Opening the conference, Director of the Hanoi Department of Education and Training, Tran The Cuong, stated that to further improve the learning and working environment throughout the sector, the Department has issued a plan and a set of criteria for building "Happy Schools". This is one of the important bases for educational institutions to implement this movement systematically and effectively; it is proof of the determination of the Capital's Education and Training sector towards building a safe, friendly, and happy learning environment.

“A ‘happy school’ is a journey of love and creativity. I hope that every student, upon coming to school, will feel joy, safety, and appreciated; that every teacher will be supported in fulfilling their educational mission with all their heart; and that every parent will feel secure knowing their children are learning in a loving environment. When implementing this movement, teachers will have many opportunities to innovate and develop creative teaching methods, and students will receive comprehensive care and development in intellect, physical health, spirit, and life skills. This will create a strong and close connection between families, schools, and society,” Mr. Tran The Cuong shared.

According to Tran The Cuong, Director of the Hanoi Department of Education and Training, in the period 2025-2030, to further improve the quality and effectiveness of the movement, build upon achievements, and overcome existing shortcomings and limitations, schools should continue to effectively implement the "Happy School" criteria set by the Department of Education and Training. Schools should strengthen propaganda efforts, raise awareness among staff, teachers, and students about the goals and significance of the movement, innovate teaching methods with a student-centered approach, and comprehensively develop students' moral, intellectual, physical, and aesthetic qualities.

In addition, schools are strengthening training and professional development for teachers on pedagogical skills so that they can confidently and skillfully handle real-life situations during teaching; they are also focusing on investing in green, clean, and beautiful facilities, creative corners, and experiential spaces so that teachers and students can learn in a safe and friendly environment. In particular, schools are strengthening close cooperation with families and the community, showing care, sharing, listening, and working together to build positive relationships so that teachers and students always feel happy.

Attending the conference, Ms. Miki Nozawa, Head of Education (UNESCO in Vietnam), shared that from campaigns against school violence and socio-emotional education to green classrooms and digital transformation, Hanoi has demonstrated that happiness is the foundation for quality, equity, and resilience. This initiative is closely linked to UNESCO's educational vision that learning is not just about academic success but also includes happiness, empathy, and respect. This is also perfectly aligned with UNESCO's Global Framework for "Happy Schools," which aims for schools to become nurturing and creative spaces.

“Hanoi’s approach also contributes to the city-wide vision of lifelong learning, where every citizen, regardless of age, gender, or background, can learn and contribute to a better future. UNESCO welcomes Hanoi’s proposal to join the Global Learning Cities Network – which now includes more than 350 cities worldwide committed to sustainable urban development through learning,” said Ms. Miki Nozawa.

Discussion on the topic of building happy schools.

At the conference, many opinions from school leaders and students assessed that the movement, implemented over the past year, has initially yielded positive results and should be expanded and continued in the future.

Teacher Nguyen Thu Ha, Principal of My Dinh High School (My Dinh Ward, Hanoi), believes that building a happy school requires the joint efforts of everyone, including teachers, students, and parents. The school will strive to foster a spirit of collaboration so that everyone recognizes their responsibility in building a "Happy School" based on humanistic values and responsibility.

On this occasion, the Hanoi Department of Education and Training commended and rewarded 104 outstanding collectives and 20 outstanding individuals in the emulation movement to build "Happy Schools".
