Accordingly, the guidelines for streamlining and reorganizing the provincial-level government apparatus are as follows:
For specialized agencies under the Provincial People's Committee: Maintain 4 agencies (with streamlined internal organizational structure), including: the Provincial People's Committee Office; the Department of Justice; the Provincial Inspectorate; and the Department of Foreign Affairs.
The orientation for structuring, arranging, and consolidating specialized agencies under the Provincial People's Committee corresponds to the arrangement of Ministries at the central level as follows:
The Department of Planning and Investment and the Department of Finance will be merged. The name of the merged department will be the Department of Economy and Finance. The Department of Economy and Finance will retain the functions and responsibilities of both departments before the merger.
The Department of Finance, together with the Department of Planning and Investment, is tasked with advising on the restructuring and consolidation plan.
The Department of Transportation and the Department of Construction will be merged. The name of the merged department will be the Department of Construction and Transportation.
The Department of Construction and Transportation will take over the functions and responsibilities of the two departments in their current state before the merger. The Department of Transportation, together with the Department of Construction, will advise on the restructuring and merger plan.
The Department of Natural Resources and Environment and the Department of Agriculture and Rural Development will be merged. The name of the merged department will be the Department of Agriculture and Environment.
The Department of Agriculture and Environment will take over the functions and tasks of the two departments before the merger. The Department of Agriculture and Rural Development, together with the Department of Natural Resources and Environment, will advise on the restructuring and merger plan.
The Department of Information and Communications and the Department of Science and Technology will be merged. The name of the merged department will be the Department of Science, Technology and Communications.
The Department of Science, Technology and Communications will take over the functions and tasks of the two departments before the merger. The Department of Science and Technology, together with the Department of Information and Communications, will advise on the restructuring and merger plan.
The Department of Culture and Sports and the Department of Tourism will be merged. The name of the merged department will be: Department of Culture, Sports and Tourism.
The Department of Culture, Sports and Tourism will take over the functions and tasks of the two departments in their current state before the merger. The Department of Culture and Sports, together with the Department of Tourism, will advise on the restructuring and merger plan.
The Department of Labour, War Invalids and Social Affairs and the Department of Interior Affairs will be merged. The name of the merged department will be the Department of Interior Affairs and Labour.
The Department of Internal Affairs and Labor performs the function of advising and assisting the Provincial People's Committee in state management in the field of internal affairs and receiving functions and tasks related to labor, wages, employment; meritorious individuals, occupational safety and health, social insurance, and gender equality.
The Department of Internal Affairs, together with the Department of Labor, War Invalids and Social Affairs, is tasked with advising on the plan for restructuring and consolidation (after transferring some functions and tasks to the Department of Education and Training, the Department of Health, and the Ethnic Affairs Committee), and simultaneously coordinating with the Ethnic Affairs Committee to transfer the functions, tasks, and organizational structure of the Religious Affairs Committee under the Department of Internal Affairs to the Ethnic Affairs Committee.
The following transfers and assignments of functions and tasks between specialized agencies under the Provincial People's Committee will take place:
The Ethnic Affairs Committee took over the functions, tasks, and organizational structure for advising on state management of religion from the Department of Interior; it also took over the functions and tasks for advising on poverty reduction from the Department of Labor, War Invalids and Social Affairs; and was renamed the Ethnic Affairs and Religion Committee.
The Ethnic Affairs Committee, together with the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs, advised on the plan for arrangement and reception.
The Department of Health assumes the functions, tasks, and organizational structure for advising on state management of social protection, children, and prevention and control of social evils; manages and utilizes the Children's Protection Fund according to regulations transferred from the Department of Labor, War Invalids and Social Affairs; and coordinates with the Provincial Party Committee's Organization Department to advise on the acceptance of the task of monitoring and managing the health of provincial officials (after the completion of the activities of the Provincial Committee for the Protection and Care of Officials' Health). The Department of Health, together with the Department of Labor, War Invalids and Social Affairs, is tasked with advising on the restructuring and acceptance plan.
The Department of Education and Training will take over the functions, tasks, and organizational structure for advising on state management of vocational education from the Department of Labor, War Invalids and Social Affairs. The Department of Education and Training, together with the Department of Labor, War Invalids and Social Affairs, will advise on the plan for restructuring and taking over.
The Department of Industry and Trade will take over the existing local market management bureaus from the Ministry of Industry and Trade and reorganize them into Market Management Sub-bureaus under the Department of Industry and Trade. The Department of Industry and Trade is tasked with coordinating with the Ministry of Industry and Trade to develop a plan for the reorganization and transfer.
