Request to speed up the process of removing obstacles for 156 real estate projects in Ho Chi Minh City

Accordingly, based on the report from the Department of Construction, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong requested relevant units to urgently review, provide feedback, and reach a consensus with the Department of Construction before May 20th so that it can be compiled and finalized for submission to the Ho Chi Minh City People's Committee before May 30th, 2023.

City leaders also noted that units should provide clear feedback on the directives, assigning units responsible for handling and resolving groups of files with similar issues according to their functions and duties, with specific timeframes.

Removing legal obstacles for real estate projects is one of the measures to help revive the market.

Relevant departments and agencies should urgently and proactively review and definitively resolve the directives of the Ho Chi Minh City People's Committee related to the recommendations of the Ho Chi Minh City Real Estate Association (HoREA) up to the present time. This includes focusing on resolving obstacles within the jurisdiction of the relevant departments and agencies.

For difficulties and obstacles falling under the jurisdiction of the City People's Committee or central ministries and agencies, promptly report and advise the City People's Committee on solutions. Simultaneously, develop plans and regularly communicate with real estate businesses facing project issues to provide guidance on implementation.

Vice Chairman of the People's Committee of Ho Chi Minh City, Bui Xuan Cuong, also instructed relevant departments to urgently review and update the results and data of projects that have been resolved by the relevant departments and agencies. He also instructed them to separate the number of projects without obstacles that are currently under consideration and resolution according to procedures and authority, and which are not considered long-standing backlogs. This information should be sent to the Department of Construction for compilation and comparison with the list of 156 projects.

At the same time, official written feedback on the results of the resolved dossiers and projects will be provided to HoREA and related businesses in a spirit of sharing, openness, and transparency.

Grand Manhattan was one of the projects that was previously derailed.

The Department of Construction is tasked with compiling and preparing the content for a meeting between the City People's Committee and HoREA, tentatively scheduled for June 2023, regarding the groups of projects facing difficulties. This includes agreeing with the relevant units on criteria and classification methods for these problematic projects to ensure appropriate recommendations and proposals are submitted to the correct authorities. This will facilitate coordination, information sharing, and accurate reporting of relevant issues.

For project groups facing obstacles that require resolution by competent central government agencies, Mr. Cuong instructed relevant units to urgently monitor and update HoREA and real estate businesses on the progress to ensure close and unified coordination in the process of submitting proposals and handling project dossiers.

For the group of projects with outstanding issues not included in the list of 156 projects recommended by the Ho Chi Minh City Real Estate Association, these have been resolved by the relevant departments and agencies. The relevant units are tasked with proactively reviewing, compiling data and lists, and sending the information to the Department of Construction on a monthly basis for compilation and reporting to the Ho Chi Minh City People's Committee.

It is known that as of the end of April 2023, 13 projects had their legal obstacles resolved and received support allowing them to raise capital for 50% of the future housing units.

Regarding this issue, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that in the second quarter, Ho Chi Minh City will focus on resolving obstacles for 40 real estate projects in the city. At the same time, the city will review the list to identify the group of 138 projects that HoREA has compiled in order to focus on resolving them thoroughly.
