A reporter from HanoiMoi Newspaper had an interview with Mr. Nguyen Van Trieu, Director of the Hanoi Center for Social Work and the Hanoi Children's Protection Fund, about the outstanding highlights and new directions of the unit in 2025 - a pivotal year for achieving many important targets in the field of social welfare in the capital city.
- Sir, at this point, what do you consider to be the biggest highlight of the Center's activities this year?
- 2025 was a special year, with a significant increase in the Center's workload. However, the remarkable thing is that all aspects of the work were completed successfully, even exceeding targets, thanks to the collective efforts of our staff and workers. The overarching highlight was our innovative approach: shifting from traditional resource mobilization methods to resource networking, focusing on the beneficiaries, strengthening on-site surveys and assessments, and addressing situations directly in the field.

As a result, activities supporting children, providing psychological counseling, assisting vulnerable people, addressing homelessness, and community communication have become more in-depth, effective, and spread more humanitarian values.
- The Hanoi Children's Protection Fund's operations have undergone significant changes. Could you elaborate on these changes?
- We aim for a "substantive connection" approach, meaning that instead of just mobilizing funds, the Center proactively connects businesses and organizations with individual households and specific cases.

The surveys are conducted very thoroughly by the Center's consulting team in coordination with commune and ward officials. Each support case is carefully considered, assessing the exact needs and extent of the assistance. Some cases require livelihood support, others need treatment for serious illnesses, or psychological intervention. For each case, the Center, together with the donor, will develop a suitable support plan that meets the needs and achieves the highest effectiveness, with the goal of ensuring that children in difficult circumstances, special circumstances, and those in urgent need of support receive timely attention, leaving no one behind.
In 2025, despite the challenging economic situation, our fund's operations will still exceed targets. More importantly, people will clearly perceive the transparency, accountability, and effectiveness of each program.
- Social counseling and assistance is also a special highlight; could you elaborate on this aspect?
- Adapting promptly to the two-tiered local government model, the Center's staff and employees have proactively and effectively engaged in advisory and support work. At the city level, our Center has a team of specialized advisors, available 24/7 via the national hotline 111 and our unit's hotline at 0243.2233.111. At the grassroots level, we closely coordinate with commune and ward officials who have a thorough understanding of the local area.
When an incident occurs, information is received through multiple channels, and we immediately coordinate on-site response. This is why the number of counseling sessions has increased rapidly, especially those addressing psychological issues such as stress and depression, providing timely intervention and alleviating negative thoughts in children and adolescents. As a result, many children have "returned to a positive life" thanks to timely counseling. This is the greatest value of social work: touching emotions, uplifting spirits, and helping individuals proactively overcome difficulties.
- What positive developments have there been in the efforts to gather homeless people in the capital this year, sir?
- We have focused on reviewing and improving the work of mobilizing, receiving, and caring for homeless people. After being admitted to the Center, many homeless people have been reunited with their families; others have received care, vocational training, and job opportunities to reintegrate into the community. This year, the capital no longer has any "hot spots" for homeless people. When cases of homeless people are detected, the Center's forces coordinate with local officials to intervene according to proper procedures and regulations. This contributes to creating a civilized and safe image for the city.
- The Center serves both as a provider of social work services (prevention, development, intervention) for vulnerable groups and manages the Children's Protection Fund to mobilize, receive, and utilize resources to support disadvantaged children (scholarships, bicycles, sponsorship) through programs, projects, and hotlines, aiming to protect, care for, and educate children and enhance community capacity. To handle such a large workload, have there been any changes in the Center's human resources this year, sir?
- A notable achievement this past year is the recruitment of experienced staff with decades of experience from drug rehabilitation centers. These individuals possess a deep understanding of client management, are skilled in psychology and interpersonal skills, and contribute significantly to the Center's successful implementation of its assigned tasks. With this additional workforce, the Center has a strong human resource base to enhance its specialized social work activities: providing regular counseling and direct monthly psychological intervention for clients under its care. We have also invested in additional equipment, activity rooms, and a controlled internet access system to improve our management capacity and enable clients to access information, engage in healthy recreational activities, and continuously improve their mental well-being.
