The Congress announced the decision to appoint the Executive Committee of Ninh Binh Provincial Youth Union, term I, 2025 - 2030, consisting of 41 members. Mr. Tran Ngoc Nam was appointed to hold the position of Secretary of Ninh Binh Provincial Youth Union.

At the Congress, Standing Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union Nguyen Minh Triet stated that the new term is the time when the country enters a new phase, opening up many development opportunities for the youth. Therefore, the Executive Committee of the Ho Chi Minh Communist Youth Union of Ninh Binh province needs to focus on strongly and effectively implementing the "Vietnam Youth Pioneer Movement in the New Era". Ninh Binh youth must become a leading force in all 5 pioneering fields: Developing science and technology, innovation, digital transformation; legitimate enrichment, developing the country's economy; international integration; pioneering in volunteer activities for the community and pioneering in participating in protecting the Fatherland with many practical and effective projects and tasks, bringing value to the community and society.

At the Congress, Chairman of the Vietnam Fatherland Front Committee of Ninh Binh Province Mai Van Tuat highly appreciated the results and achievements that the Youth Union chapters at all levels in the province have achieved in recent years. To complete the goal of Ninh Binh province becoming a centrally-run city by 2030, Chairman of the Vietnam Fatherland Front Committee of Ninh Binh Province said that the Provincial Youth Union Executive Committee needs to continue to innovate the content and methods of operation, focusing on the grassroots, closely connecting with youth and residential areas in a more grassroots and practical direction, creating many playgrounds and environments for youth to practice - contribute - mature. Each activity of the Youth Union chapters at all levels must have specific, quantifiable products, creating a clear mark. The Youth Union organization needs to encourage and create favorable conditions for young people to start businesses, establish businesses, especially building models of digital transformation, science and technology and innovation. Youth Union chapters at all levels need to provide guidance and support in terms of technology, capital, market, experience and management skills for youth union members on the path to self-reliance and career development.

In the 2025 - 2030 term, the Ho Chi Minh Communist Youth Union of Ninh Binh province strives to have 1,500 projects and tasks for youth at all levels to participate in the development, application of science and technology, innovation and digital transformation. Every year, the provincial Youth Union and 100% of the grassroots Youth Unions organize at least 1 activity to eliminate black spots of environmental pollution. The provincial Youth Union strives to implement at least 1 youth project each year to support the construction or upgrading of people's infrastructure in communes and wards. 100% of the commune and ward Youth Unions implement a model of youth participating in maintaining security and order, and preventing crime in the locality. During the term, at least 80% of young people participate in activities to improve digital capacity and use science and technology organized by the Youth Union, Association, and Team; at least 20 innovative start-up projects of young people are supported in product/service output.

In the past period, the Youth Union at all levels of Ninh Binh province established and maintained 130 youth volunteer teams to support the operation of the 2-level local government model and provide online public services at the grassroots level with more than 2,600 volunteers participating in supporting over 110,000 people. Implementing Project No. 06 of the Government, the whole province established 2,380 youth volunteer teams to digitally transform the community, supporting more than 1,210,000 people to install and activate VneID electronic identification accounts, digitizing historical relics and red addresses across the province. Responding to the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025", the Youth Union at all levels of the province supported funding, labor, and housing construction materials to build 34 new houses with a total support amount of more than 2 billion VND and over 3,420 working days...

The Youth Union supported the implementation of 13 creative start-up projects and 406 youth start-up projects with a total capital of 25 billion VND; supported 325,000 youths to receive career counseling and nearly 53,300 youths were introduced to jobs by the Union.
