Participation in IPU-150 continues to affirm Vietnam's role as a proactive, active and responsible member at IPU as well as at multilateral forums.

At the invitation of the President of the Inter- Parliamentary Union (IPU), Tulia Ackson, and the Secretary-General of the Inter-Parliamentary Union, Martin Chungong, the President of the Senate of the Parliament of Uzbekistan, Tanzila Narbaeva, and the President of the Parliament of Armenia, Alen Simonyan, the Chairman of the National Assembly of Vietnam, Tran Thanh Man, on behalf of the leaders of the Party and State of Vietnam and his wife, attended the 150th General Assembly of the Inter-Parliamentary Union (IPU-150) and paid official visits to the Republic of Uzbekistan and the Republic of Armenia from April 2 to 8, 2025.

Attending IPU-150 further affirms Vietnam's role as an active, proactive, and responsible member of the IPU as well as other multilateral forums.

IPU - Alliance for Peace and Cooperation Among Nations

The Inter-Parliamentary Union (IPU) is an international organization that brings together representatives of the parliaments of sovereign states. The Union was founded in 1889 in Paris, France, on the initiative of two peace-loving parliamentarians, William Cremer (British) and Fréderic Passy (French). The IPU is currently headquartered in Geneva, Switzerland.

With 181 member parliaments and 15 associate members, the Inter-Parliamentary Union (IPU) is the center of parliamentary diplomacy worldwide, working for peace and cooperation among nations and parliaments, and playing an increasingly important role in the current global context.

The main objective of the IPU is to promote interaction, cooperation, and the exchange of experiences among parliaments and parliamentarians of different countries; to consult and express views on issues related to international interests in order to propose actions for parliaments and parliamentarians. The IPU actively contributes to the protection and promotion of human rights worldwide, an essential element for parliamentary democracy and development; and to raising awareness and enhancing the effectiveness of parliamentary institutions.

The IPU cooperates closely with UN mechanisms, regional parliamentary unions, international organizations, intergovernmental and non-governmental organizations, notably through its annual hearings on UN issues which attract participation from most member parliaments.

The IPU focuses on key areas of activity including: strengthening representative democracy; promoting global peace and security; advancing sustainable development; promoting humanitarian law and protecting human rights; enhancing the role of women in politics; and strengthening dialogue and exchange in education, science, and culture.

Twice a year, the IPU convenes more than 1,500 parliamentary delegates and parliamentary partners from member states, bringing diversity to the global agenda, including the work of the United Nations and the implementation of the 2030 Agenda for Sustainable Development.

In addition, the IPU has a special mechanism that takes place every five years: the World Conference of Speakers of Parliaments (WCSP). The goal of the conference is to strengthen the global governance capacity of parliaments, and through this parliamentary summit, legislators from around the world contribute their voices to address global issues in collaboration with the United Nations. Since its first conference in 2000, the WCSP has held five meetings.

Over its 136 years of formation and development, the IPU has continuously grown stronger, becoming the largest global inter-parliamentary cooperation organization and an important forum for dialogue among parliamentarians worldwide to exchange and propose solutions on peace, security, cooperation, and development between national parliaments.

Through cooperation with regional inter-parliamentary organizations, international organizations, intergovernmental and non-governmental organizations, the IPU is making increasingly important contributions in various fields of international life, from political and security issues to culture, science, and education.

This year, the IPU-150 General Assembly has the theme "Parliamentary Action for Development and Social Justice," which aligns with the themes currently being discussed at the United Nations, leading up to the Summit on Social Development, scheduled to take place in November 2025 in Qatar.

Vietnam's mark at IPU

Vietnam became a full member of the IPU in April 1979. Since then, Vietnam has consistently been an active and responsible participant in IPU forums, often holding leadership positions within IPU mechanisms. These contributions have had a far-reaching impact and have been highly appreciated by international and regional friends. Through the IPU forum, bilateral relations between the Vietnamese National Assembly and the parliaments of other countries have been established and strengthened.

Participating in IPU activities has always been a top priority in the multilateral parliamentary diplomacy of the Vietnamese National Assembly, aiming to promote and protect national interests, gather international perspectives, and express national viewpoints on common global concerns; while also conducting bilateral activities on the sidelines with partners with whom Vietnam has limited opportunities for formal bilateral engagement.

These activities have contributed to promoting Vietnam to a wide international audience, enhancing Vietnam's position on the international stage. They also provide Vietnam with access to various issues, content, operational experiences, and best practices from parliaments around the world, contributing to the improvement and enhancement of the quality of the Vietnamese National Assembly's operations.

A notable achievement of Vietnam within the IPU is its successful hosting of the 132nd IPU General Assembly (2015) and the 9th Global Young Parliamentarians Conference in Hanoi (2023).

The 132nd Inter-Parliamentary Union (IPU) General Assembly in Hanoi (March 2015) was held against the backdrop of the United Nations' initiative to develop a sustainable development program, and the Vietnamese National Assembly actively participated with many outstanding contributions. At IPU-132, parliaments issued the Hanoi Declaration "Sustainable Development Goals: Turning Words into Action."

This statement was conveyed to the United Nations Summit in September 2015 and was a very important contribution to the United Nations in developing and implementing the 2030 Agenda for Sustainable Development.

In September 2023, Vietnam successfully hosted the 9th Global Young Parliamentarians Conference in Hanoi, attracting over 300 young parliamentarians. The conference adopted a Conference Declaration on “The Role of Youth in Promoting the Implementation of the Sustainable Development Goals through Digital Transformation and Innovation.” This was the first Declaration of the Global Young Parliamentarians Conference after nine editions.

In addition to hosting IPU conferences, the Vietnamese National Assembly has also regularly sent high-level delegations, led by the Speaker or the Standing Vice-Speaker, to attend IPU General Assembly meetings and the World Conference of Speakers of Parliaments (WCSP) since 2000. Through the IPU forum, bilateral relations between the Vietnamese National Assembly and the parliaments of other countries have been established and strengthened.

The participation of National Assembly Chairman Tran Thanh Man, representing the Vietnamese Party and State leaders and his wife, in the 150th General Assembly of the Inter-Parliamentary Union (IPU-150) further affirms Vietnam's role as an active, responsible, and proactive member of the IPU and other multilateral forums, contributing to multilateralism, international cooperation and solidarity, and enhancing Vietnam's role and position in regional and global parliamentary cooperation mechanisms. Through its participation in IPU-150, Vietnam continues to maintain and promote relations with member countries and parliaments of the IPU.

At this General Assembly, National Assembly Chairman Tran Thanh Man is expected to deliver an important speech on the Vietnamese National Assembly's vision for a developed and just world. He will also hold numerous meetings with heads of parliaments from other countries to discuss cooperation between Vietnam and its partners, demonstrating Vietnam's foreign policy of peace, independence, self-reliance, diversification, multilateralism, and being both a friend and a reliable partner, and a responsible member of the international community.
