The Naval Political Department has issued a document requesting the propaganda departments of provincial and city Party committees; provincial Literature and Arts Associations; and press agencies to widely publicize to artists, members, reporters, collaborators, and authors whose works are eligible for consideration for the literary and artistic creation award on the theme of the Vietnam People's Navy for the period 2021-2025.

The Vietnam People's Navy Literary and Artistic Award is presented every five years to literary and artistic works created during the period 2021-2025. The selection and awarding process is based on the principles of voluntariness, objectivity, democracy, fairness, and transparency.
The criteria for awarding prizes are based on works that address the theme of the Vietnam People's Navy; create a strong and profound impact, promoting the image of "Uncle Ho's Soldiers - Naval Soldiers" in the task of protecting the sovereignty of the Fatherland's seas and islands, in accordance with the cultural and national identity of Vietnam. Priority is given to works that achieve the values of truth, goodness, and beauty, impacting and raising awareness, morality, thought, and feelings; educating and encouraging the people to emulate patriotism, focusing on the Fatherland's seas and islands and the naval soldiers.
Participants include professional and non-professional authors and co-authors within and outside the Navy whose works meet the conditions and criteria stipulated in Articles 3, 4, and 12 of this Regulation; Awards will be given to collectives and individuals who have made significant positive contributions in directing, guiding, mobilizing, and implementing activities related to the creation, dissemination, and promotion of literary and artistic works on the theme of the Vietnam People's Navy.
The categories for participation in the Award include: literature, music, photography, and film, with the following specific requirements:
In the Literature category , works in the genres of novels, short stories, poetry collections, literary essays, and epic poems that have been published in book form, first editions, widely distributed, and published are eligible. Priority will be given to thematic anthologies about the Vietnam People's Navy. For anthologies, at least two-thirds of the content must be about the Vietnam People's Navy. Authors may submit no more than three collections of short stories, literary essays, epic poems, or poetry collections to the organizing committee. Anthologies, collections of works by four or more authors, and incomplete literary works will not be considered.
Regarding music , the entry must be a song, complete with both music and lyrics, clearly presented (without erasures) in typed or handwritten sheet music on A4 paper, that has been performed, broadcast on radio and television, or widely disseminated in society. New songs of high quality in content and artistry, with complete arrangements, orchestrations, and recordings, are encouraged. Each author or group of authors may submit no more than 5 songs. Film music, dance music, instrumental music, opera music, and stage music will not be considered for the award.
Photography entries must include single photographs measuring 30cm x 45cm (accompanied by one 13cm x 18cm photograph) submitted for consideration. Each photograph must clearly state the caption, full name, title of the work, author's address, contact phone number, and a certificate of exhibition (exhibition location and date). If the photograph has been published in a book or newspaper, the author must include the page number (clearly stating the title and date of publication); each author may submit no more than 5 works for consideration.
Cinema refers to feature films, documentaries, and musicals that have been completed and screened on television channels and other media (accompanied by a literary script). Each author or group of authors may submit no more than 3 works for consideration. Research papers, theoretical and critical works on cinema; animated films, and scientific films will not be considered.
The Organizing Committee will award 8 A prizes, 12 B prizes, and 20 C prizes to outstanding literary and artistic works. The judging is expected to take place in February 2025 at the Naval Command Headquarters. The awards ceremony is scheduled for March 2025 at the Naval Command Headquarters Auditorium, 38 Dien Bien Phu Street, Minh Khai Ward, Hong Bang District, Hai Phong City.
The Organizing Committee has the right to use the submitted works for publication in cultural publications, for distribution, display, exhibition, and promotion in cultural activities of the Navy.
