Vietnam - Korea signed a Memorandum of Understanding on sending and receiving workers.

(Chinhphu.vn) - On the morning of August 11, at the Presidential Palace in Seoul, South Korea, Vietnamese Minister of Home Affairs Pham Thi Thanh Tra and Korean Minister of Employment and Labor Kim Young Hoon signed a Memorandum of Understanding on sending and receiving workers to work in South Korea under the Employment Permit System (EPS) for the 2025-2027 period, witnessed by senior leaders of the two countries.

This memorandum of understanding serves as the legal basis for the two Ministries to continue implementing the next phase of the EPS program, which involves sending Vietnamese workers to South Korea.

The EPS program was launched in 2004 under an agreement between the former Ministry of Labour, Invalids and Social Affairs of Vietnam and the Korean Ministry of Employment and Labour (an agreement signed every two years). It is a non-profit program of the Korean Ministry of Employment and Labour implemented through a mechanism of delegation to government organizations and agencies in 17 sending countries, including Vietnam. The Center for Overseas Labour under the Ministry of Interior is the agency assigned to carry out this task.

To date, Vietnam has sent approximately 143,000 workers to South Korea under the EPS Program, and currently 42,500 are working in South Korea in manufacturing, agriculture , fisheries, construction, shipbuilding, and forestry. Vietnam is the country that sends the most workers to South Korea under the EPS Program.

In 2024, Vietnam topped the list of sending countries in terms of the number of workers entering the country with 10,144 workers. In 2025, the quota allocated to Vietnam is 8,400 workers for the manufacturing sector, and so far, 5,100 workers have already departed in the first six months of 2025.

In the next phase, to effectively implement the Memorandum of Understanding, both parties commit to continuing to implement the contents outlined in the Memorandum of Understanding and to synchronously implement measures to manage the dispatch process, including: recruitment and employment of workers; employment and residence; repatriation of workers… to improve and enhance the effectiveness of the EPS program.
