During the 2020-2025 term, the Party Committee and people of Co To, Quang Ninh province, made strenuous efforts and demonstrated determination to fulfill political tasks and comprehensively develop the Party, political system, economy, culture, society, national defense, and security, achieving significant results. The island district (now a special zone) has undergone many dramatic changes in its appearance.
The work of building grassroots Party organizations and improving the quality of Party members has been strengthened. The leadership capacity, political acumen, and fighting spirit of grassroots Party organizations and Party members have been increasingly enhanced, contributing to consolidating unity within the Party and social consensus. The organizational structure of the political system has been streamlined to ensure efficient, effective, and effective operation, and to improve the quality of cadres, civil servants, and public employees.
The building of the cadre team and internal political security work have been strengthened in a comprehensive, synchronized, and effective manner, gradually building a team of cadres, civil servants, and public employees with sufficient capacity and prestige to fulfill their tasks. The development and deployment of digital government aims to improve the efficiency of state agencies, serving citizens and businesses; promoting the application of information technology in management and administration; enhancing the effectiveness of state management in all fields; and tightening administrative discipline and public service discipline. The handling of citizen complaints and denunciations has been given attention, and the rate of timely resolution has increased. Regular reviews, amendments, and additions to working regulations and task assignment regulations for People's Committee leaders have been implemented. Focus on improving professional skills, sense of responsibility, moral qualities, and efficiency in performing public duties of the team of cadres, civil servants and public employees (1) .
National defense and security were maintained; foreign relations were strengthened. The implementation of directives and resolutions from higher levels regarding the building of a national defense system and a national defense posture integrated with a people's security posture has been effective; sovereignty over borders, seas, and islands has been maintained; and no unexpected or sudden incidents have occurred.
The economy continues to develop in a direction that maintains the proportion of services and tourism, ensuring professionalism and sustainability, making tourism a key economic sector of Co To. Accordingly, Implementing many practical and effective solutions in a coordinated and decisive manner, adhering to the principle that development based on internal strength is decisive, while external forces are the breakthrough; taking the innovation of the growth model, the development of a green economy, and the improvement of labor productivity as the overarching direction. During the period 2020-2025, Co To's economy achieved an average growth rate of 16.03% per year, higher than the average of Quang Ninh province.
The economic structure has met the targets set in the resolution: Trade and services account for 65% (the resolution target was 65%-70%), industry and construction account for 20% (the resolution target was 17%-22%), and agriculture accounts for 15% (the resolution target was 8%-13%). To ensure that services and tourism increasingly become key economic sectors, Co To has effectively developed and implemented resolutions, projects, programs, and specialized plans to promote rapid and sustainable tourism development, contributing to the shift in economic structure.
In the agricultural sector, agricultural development is linked to the construction of new, civilized, and modern rural areas to ensure sustainable development; focusing on developing aquaculture, fishing, and seafood processing on a commercial scale. Promoting the restructuring of agricultural and rural production, with the New Rural Development Program as the central focus, to develop tourism and services based on the community tourism model. Maximizing advantages and concentrating on promoting seafood processing and the production of distinctive, strong local products. As a result, the total output of aquaculture and fisheries reached 6,100 tons/year (exceeding the target set in the Resolution of 5,700 tons or more); the total output of deeply processed seafood reached 200 tons (meeting the target set in the Resolution). Total food production reached 680 tons/year (exceeding the resolution's target of 250-300 tons). The locality has organized annual evaluations and classifications of OCOP products. The rural landscape has undergone many changes, especially in essential infrastructure serving production and people's lives.
Continue to strengthen the management, exploitation, protection, and development of aquatic resources. Accordingly, a marine aquaculture project will be developed with 12 farming zones covering an area of 5,164.16 hectares. Focus on managing aquaculture planning and the exploitation and protection of aquatic resources; implement pilot models of sustainable aquaculture combined with responsible tourism. Focus on directing the implementation of improvements to the investment and business environment and enhancing the competitiveness of localities. Address difficulties faced by investors and contractors to accelerate project progress promptly; promote entrepreneurship and innovation.

The development of science and technology and digital transformation is being carried out comprehensively, contributing to improved governance efficiency and better service to the people. Co To has implemented data digitization and applied software to professional management. The development of plans for scientific and technological activities is carried out annually; the quality management system is being transformed. Efforts are being intensified to disseminate and implement scientific and technological tasks; applying scientific and technological achievements, especially in the fields of e-government, healthcare, education and training, national defense and security, and environmental protection; while simultaneously supporting and encouraging businesses to innovate.
Developing culture, society, and people; ensuring social security and welfare; improving the material and spiritual lives of the people. Culture is gradually asserting itself as an important endogenous resource: The cultural and historical potential of Co To is being unleashed, gradually linked with the development of tourism and services; promoting the role of culture in promoting socio-economic development and building the local image. The movement "All people unite to build a cultured life," associated with building new rural areas and civilized urban areas, has seen positive changes, creating a healthy cultural environment and improving the spiritual life of the people.
Co To fully implements preferential policies for people with meritorious services, promotes the "Gratitude and Repayment" movement, mobilizes social resources to support housing, and improves the material and spiritual lives of policy beneficiaries. The sustainable poverty reduction program is implemented effectively; social resources are mobilized and effectively integrated with the new rural development program. To date, Co To no longer has poor or near-poor households according to the province's multidimensional poverty standard (exceeding the resolution's target of having no poor households).
In education, Co To focuses on training and improving the qualifications of teachers, with the result that 98.3% of management staff and teachers meet or exceed the standard (2) ; innovating teaching methods, applying information technology to education; strengthening moral education, lifestyle education, legal education, and life skills for students, especially the education of awareness of protecting the marine environment and national pride is integrated into the curriculum, aiming to awaken love for the homeland and responsibility to the community in the younger generation.
Co To Island places great emphasis on public health care. Disease prevention and control measures are implemented comprehensively and effectively, preventing major outbreaks. The quality of medical examination and treatment has improved; the service style and attitude of healthcare workers have shown positive changes. People have better access to healthcare services, contributing to the improvement of public health indicators.
Looking back at the 2020-2025 term, the work of Party building and rectification has been emphasized and consistently led and directed by Party committees and organizations at all levels in Co To. Emphasis has been placed on the responsibility of Party committees, promoting democracy; strengthening unity and cohesion within the Party organization; mobilizing the combined strength of the entire political system and the support and approval of the people. The quality of Party committee and branch meetings continues to improve; the leadership capacity and fighting strength of Party organizations have been enhanced; and the work of developing Party members has been prioritized and exceeded the set targets. The political system has become streamlined, operating effectively and efficiently, consolidating the people's trust in the Party and the State.
After nearly 40 years of implementing the Party's reform policies, under the close leadership and guidance of the Quang Ninh Provincial Party Committee and the concerted efforts of the entire political system and people, Co To has made remarkable progress in many fields. When it was first established, starting from a poor locality without access to the national power grid, lacking fresh water, and with difficult transportation links to the mainland, the Party Committee, government, military, and people of all ethnic groups in Co To have always received investment from the Central Government (the project to bring the national power grid to Co To Island in October 2013 opened a new phase of development, driving strong growth in tourism and services), special attention from the province, and, united in their efforts to overcome all difficulties and challenges, seized opportunities and achieved comprehensive results in all fields.
Based on the practical implementation of the resolutions of the Party congresses at all levels for the 2020-2025 term, the Co To Party Committee has drawn the following lessons learned: (1) Emphasize the work of building and rectifying the Party, building a clean and strong political system; strictly implement the principles of Party organization and operation; maintain unity and cohesion within the Party; build a team of cadres and Party members with political acumen, moral qualities, and a sense of responsibility to meet the requirements of the new situation. (2) Innovate development thinking, closely follow local realities; develop potential and advantages, choose the right key tasks to implement effectively. (3) Improve the effectiveness of government administration, promote the combined strength of the entire political system in organizing the implementation of resolutions and tasks for socio-economic development, ensuring national defense and security. (4) Promote democracy, self-reliance, creativity and all resources of the people; strengthen the close relationship between the Party, government and people; consolidate the great unity, create social consensus. (5) Proactively grasp the situation, promptly and effectively handle complex and sensitive issues arising in practice related to land management, urban order, complaints and denunciations. (6) Pay attention to inspection, supervision and auditing of the implementation of directives from higher levels; At the same time, we must seriously direct the implementation of measures to overcome the shortcomings and weaknesses identified after inspections, supervision, audits, and reviews.

The overarching goal for the next term is: To continue strengthening the Party building and the political system to be streamlined, clean, and comprehensively strong; to promote the tradition of unity, democracy, and discipline; to leverage internal strengths; to vigorously promote the development of the blue marine economy; to effectively exploit marine and island tourism resources; to use science and technology, innovation, digital transformation, and green transformation as important foundations; to build the Co To Special Economic Zone into a modern marine-based tourism and service center, serving as a model for marine and island special economic zones in digital transformation; and to ensure strong national defense and security, creating a solid foundation for Quang Ninh province to enter a new era of development.
The Co To Party Committee identified three breakthroughs: (1) Improving the quality of state management in the area. Promoting the application of science and technology, innovation in management and administration, improving the effectiveness and efficiency of the special zone government model in the direction of being streamlined, modern, and serving the people. Consolidating the special zone's organizational structure, promoting the effectiveness of the decentralization and delegation mechanism between the province and the special zone. Building a team of cadres who "dare to think, dare to speak, dare to do, dare to take responsibility for the common good"; having political acumen, innovative thinking, strategic vision and understanding the specific characteristics of the sea and islands and having foreign language communication skills. (2) Building infrastructure and economic space of the sea and islands. Focusing on researching and investing in connecting transportation infrastructure (ports, inland waterways, sea belt roads, helicopter landing pads, seaplane landing pads, overpasses connecting Thanh Lan and Co To island); tourism infrastructure, digital infrastructure, and marine aquaculture infrastructure. (3) Developing the marine economy in conjunction with ensuring national defense and security. Strongly developing marine economic sectors (ecological and cultural tourism, high-tech aquaculture, circular economy, marine logistics, and fisheries logistics services). Closely coordinating between the armed forces, the government, and the people, building a national defense posture with a people's security posture.
To achieve the above objectives and quickly realize breakthroughs, the Party Committee of the Co To Special Economic Zone is focusing on implementing the following key solutions:
Firstly, continue to build and strengthen a clean and strong Party; build an honest government that serves the people; promote democracy, discipline, and the strength of the great national unity; and enhance the role of the Fatherland Front and other political and social organizations after the restructuring.
Secondly, we must develop socio-economic aspects, science and technology, and protect the environment. We must improve the quality of economic growth while protecting the marine and island environment. We must focus on developing three pillars of the marine economy: ecological, cultural, and experiential marine and island tourism; sustainable fisheries and high-tech aquaculture; and fisheries logistics and coastal services. Priority should be given to the comprehensive development and upgrading of marine economic infrastructure, especially port infrastructure and port services. We must reorganize and effectively utilize the marine economic development space to ensure rationality, scientific balance of interests, and reduced conflicts, creating new development spaces and impetus linked to environmental protection, biodiversity conservation, and fishermen's livelihoods. We must establish marine protected areas.
Step-by-step breakthroughs in attracting investment, mobilizing all investment resources for development, and perfecting a synchronous and modern infrastructure system. Proposing a special mechanism for the Co To Special Economic Zone: regarding finance and budget, public investment, resource management, and decentralization and delegation of authority between the province and the special economic zone. Creating favorable conditions for businesses to invest in the special economic zone, especially in priority areas (tourism, clean energy, smart infrastructure...). Strengthening the mobilization of social resources, public-private partnerships (PPP), the marine and island development fund, and international cooperation. Implementing fair and efficient resource allocation, focusing on key projects, and prioritizing investment in projects that create a ripple effect of development.
Promote administrative reform; develop science and technology, innovation, and digital transformation; foster entrepreneurship and private sector development. Manage and utilize land and resources effectively and protect the environment; proactively respond to climate change and prevent and mitigate natural disasters. Improve the quality of human resources.
Thirdly, closely integrate rapid and sustainable economic development with cultural and human development, building a culture rich in identity; ensuring social security, welfare, progress, and equity; and continuously improving the material and spiritual lives of the people.
Fourth, firmly ensure national defense and security; maintain political stability, social order and safety, and sovereignty over the sea and islands; expand and improve the effectiveness of foreign relations and international integration.
The First Party Congress of the Co To Special Economic Zone, for the term 2025-2030, holds special significance, marking comprehensive development in all fields after 30 years of establishment and ushering in a new era of development. Inheriting and building upon the achievements, the Party Committee and people of the Co To Special Economic Zone are united and determined to overcome all difficulties and challenges, successfully achieving the set goals and tasks, building a prosperous and happy Co To, and creating a solid foundation for Quang Ninh province to enter a new era.
