This information was recently stated in Resolution 71-NQ/TW, dated August 22nd, of the Politburo on breakthroughs in education and training development.
Resolution 71 also emphasizes the urgent need to develop a strategic framework for the development of higher education . This includes the implementation of restructuring and reorganization of higher education institutions; and the merger or dissolution of substandard higher education institutions.
The education sector needs to study the merger of research institutes with higher education institutions; and consider transferring some universities to local management to improve management efficiency and better meet the local workforce training needs.
Previously, at the Conference on the Implementation of Projects on Human Resource Development and "Three-Party" Cooperation (State, Schools, and Businesses), organized by the Ministry of Education and Training in mid-June, Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education (Ministry of Education and Training), stated that, according to the planning of the network of higher education and teacher training institutions for the period 2021-2030, large higher education centers will be formed, with approximately 50 to 60 higher education institutions offering doctoral-level training.
Specifically, some public higher education institutions will be restructured and streamlined; teacher training universities specializing in physical education, sports, and arts will be reorganized.
Restructuring and developing technical teacher training universities into multidisciplinary higher education institutions with a focus on technology and engineering.
For teacher training colleges, the proposed arrangement and organization should be towards merging with a teacher training university or a multidisciplinary higher education institution (with a school or faculty of teacher training or basic sciences);
Merging with a local or regional higher education institution. Merging or consolidating with several other local educational institutions.
In addition to the merger, it is expected that in the near future, Hanoi University of Education and Ho Chi Minh City University of Education will be upgraded and developed into key national higher education institutions specializing in pedagogy.

According to Mr. Dung, the plan is to focus investment on upgrading and developing national and regional universities to achieve quality and prestige on par with regional and global standards from now until 2030, with a vision extending to 2050.
Along with 2 teacher training universities and 5 key technical and technological universities, and other key higher education institutions, they play a core and pivotal role in the network of higher education institutions.
The plan is to develop Hue University and Da Nang University into national universities. Specifically, Ho Chi Minh City National University will be assigned the largest training capacity with 120,000-130,000 students, Hanoi National University with 70,000-80,000 students, and the national universities in Hue and Da Nang are projected to have 140,000-150,000 students.
The Vietnam National University, Hanoi, the Vietnam National University, Ho Chi Minh City, and Hanoi University of Science and Technology are expected to be oriented towards developing into a group of leading higher education institutions in Asia.

According to Dr. Nguyen Anh Dung, the merger also helps develop a synchronized and modern network of higher education and teacher training institutions with a rational scale and distribution structure.
