According to the Department of Overseas Labor Management ( Ministry of Interior ), in July 2025, 11,090 Vietnamese workers went abroad to work under contract, including 3,374 female workers.
In the first seven months of 2025, the whole country sent 85,781 Vietnamese workers to work abroad under contract, including 28,991 female workers, reaching 65.9% of the annual plan (the annual target is 130,000 workers).
Key markets continue to account for a large proportion of the total number of migrant workers. Specifically, Japan received 39,558 workers; Taiwan (China): 32,471 workers; and South Korea: 7,340 workers.
In addition, markets such as China, Singapore, Romania, and Hungary have also contributed to the increase in the total number of workers going abroad, demonstrating the efforts of labor export companies to expand their markets and the proactive approach of workers in accessing international job opportunities.
Proactively negotiate, expand markets, and improve the quality of human resources.
The Department of Overseas Labor Management stated that, in recent times, the agency has actively researched the legal regulations and policies of labor-receiving countries in order to proactively advise competent authorities on solutions to adjust policies and regulations to suit practical realities and international developments.
In addition, proposals to amend legal regulations, including decentralizing the management of overseas labor to local authorities, are also being studied to meet the requirements of reforming the two-tiered local government structure and reorganizing administrative units.
Notably, the Department of Overseas Labor Management is also coordinating with relevant ministries and agencies to develop a strategy for the development of sending Vietnamese workers abroad in the coming period, ensuring it aligns with global labor migration trends and the need to improve the quality of human resources.
In the coming period, efforts to promote, negotiate, and sign labor cooperation agreements with countries such as Israel, Thailand, Japan, South Korea, Canada, and the Russian Federation will continue to be intensified. These are markets with high labor demand, good income, and long-term potential.
Alongside maintaining traditional markets, Vietnam is also expanding its market in Europe, focusing on new industries that offer stable employment and high incomes. This contributes to diversifying options for workers and reducing the risk of dependence on a few large markets.
To improve the quality of human resources, the Department of Overseas Labor Management coordinates and promotes vocational education and links vocational training institutions with labor export enterprises. Through this, workers are equipped with the necessary vocational skills, foreign language proficiency, and legal knowledge, helping them quickly integrate into the international work environment.
The achievements in the first seven months of 2025 are an important foundation for further expanding the overseas labor market, improving the quality of labor, and ensuring the legitimate rights and interests of Vietnamese workers going to work abroad, contributing to the successful implementation of the goals and plans set for the whole year.
