TPO - After 30 days of free tickets for all passengers, from January 21, Ho Chi Minh City will continue to support free tickets for metro line 1 for priority groups including: people with revolutionary contributions, people with disabilities, the elderly and children under 6 years old.
The People's Committee of Ho Chi Minh City has just issued a document on the implementation of Resolution 29/2024 of the City People's Council on policies to support users of public passenger transport by bus and train and policies to support funding for public passenger transport by bus and train in the city.
Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Transport to preside over and coordinate with agencies to develop and issue guidelines on the use of public passenger transport vehicles with free fares for those who are exempt from tickets (people with meritorious services to the revolution, people with disabilities, the elderly and children under 6 years old).
Free tickets are issued through ticket exemption cards or using citizen identification cards appropriate to each subject.
The Public Transport Management Center (Department of Transport), Urban Railway Company No. 1 (HURC1, the operator of metro line No. 1) is assigned to publicize the subjects who are exempted from and have reduced fares on mass media, at bus stops and train stations. At the same time, implement and control the correct subjects and people who are exempted from fares, to prevent policy exploitation.
The People's Committees of districts, towns and Thu Duc City are assigned the task of promoting and encouraging local people to use metro and buses and providing information about subjects eligible for fare exemption and reduction.
In addition, the Chairman of the Ho Chi Minh City People's Committee also assigned the City Department of Transport to study solutions to support businesses providing public passenger transport services by bus and train.
In particular, the Department of Transport must regularly review technical economic norms and bus cost unit prices to suit reality, promptly advise the City People's Committee to amend and supplement technical economic norms and unit prices; at the same time, review bus routes, and promptly implement adjustment solutions if there is a situation of overlapping routes.
The Ho Chi Minh City Urban Railway Management Board is assigned to develop procedures, norms, and unit prices for the management and operation of metro line 1 and maintenance of urban railway structures; and promptly submit them to competent authorities for promulgation according to regulations.
The Department of Planning and Architecture was assigned by the City People's Committee to preside over and coordinate with departments, branches and localities to review and arrange planned land for bus stations. At the same time, adjust, supplement and update the planning projects of public passenger terminal systems and inter-provincial passenger transport terminals, in conjunction with the project to strengthen public passenger transport combined with control of the use of personal motor vehicles participating in traffic, ensuring feasibility when implementing.
Ho Chi Minh City Metro Line No. 1 (Ben Thanh - Suoi Tien) will officially operate on December 22, 2024. According to Resolution 29/2024 of the Ho Chi Minh City People's Council, the city will spend its budget to support 100% of the ticket price for passengers using public passenger transport by train on urban railway line No. 1 (metro No. 1: Ben Thanh - Suoi Tien) within 30 days from the date of commencement of commercial operation.
The free ticket will be applied from December 22, 2024 to January 20, 2025. After that time, the city will continue to support 100% of the ticket price for metro line 1 for people with revolutionary contributions; people with disabilities; the elderly and children under 6 years old.
In addition, Resolution 29/2024 of the Ho Chi Minh City People's Council also decided to support 100% of ticket prices for passengers using public passenger transport by bus for bus routes connecting to metro line 1 from January 1, 2025 until the date the City ends supporting 100% of ticket prices for passengers using public passenger transport by train, metro line 1.
At the same time, after the above period, 100% of ticket prices on bus routes connecting to metro line 1 will be supported for people with revolutionary contributions; people with disabilities; the elderly; and children under 6 years old.
The City budget supports funding for public passenger transport by bus and tram according to the principle of supporting the difference between ticket sales revenue, other revenue according to regulations and costs of public passenger transport by bus and tram (determined through transport prices issued by competent authorities and some other related costs).
