On October 22nd, at a press conference on the socio -economic situation of Binh Duong province, Dr. Nguyen Quoc Cuong - Chairman of the University Council of Thu Dau Mot University - announced that an official decision had been made to refund 37 billion VND in overcharged tuition fees to students.
Mr. Cuong stated that the leaders of the Binh Duong Provincial People's Committee had issued directives and the school had made an official decision regarding the refund of tuition fees.
"The refund of tuition fees is related to the budget and requires review and calculation for each case among a very large number of students, so the implementation must be done carefully. But the spirit is that the school will implement it immediately and complete it as soon as possible to harmonize and ensure the legitimate interests of the students," Mr. Cuong said.
The move to refund tuition fees is considered a "corrective" measure related to the case of "illegally collecting 37 billion VND in tuition fees but not paying students" at Thu Dau Mot University (a public university under the People's Committee of Binh Duong province).
According to the audit findings, the amount of 37 billion VND represents the excess tuition fees collected for practical credits during the 2020-2021 and 2021-2022 academic years.
At that time, practical credits at Thu Dau Mot University were weighted 1.5 times compared to theoretical credits. However, the State Audit Office concluded that at that time the university was not yet financially autonomous, and the budget was still covering tuition fees, so the method of calculating tuition fees based on practical credits was incorrect.
According to the explanation from Thu Dau Mot University, one theoretical credit is equivalent to 15 hours of teaching, while one practical credit is equivalent to 30 hours of teaching. This means that the cost of teaching and facilities for practical training is twice that of theoretical teaching.
For practical credits, there is the consumption of practical materials, while the tuition fee according to Decree 86 of 2015 (applicable when the school is not yet financially autonomous) only provides a general regulation.
Thu Dau Mot University is the largest public university in Binh Duong province, with approximately 20,000 students and trainees. Each cohort has around 4,000 students. Since 2022, the university has become financially independent in covering its operating expenses.
