The pre-feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project is expected to be submitted to the National Assembly for consideration before February 10, 2025.
Regarding the progress of the Lao Cai - Hanoi - Hai Phong railway project at the Ministry of Transport's monthly meeting on January and key tasks for February 2025 this morning (February 3rd), Mr. Luu Quang Thin, Deputy Director of the Planning and Investment Department, stated that the Ministry of Transport has submitted a pre-feasibility study report to the Prime Minister.

To expedite the verification process, the National Assembly 's field survey team is scheduled to inspect the site on February 4-5, 2025.
"It is expected that the project dossier will be finalized and submitted to the Government on February 7th; submitted to the National Assembly before February 10th; and the National Assembly will convene to issue a resolution before February 17th; "The feasibility study report will be approved in the third quarter of 2025; the technical design will be completed, a contractor will be selected for one construction package, and the project will commence at the end of 2025," Mr. Thin informed.
According to the proposed plan, the Lao Cai - Hanoi - Hai Phong railway line is proposed to be invested in with a total length of over 403 km, passing through 9 provinces and cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
The starting point is at the railway junction across the border between the new Lao Cai station and the Hekou North station (China), located within the city of Lao Cai.
The final destination is at the Lach Huyen wharf area, located in Hai Phong City.
In terms of technical specifications, the project is a Class 1 railway, double track with a 1,435mm gauge; the design speed for the main line is under 200km/h. The section passing through the Hanoi railway hub has a design speed of 120km/h. The connecting and branch sections have a design speed of 80km/h.
Phase 1 of the single-track line will have operating speeds of 160 km/h for passenger trains and 120 km/h for freight trains.
Preliminary calculations indicate the project has a total investment of approximately 194,929 billion VND (equivalent to over 8 billion USD).
