Submit to the National Assembly for consideration the investment policy of a railway line worth more than 8 billion USD before February 10

The pre-feasibility study report of the Lao Cai - Hanoi - Hai Phong railway project is expected to be submitted to the National Assembly for consideration before February 10, 2025.


Providing information on the implementation of the Lao Cai - Hanoi - Hai Phong railway project at the January work conference and the deployment of key tasks for February 2025 of the Ministry of Transport this morning (February 3), Mr. Luu Quang Thin, Deputy Director of the Department of Planning and Investment, said that the Ministry of Transport has submitted to the Prime Minister a pre-feasibility study report.

To speed up the review process, the National Assembly 's Field Survey Delegation plans to inspect the site on February 4-5, 2025.

"It is expected that the project dossier will be completed and submitted to the Government on February 7; submitted to the National Assembly before February 10; the National Assembly will meet to issue a resolution before February 17; Approve the feasibility study report in the third quarter of 2025; complete the technical design, select a contractor for 1 construction package, and start the project at the end of 2025," Mr. Thin informed.

According to the proposed plan, the Lao Cai - Hanoi - Hai Phong railway line is proposed to be invested with a total length of more than 403 km, passing through 9 provinces and cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.

The starting point is at the rail connection point across the border between the new Lao Cai station and Hekou Bei station (China), in Lao Cai city.

End point at Lach Huyen wharf area, Hai Phong city.

In terms of technical level, the project is invested as a level 1 railway, double track, 1,435mm gauge; The main line design speed is under 200km/h. The section passing through the Hanoi hub area, the design speed is 120km/h. The connecting sections, branch lines, the design speed is 80km/h.

Phase 1 single track operating speed is 160km/h for passenger trains and 120km/h for freight trains.

Preliminary calculations show that the project has a total investment of about 194,929 billion VND (equivalent to more than 8 billion USD).
