This afternoon, informing reporters from Dan Tri newspaper about the case of more than 40 students who graduated from foreign universities but whose degrees were not recognized by the Ministry of Education and Training , a representative of the Hanoi Department of Education and Training said that the London College of Design and Fashion - Hanoi, a vocational education institution with foreign investment, was established in 2014.
The school is authorized to provide college-level training, but not university-level training. The school is permitted to collaborate with higher education institutions to offer university-level training in accordance with regulations.

In 2022, 2023, and 2024, the school reported enrollment figures for elementary, intermediate, and college-level programs in three fields: Fashion Design, Interior Decoration, and Graphic Design, to the Department of Labor, War Invalids and Social Affairs (now the Department of Education and Training). The Department has not received any information regarding the school's partnerships for university-level training.
"Regarding the online undergraduate program in Fashion Design and Communication offered by Liverpool John Moores University at the London College of Design and Fashion - Hanoi, the Ministry of Education and Training's response clearly stated that it has not yet been licensed by the Ministry," according to a representative from the Hanoi Department of Education and Training.
According to regulations, the licensing of colleges currently falls under the authority of the Ministry of Education and Training, including establishment, permission to establish, and operating licenses.
The Ministry of Education and Training also handles the licensing of joint training programs between domestic and foreign educational institutions.

In the coming period, the Hanoi Department of Education and Training will coordinate with the Ministry of Education and Training to inspect and handle violations by the London College of Design and Fashion - Hanoi and protect the legitimate rights of students.
The Ministry of Education and Training affirms that, to date, the London College of Design and Fashion - Hanoi has not been granted a license to operate joint training programs with foreign countries for any of its majors or professions.
As Dan Tri newspaper previously reported, a number of students at the London College of Design and Fashion - Hanoi were surprised when the Ministry of Education and Training refused to authenticate their university degrees issued by Liverpool John Moores University.
The reason for rejection is that the online undergraduate program in Fashion: Design and Communication offered by Liverpool John Moores University has not been licensed by the Ministry of Education and Training for students residing and studying in Vietnam. There have been cases where students only discovered their undergraduate degree was not recognized after completing their master's degree.
From May 5th, Circular 07/2025/TT-BGDĐT, which regulates joint training programs between Vietnamese and foreign higher education institutions at the undergraduate, master's, and doctoral levels, officially comes into effect and replaces Circular 38/2020/TT-BGDĐT (issued in 2020).
Regarding diplomas and graduation certificates, the circular clarifies that diplomas awarded to graduates of joint training programs must ensure the same rights as diplomas awarded to graduates of the corresponding training program in the host country.
Vietnamese higher education institutions are responsible for issuing graduation certificates to students for use alongside their diplomas when requested.
Educational institutions are responsible for supporting students in the degree recognition process, as well as conducting accreditation of the joint program immediately after the first cohort of students graduates and maintaining accreditation periodically.
Specifically, the circular states that in the event a program is suspended from enrollment or terminated due to failure to meet the prescribed conditions, the higher education institution must ensure the legitimate rights of lecturers, employees, and students.
