According to the document, the Ho Chi Minh City Department of Transportation stated that on January 6th, it held a meeting with relevant departments and agencies regarding Vingroup's proposal to build a subway line to Can Gio. At the meeting, representatives from Vingroup presented a preliminary report on the proposed investment plan and the opinions of the participating units.

Vingroup: Building a subway line to Can Gio is in line with current trends.

Following the meeting, Vingroup Corporation agreed to send a document to the Department of Transportation to clearly define the content of the proposed project study. This includes the technical plan, the scope of the study, the investment form, the research funding source, and the rights and responsibilities of the relevant parties. Based on this, the Department of Transportation will advise and propose to the Ho Chi Minh City People's Committee to consider approving the procedures for implementing the project. In the proposal document, Vingroup stated that Ho Chi Minh City is currently carrying out procedures related to the preparation, appraisal, and approval of the revised master plan for Ho Chi Minh City until 2040, with a vision to 2060. In the transportation planning option in the revised master plan, the Ho Chi Minh City People's Committee is assigning relevant departments and agencies to study the addition of an urban railway line (of a suitable type) from the city center to Can Gio district, in accordance with the direction of the Prime Minister and the Ho Chi Minh City Party Committee. In addition, Ho Chi Minh City is also planning to build the Can Gio Bridge, aiming to start construction around April 30th and complete it by 2028. Upon completion, the project will replace the Binh Khanh ferry, currently the only means of connecting Can Gio district with the city center. It will also promote the development of land reclamation projects and the Can Gio international transshipment port. Vingroup Corporation recognizes that researching and investing in an urban railway line connecting the city center with Can Gio district, as per Ho Chi Minh City's policy, is entirely consistent with the trends and needs of transportation development. This will ensure connectivity between the city center and Can Gio district – a new development center of Ho Chi Minh City. Furthermore, combining the investment in the urban railway line with the construction of the Can Gio Bridge will ensure the synchronization of the technical systems. This will save time and costs in constructing both the Can Gio Bridge and the bridge for the urban railway line.

Vingroup is funding the research itself.

Therefore, Vingroup Corporation proposes that the Ho Chi Minh City People's Committee allow it to conduct research and surveys to propose an investment plan for the urban railway line using its own funds. This research should be combined with the investment and construction of the Can Gio Bridge to ensure connectivity, synchronization of technical infrastructure, and cost savings. Vingroup Corporation requests that Ho Chi Minh City facilitate cooperation with the Ho Chi Minh City Department of Transportation and the consulting unit currently implementing the Can Gio Bridge project to research, survey, and find a technically suitable and cost-effective solution to integrate the urban railway with the Can Gio Bridge project. Upon approval of the principle, Vingroup will closely cooperate with relevant departments and agencies of Ho Chi Minh City and consulting units with expertise and experience to complete the research, develop, and propose a feasible and effective plan for the Ho Chi Minh City People's Committee to consider as soon as possible.

The Prime Minister requested Vingroup to build a subway line from the city center to Can Gio.

At the conference announcing the Ho Chi Minh City planning for the period 2021-2030, with a vision to 2050, on January 4th, Prime Minister Pham Minh Chinh highly appreciated the completion and operation of Metro Line 1 in Ho Chi Minh City.
"I had a conversation with Mr. Vuong of Vingroup (billionaire Pham Nhat Vuong)."   - PV) He agreed and was very enthusiastic about building a subway system from the center of Ho Chi Minh City to Can Gio district," the Prime Minister said. From this, the Prime Minister suggested: "We must assign more tasks to large enterprises. I am currently assigning some tasks to them so they can develop their mindset. Resources stem from mindset, and motivation stems from innovation. We must thoroughly understand this spirit when implementing the plan."
