The Ministry of Industry and Trade stated that it has focused on advising and developing many important policies and legal documents for the development of industrial sectors.
Removing policy bottlenecks
According to the Department of Industry (Ministry of Industry and Trade), identifying the task of perfecting the institutional framework and policies for industrial development as a key priority, in 2024, the Ministry of Industry and Trade has been actively developing and proposing many important policies and legal documents for the development of industrial sectors.

Reviewing some policies, it is noteworthy that the Ministry of Industry and Trade has finalized the proposal for the Law on Production of Key Industrial Products: After receiving feedback from the National Assembly Standing Committee, two rounds of consultations with ministries and agencies, one assessment by the Ministry of Justice , and numerous seminars and working sessions with experts to finalize the proposal, the Industry Department reported to the Ministry's leadership, sought feedback from ministries and agencies, and published information on the latest draft of the proposal for the Law on Production of Key Industrial Products for submission to the Government for comments. It is expected to be added to the National Assembly's legislative agenda for 2025-2026.
Regarding the supporting industries sector, the Ministry has developed and submitted to the Government a Decree amending and supplementing Decree No. 111/2015/ND-CP on the development of supporting industries. Specifically, on November 20, 2024, the Ministry of Industry and Trade submitted Document No. 9376/TTr-BCT to Deputy Prime Minister Bui Thanh Son on the acceptance and explanation of opinions from relevant ministries and agencies on the draft Decree. After accepting the opinions of ministries and agencies as directed by the Government leaders in document No. 8621/VPCP-CN dated November 22, 2024, the Ministry of Industry and Trade submitted Document No. 10453/TTr-BCT to the Government on December 20, 2024 on the acceptance and explanation of opinions from relevant ministries and agencies on the draft Decree.
In addition, the Ministry of Industry and Trade has also reviewed the results of the implementation of the supporting industry development program from 2016-2025, based on the revision and supplementation of the supporting industry development program according to Decision No. 68/QD-TTg dated January 18, 2017, of the Prime Minister, to serve as a basis for researching and developing the supporting industry development program for the period 2026-2035.
Notably, the development and refinement of the industry development strategies for steel, automobiles, and dairy products is currently being spearheaded by the Institute for Strategic and Policy Research in Industry and Trade. The Department of Industry is responsible for coordination to ensure the quality of the strategies' content.
Regarding this matter, Mr. Nguyen Khac Quyen, Deputy Director of the Institute for Strategic and Policy Research in Industry and Trade, stated that in 2024, the Institute developed the aforementioned strategies in accordance with procedures and regulations, ensuring quality and progress. Accordingly, the Department of Industry has coordinated with the Institute to urge ministries, localities, associations, organizations, etc., to provide feedback to synthesize and finalize the draft program and submit it to the Prime Minister soon. “In 2025, the Institute will continue to coordinate with the Department of Industry to urge ministries, localities, associations, organizations, to provide feedback to synthesize and finalize the draft program and submit it to the Prime Minister for consideration and approval soon,” Mr. Nguyen Khac Quyen said.
Regarding the development of the Sustainable Development Program for the Textile, Garment, and Footwear Industry for the period 2021-2030 (a task assigned in Resolution No. 115/NQ-CP and Decision 1643/QĐ-TTg of the Prime Minister on the Strategy for the Development of the Vietnamese Textile, Garment, and Footwear Industry), the Ministry of Industry and Trade has drafted a Decision of the Prime Minister on the Sustainable Development Program for the textile, garment, and footwear industry until 2030, with a vision to 2035.
Sharing more about policies related to the industrial sector, Dr. Vu Van Khoa, Deputy Director of the Institute of Mechanical Engineering Research, said that the Institute is actively advising the Ministry of Industry and Trade on the mechanism for developing the manufacturing industry for onshore wind power, solar power, and gas power equipment. “The Institute of Mechanical Engineering Research is committed to sending its best personnel to participate in the drafting of the aforementioned legal documents to ensure quality and timely progress in the coming period,” said Dr. Vu Van Khoa.
Expectations are high for many new policies to boost industrial development.
The Ministry of Industry and Trade believes that, in the coming period, for industry to become a driving force for economic development, a comprehensive system of solutions and policies is needed to mobilize resources and leverage strengths for industrial development, enhancing industrial competitiveness in the global market.
Regarding solutions, Mr. Luong Duc Toan, Deputy Head of the Manufacturing Industry Department - Department of Industry, expressed that there is still much work to be done in the coming time, including close coordination with relevant agencies and units in researching and submitting to the Government for promulgation Decrees and guiding documents to implement the amended Electricity Law and the National Assembly Resolution on the investment policy for the North-South high-speed railway.
“ In coordination with the Institute for Strategic and Policy Research in Industry and Trade, we will continue to refine the Strategy for the Development of Vietnam's Automotive Industry until 2030, with a vision to 2045, for submission to the Prime Minister for approval. This will focus on developing strategic vehicle lines, environmentally friendly vehicles, and increasing the localization rate, ” said Mr. Luong Duc Toan.
At the same time, the Department of Industry will conduct periodic inspections of automobile manufacturing and assembly enterprises in accordance with the provisions of Government Decree No. 116/2017/ND-CP dated October 17, 2017, which stipulates the conditions for manufacturing, assembling, importing, and trading in warranty and maintenance services for automobiles.
"The focus will be on guiding and supporting investors in implementing a number of large-scale automobile manufacturing and assembly projects in the coming period, ensuring compliance with relevant legal regulations on investment in construction projects and conditions for automobile manufacturing and assembly..." - Mr. Luong Duc Toan stated.
Going into detail, Mr. Nguyen Ngoc Thanh - Deputy Director of the Department of Industry - pointed out that it is necessary to research and propose the development and improvement of a general system of legal documents on the development of foundational industries, prioritizing the implementation of the Party's new policies on industrialization and modernization of the country, creating a unified legal basis to promote rapid and sustainable industrial development.
Closely coordinate with relevant agencies in researching and submitting to the Government for promulgation decrees and guiding documents on the amended Electricity Law and the National Assembly's resolution on the investment policy for the North-South high-speed railway. At the same time, urgently advise the Ministry to submit to the Prime Minister a strategy for the development of key industries such as mechanical engineering, automotive, and steel, in order to take advantage of the enormous market opportunities from the energy and transportation sectors in the coming period.
In addition, the Ministry of Industry and Trade continues to advise and submit to the Government for early approval the Decree amending and supplementing Decree No. 111/2015/ND-CP dated November 3, 2015 of the Government on the development of supporting industries. “We urgently propose the issuance of a Program for the development of supporting industries in the new period (2025 - 2035) to continue effectively implementing solutions to enhance the capacity of domestic industrial enterprises to meet the requirements of participating in global value chains and seize new opportunities to attract foreign investment,” Mr. Nguyen Ngoc Thanh emphasized.
| To better implement the directives of the Government, the Prime Minister, and the Ministry of Industry and Trade in the state management of industry, the Department of Industry requests that units under the Ministry continue to coordinate closely, allocate appropriate resources, and support the Department of Industry in fulfilling its assigned tasks. This is especially important in policy development, such as the Law on Production of Key Industrial Products, Decrees, Circulars, etc. In addition, focus should be placed on advising on the improvement of institutions, policies, and laws to provide a foundation for new growth resources in industrial sectors in both the short and long term. |
