In the bustling atmosphere of the year-end shopping season, the Ministry of Industry and Trade officially launched the National Concentrated Promotion Program 2025 - Vietnam Grand Sale 2025, taking place from December 1, 2025 to January 18, 2026 nationwide.
This is one of the key activities to implement Directive No. 18/CT-TTg dated June 18, 2025 of the Prime Minister on promoting trade promotion and developing the domestic market, which is expected to create a strong "push" for domestic consumption, stimulate purchasing power, support businesses to recover and spread confidence in Vietnamese goods.
Sharing with Cong Thuong Newspaper on the sidelines of the launching event, Mr. Le Hoang Tai - Deputy Director of the Trade Promotion Agency (Ministry of Industry and Trade) emphasized that Vietnam Grand Sale 2025 is a large-scale promotional campaign that creates strategic momentum, promotes production, develops trade and strengthens the confidence of Vietnamese consumers in the period of accelerating economic development.
Create a national "special shopping season"
- In the context of Vietnam's economy moving into a strong recovery phase, what is the focus and expectation of Vietnam Grand Sale 2025, sir?
Mr. Le Hoang Tai: In the context of the world situation continuing to develop complicatedly, the global economic recovery is slight, uneven, not yet stable, and there are still unpredictable risk factors. Domestically, the economy maintains its growth momentum and still faces many difficulties and challenges from external impacts as well as internal limitations and shortcomings.

To cope with this situation, the Prime Minister issued Directive No. 18/CT-TTg dated June 18, 2025, assigning the Ministry of Industry and Trade and localities to promote trade , develop the domestic market and effectively organize concentrated promotional programs with flexible and creative forms.
On that basis, the Ministry of Industry and Trade issued Decision No. 2469/QD-BCT on organizing the National Concentrated Promotion Program 2025 - Vietnam Grand Sale 2025 with the goal of stimulating domestic consumption, creating conditions for domestic enterprises to consume goods, expand production, reduce inventories and strengthen people's consumer confidence.
The program also aims to enhance Vietnamese brand recognition, link commercial activities with culture, tourism, and services, and affirm the role of Vietnamese goods in contemporary life.
- Many businesses have assessed that Vietnam Grand Sale in recent years has helped stimulate consumer demand, improve cash flow, and expand the retail ecosystem. What are the expectations of the program this year, sir?
Mr. Le Hoang Tai: Through the organization periods, the national concentrated promotion program has proven to be clearly effective in promoting the circulation of goods, stimulating consumption and supporting businesses to improve revenue. In 2025, Vietnam Grand Sale will be deployed on a larger scale, with more flexible methods and a wider scope, covering the peak shopping period at the end of the year from December 1 to January 18, 2026.
We aim to boost total retail sales of goods and consumer service revenue by about 12% this year and expect to create a “golden shopping season” spreading across the country, where consumers will benefit from preferential prices, businesses will have the opportunity to expand their markets, and localities will be stimulated to grow trade, tourism and services.
With the synchronous coordination of 34 local Departments of Industry and Trade, industry associations and enterprises, this year's program will create a strong resonance effect, contributing to the realization of the GDP growth target set by the Government, while at the same time arousing confidence in the vitality of the domestic market.

The program is expected to create the most exciting shopping season of the year.
Spreading the spirit of "Vietnamese people prioritize using Vietnamese products"
- In this year's program, businesses can discount up to 100% of the value of goods and services without approval procedures. Can you share more about the meaning of this policy?
Mr. Le Hoang Tai: The first difference is the open and flexible mechanism. All traders and businesses of all economic sectors can participate without having to go through complicated registration or selection processes; thereby, helping to reduce administrative procedures, save time and costs for businesses and create equality for all economic sectors to participate in stimulating the market.
The maximum discount level has been raised to 100% of the value of goods and services, instead of being limited to 50% as before, which is an important breakthrough, demonstrating the Government's creative spirit in supporting businesses and encouraging healthy competition.
Businesses can proactively design creative and attractive promotional programs that are suitable to their capacity and actual consumer needs.
Another notable point is that this year's program is organized in a direction that closely combines traditional commerce and e-commerce, shopping and cultural and tourism experiences.
Many localities have linked promotional activities with typical festivals such as "Hanoi - Sleepless Night", "Vietnamese Goods - Vietnamese Tourism Week", "Cashless Shopping"... creating a vibrant picture, spreading the spirit of consuming Vietnamese goods nationwide.
- In front of those vibrant pictures, how do you evaluate the significance of the program in spreading Vietnamese brands and connecting service industries?
Mr. Le Hoang Tai: In addition to the promotional campaign, Vietnam Grand Sale 2025 is also a large-scale communication activity, spreading the spirit of "Vietnamese people prioritize using Vietnamese products" by directly bringing quality goods at preferential prices to consumers.
When people have a real experience and are satisfied with Vietnamese products, their trust and consumption habits will be strengthened in a sustainable way. For businesses, this is an important opportunity to promote their brands, improve their competitiveness and effectively exploit the domestic market.
Businesses also need to see the domestic market of 100 million people as a source of stable, long-term growth instead of just focusing on exports. The Ministry of Industry and Trade hopes that businesses will consider this program as part of a sustainable business strategy, long-term engagement with Vietnamese consumers.
On the management side, we will continue to coordinate with localities, industry associations and market management forces to ensure that promotional goods comply with regulations, are of good quality and have transparent prices, so that people can truly benefit from the policy. From there, we will form a fair and civilized trade environment, promote economic development, and spread the identity of Vietnamese goods in the integration period.
