The Ministry of Public Security has requested Ha Tinh province to provide project files and documents.
The Investigation Police Department of the Ministry of Public Security recently sent a document to the People's Committee of Ha Tinh province requesting the provision of files and documents related to the BMC Ha Tinh Commercial Center, Office, and Hotel project.
On October 9th, the People's Committee of Ha Tinh province assigned the Department of Planning and Investment to take the lead and coordinate with relevant units to review, compile, and provide the necessary documents and records as requested by the Investigation Police Department of the Ministry of Public Security.
The Department of Planning and Investment is authorized to respond in writing to the Investigation Agency of the Ministry of Public Security and report to the Provincial People's Committee before October 15th.

In addition, the People's Committee of Ha Tinh province requested relevant units to promptly coordinate with the Department of Planning and Investment in implementing the requirements of the Investigation Agency of the Ministry of Public Security; and to be legally responsible for the accuracy and truthfulness of the files, documents, and data provided.
3 projects, 3 destinies
According to investigations by Dan Tri reporters, over the past two decades, BMC Construction Materials and Trading Company Limited (hereinafter referred to as BMC Company) has been involved in three projects in Ha Tinh, including: BMC Ha Tinh Commercial Center and Hotel (BMC Plaza), Toan Cau Brewery, and BMC - Viet Trung Commercial Center and Villa Hotel (Villa BMC).
The BMC Plaza project, with a total investment of 400 billion VND, is located in the most prime location in Ha Tinh city at 2 Phan Dinh Phung Street. The investment plan was approved by the People's Committee of Ha Tinh province in 2002.
After 7 years of construction, in November 2009, the project, invested by BMC Company, was officially inaugurated and put into operation. The complex consists of a 16-story building and one basement level, with a total construction area of 3,000m2 and a landscaped area of 15,000m2. This complex is currently in operation.
Following the above project, Mr. Nguyen Van Ngoc, General Director of BMC Company, established Vietnam-China Investment Cooperation Joint Stock Company (Vietnam-China Company) to propose the implementation of the Global Brewery project.
In March 2004, the People's Committee of Ha Tinh province agreed to lease a nearly 3-hectare plot of land to Viet Trung Company for 50 years to build the Toan Cau beer factory.
The land allocated for the project is in a prime location, next to National Highway 1A, north of Phu Bridge, in Dai Nai Ward, Ha Tinh City.
According to the investor's commitment, the Toan Cau Brewery will be completed and operational within 18 months of the land lease decision. The project is expected to contribute to the socio -economic development of the area, creating jobs and income for approximately 250-300 workers. The factory is projected to contribute 150-200 billion VND annually to the local budget.
After many years, most of the items such as technical infrastructure, warehouses, and extraction plants were nearly completed, and some machinery and equipment had been imported from Germany, but the project unexpectedly came to a halt.

By 2017, Ha Tinh province had agreed to allow Viet Trung Company to change the land use purpose and allocate land for the abandoned brewery site to implement the Villa BMC Project with a total estimated investment of 1,230 billion VND.
To implement this project, Ha Tinh province also leased an additional plot of land of over 1 hectare next to it to the investor for use as a boat dock and green park.
The Villa BMC project includes a commercial center and a 25-story 5-star hotel, two rows of townhouses with widths of 5m and 7m, villas, a community center, tennis courts, a swimming pool, and a tourist pier. The project started in December 2017 and is expected to be completed and put into operation by May 2020.
The project's objectives are to conduct business and sell real estate to meet the needs of the people; to gradually implement synchronized investment in accordance with the development strategy of Ha Tinh city; and to contribute to building Ha Tinh city to achieve the goal of becoming a type II urban area by 2018.
The project subsequently fell behind schedule. On February 4, 2021, the People's Committee of Ha Tinh province issued a decision to adjust and extend the deadline for completing all items to November 2022.

To date, the developer has only completed the green park and tourist boat dock. Many major projects, such as the 25-story shopping mall and hotel, and the townhouses and villas, are still only "on paper".
Observations revealed a large, abandoned plot of land, with the front gate to the project locked. Inside, some areas had been piled up but left vacant, the grounds overgrown with weeds and becoming a grazing area for cattle.
In previous years, the investor also proceeded with the construction of a row of kiosks for rent outside of the approved project. Authorities had previously issued a suspension order and imposed penalties.
According to the leaders of Dai Nai Ward People's Committee, the delayed implementation of the Villa BMC project has resulted in a waste of resources. Voters and local authorities have repeatedly petitioned higher levels of government to urge the investor to start construction and complete the project so that the urban landscape can be more attractive and clean, but the project remains "stalled".
