment, production, and business activities to promptly listen, share, and resolve difficulties. For issues beyond the province's authority, they should quickly advise and propose solutions to the Provincial People's Committee and request central ministries and agencies to jointly resolve them.

The head of the Tra Vinh provincial government emphasized that the province is always ready to listen, strive to understand, and work with businesses to find ways to overcome difficulties. The province will continue to organize many regular dialogue sessions to discuss, exchange opinions, identify bottlenecks in current mechanisms and policies, and create a favorable and transparent business environment.

He is eager to gain the trust of businesses and share more ideas, suggestions, and recommendations to accelerate investment progress, improve production and business efficiency, and contribute to local economic development.
