On August 31st, the Ministry of Transport announced that it will put into temporary operation the section from the Dong Xuan intersection to the end of the Mai Son - National Highway 45 section, the National Highway 45 - Nghi Son section, and the Nghi Son - Dien Chau section of the project to build several sections of the North-South East Expressway in the 2017-2020 period.
Specifically, on September 1st, the Ministry of Transport will preside over and coordinate with Thanh Hoa and Nghe An provinces to temporarily open the section from the Dong Xuan intersection to the end of the route (9.7km long) of the Mai Son - National Highway 45 section, the National Highway 45 - Nghi Son section, and the Nghi Son - Dien Chau section, creating a continuous expressway axis from Phap Van ( Hanoi ) to Nghe An with a total length of 251km.
The Ministry of Transport said that bringing these projects into service for the people was a tremendous effort by investors and contractors, especially considering that the groundbreaking ceremony coincided with the peak of the Covid-19 pandemic.
In accordance with the Prime Minister 's directive, "Only discuss work, no turning back," the leaders of the transport sector, specifically the Minister of Transport, have regularly visited the project site to urge contractors to increase the number of shifts to "3 shifts, 4 teams," ensuring that the completion time is absolutely not delayed in order to create the best conditions for people to travel conveniently and safely during the peak period of National Day on September 2nd.
Traffic flow plan
During the National Day holiday on September 2nd, 2023, the Ministry of Transport requested the People's Committee of Thanh Hoa province to direct relevant authorities to organize traffic, provide guidance, and reroute vehicles to serve the travel needs of the people.
Traffic participants need to pay close attention, monitor, and strictly comply with all instructions, directions, and regulations from law enforcement agencies to ensure safe traffic flow and avoid traffic congestion.
The Ministry of Transport has directed the Vietnam Road Administration to approve the traffic management plan for two sections of the expressway so that from September 1st, vehicles will be allowed to travel through these sections according to the following basic regulations:
The highway is only for passenger cars, buses, and trucks weighing ≤ 10 tons. Vehicles prohibited from using the highway include trucks over 10 tons, motorcycles, mopeds, tractors, specialized vehicles with speeds ≤ 70 km/h, non-motorized vehicles, and pedestrians.
People, vehicles, and equipment used for highway management and maintenance, bearing specific badges or symbols, are permitted to travel on the highway (without speed limits) but must not affect or obstruct highway traffic.
Vehicles carrying hazardous materials, flammable substances, or explosives, which are classified as dangerous goods by the Government in Decree No. 42/2020/ND-CP dated April 8, 2020, are only permitted to travel on highways with a permit from the competent authority.
Drivers traveling on highways must comply with regulations regarding vehicle weight limits, road width restrictions, and safety rules as stipulated by current laws.
Specifically, vehicles are not allowed to enter emergency parking areas or shoulder areas; vehicles are not allowed to exceed the maximum speed limit or drive below the minimum speed limit indicated on traffic signs and road markings.
Drivers on highways must signal in advance when changing lanes and must ensure safety. In case of an emergency stop or parking, the driver must move the vehicle to the emergency lane, place warning signs, and notify the emergency hotline...
Vehicles that meet all road traffic requirements are permitted to travel on the highway at a maximum speed of 80 km/h and a minimum speed of 60 km/h.
For vehicles using the route from the beginning of the Nghi Son - Dien Chau project at Km380+00 (the end point of the QL45 - Nghi Son project) to the Dien Cat interchange at the end of the project (Km429+715), given that the next expressway section after the project, Dien Chau - Bai Vot, is not yet open to traffic, the temporary plan for traffic diversion on the expressway is as follows: In the North-South direction, vehicles from the QL45 - Nghi Son route will merge onto the Nghi Son - Dien Chau route to the Dien Cat interchange, connecting with National Highway 1 via National Highway 7.
Mai Son - National Highway 45 Component Project
The project has a total route length of approximately 63.37km, passing through Ninh Binh province (14.35km) and Thanh Hoa province (49.02km). It includes 5 interchanges: the interchange with Provincial Road 477 (in Yen Mo district, Ninh Binh); the interchange with Dong Giao main road (in Tam Diep city, Ninh Binh); the interchange with National Highway 217B (in Ha Long commune, Ha Trung district, Thanh Hoa); the interchange with National Highway 217 (in Ha Linh commune, Ha Trung district, Thanh Hoa); and the Dong Xuan interchange (in Dong Xuan commune, Dong Son district, Thanh Hoa).
The starting point (Km274+111.86) is at the Mai Son intersection, connecting with Provincial Road 477 (coinciding with the end point of the Cao Bo - Mai Son project), located in Yen Mo District, Ninh Binh Province; the ending point (Km337+478.11) coincides with the starting point of the National Highway 45 - Nghi Son project, located in Nong Cong District, Thanh Hoa Province.
The project was put into operation by the Ministry of Transport on April 29th for the section from the beginning of the project to Km327+780 (after the Dong Xuan intersection) with a length of 53.67 km. The total investment for the project is over 12,100 billion VND.
Component Project of National Highway 45 - Nghi Son
The project has a total length of 43.28 km. It includes two interchanges: the Van Thien interchange - Km351+320 connecting to National Highway 45 and the Nghi Son - Tho Xuan road; and the Nghi Son interchange - Km379+500 connecting to the Ho Chi Minh Highway section Nghi Son - Bai Tranh and the road leading to the Cong Thanh cement factory.
The starting point at Km337+000 coincides with the end point of the Mai Son - National Highway 45 project, located in Tan Phuc commune, Nong Cong district, Thanh Hoa province. The end point at Km380+000 coincides with the starting point of the Nghi Son - Dien Chau project, located in Tan Truong commune, Nghi Son town, Thanh Hoa province. The total investment is over 5,500 billion VND.
Nghi Son - Dien Chau component project
The project has a total length of 50km. It includes three interchanges: the Quỳnh Vinh interchange - Km389+970 connecting to National Highway 48D; the Quỳnh Mỹ interchange - Km405+689 connecting to National Highway 48B; and the Diễn Cát interchange - Km429+715 connecting to National Highway 7 (approximately 300m from the end point of the route).
The project's starting point at Km380+000 coincides with the end point of the National Highway 45 - Nghi Son project, located in Nghi Son town, Thanh Hoa province. The end point at Km430+00 coincides with the starting point of the Dien Chau - Bai Vot project, located in Dien Chau district, Nghe An province. The total investment for the project is over 7,293 billion VND.
