3 months of implementing 2-level local government - View from Quang Ngai Part 1: From initial confusion to "scoring points" in administrative reform

After more than 3 months of operating the 2-level local government model, overcoming initial difficulties and confusion, the new apparatus in Quang Ngai has operated smoothly, creating trust and gradually meeting the expectations of the people and businesses. Many localities have effectively deployed public administrative service centers, creating convenience for people, contributing to promoting development after the merger.

Initial difficulties: weak and lacking technological infrastructure

According to the report "Results of implementing the decisions and monitoring plans of the Central Inspection Committee " by the People's Committee of Quang Ngai province, the operation of the two-level local government has ensured stability, synchronization and effectiveness. Right from the beginning, the province has directed the completion of promulgating regulations on functions, tasks and organizational structures of specialized agencies at the provincial and communal levels according to the new model, with clear people, clear tasks, no overlap or omission of tasks.

Reports from the grassroots level show that there are 15 communes in the group with few administrative procedures, mainly in remote, border areas, sparsely populated, with many ethnic minorities such as Ba Gia, Tay Tra, Ia Toi, Mang But, Mang Ri, Dak Plo, Ro Koi, Dak To Kan... Some communes received documents but they were not complete, and had to be given additional instructions. Typically, Dak Sao commune had a case of re-issuing a health insurance card but it could not be processed on the system because the Social Insurance had stopped printing paper cards. Citizens were instructed to use electronic cards on mobile phones, so the documents did not arise on the public service portal.

In fact, nearly a week after the 2-level local government model came into operation (from July 1, 2025), many communes and wards were "named" because no records had been generated at the Commune-level Public Administration Service Center. The main reason was that people had no need, plus the lack of technological infrastructure, inadequate equipment, faulty operating software, or no accounts had been issued.

In addition, 9 other communes encountered technical difficulties when they were not granted or authorized to issue civil status software accounts, electronic authentication, and were slow to issue digital signatures. Communes such as Nghia Giang, Ca Dam, Tra Giang, Son Ha, Son Tay Thuong, Dang Thuy Tram, Xop, and Ia Dal had to process documents on paper and could not operate on software.

Faced with this situation, many localities have requested the province to soon invest in essential equipment for the Public Administration Service Center at the commune level, especially in remote, isolated and border areas; organize training for officials on electronic document processing procedures; issue manuals on procedures and operations; arrange seals, human resources and initial resources to ensure smooth digital administration. The Provincial People's Committee has directed departments and branches to coordinate to support the solution.

Up to now, many public administrative service centers in communes and wards have been operating smoothly, administrative procedures have been resolved quickly and in accordance with regulations. Chairman of the People's Committee of Nghia Giang Commune, Nguyen Tan Luc, said that currently, the settlement of administrative procedures for people has been smooth; the locality has sent union members to support people in carrying out administrative procedures; equipped with computers and automatic number machines; the spirit of cadres and civil servants is ready to serve the people.

Step by step stabilization, "scoring points" in administrative reform

After more than 3 months of implementation, many communes and wards such as Tra Cau, Duc Pho, Sa Huynh, Nguyen Nghiem, Khanh Cuong... have achieved positive results. The organizational apparatus has been consolidated, operating effectively and efficiently; political, economic and social tasks have been deployed synchronously. National defense and security work has been maintained, social order and safety have been ensured; digital platforms have been focused on operating 2-level local governments.

According to Chairman of Duc Pho Ward People's Committee Tran Ngoc Sang, the initial stage of administrative reorganization encountered many difficulties, with increased workload and high quality requirements while staffing was limited. However, in the first 9 months of 2025, Duc Pho Ward still achieved many positive results: stable agriculture, developed industry and handicrafts, vibrant trade and services, digital transformation was promoted, administrative discipline was focused, citizen reception and complaint and denunciation settlement were put into order.

The report of the People's Committee of Quang Ngai province also acknowledged the locality's many outstanding achievements in operating the 2-level local government model. The arrangement of administrative units is not only stable and smooth but also promotes administrative reform, effective mobilization of staff, and synchronous data digitization. This is the foundation for sustainable development, especially after merging with the old Kon Tum province.

According to Vice Chairman of the Provincial People's Committee Y Ngoc, the outstanding advantage of Quang Ngai is the systematic, timely and unified leadership and direction from the central to local levels. Propaganda and dissemination work has been widely deployed, contributing to creating consensus and fighting against wrong views and distorted perceptions. The process of seriously and effectively implementing the resolutions of the National Assembly, the National Assembly Standing Committee and the Central Steering Committee has not created "hot spots" or disunity, and has received support from the people.
