Support policies and transformation goals
Resolution 68-NQ/TW dated May 4, 2025, identifies the private sector as a crucial driving force of the economy, pioneering innovation and creativity. The resolution sets a target of 2 million businesses by 2030, focusing on transforming millions of household businesses, especially the micro-enterprises – which account for a large proportion but have not yet been "identified" within the business system.
Incentive measures such as exemption from corporate income tax for the first three years, exemption from business license fees for the first year, and a 30% reduction in land rent for five years facilitate the entry of household businesses into the formal system.
Vietnam currently has over 5 million business households, many of which operate like enterprises with electronic sales systems, employees, and invoices. Since 2024, changes in tax policies and compliance requirements under Decree 70/2025 on invoices and documents have spurred the need for this business model transformation. According to Article 11 of the Decree, business households and individuals with annual revenue of 1 billion VND or more must use electronic invoices from cash registers connected to the tax authorities. Experts believe this transformation not only meets legal requirements but also helps businesses enhance their competitiveness and expand access to capital and financial services.

Leveraging its leading role in the financial market, Agribank is implementing comprehensive solutions to help household businesses transform into enterprises, contributing to the promotion of the private sector – a sector that contributes nearly 50% of GDP and plays an increasingly important role in the Vietnamese economy.
In accordance with Resolution 68, Agribank is implementing the preferential program "Breakthrough Transformation - Elevating Businesses" from July 15, 2025 to July 15, 2026. The program applies to business households converting into enterprises from January 1, 2025, and enterprises opening a payment account at Agribank for the first time.
Participating customers receive free account management, free electronic banking services (Agribank Corporate eBanking), a complimentary 1POS sales management solution package, and electronic invoices (Invoice). In addition, small and medium-sized enterprises (SMEs) benefit from preferential interest rates, reduced by 0.8% to 1.2% per year compared to regular lending rates, with flexible financing methods tailored to their production and business needs.
Previously, Agribank launched the "Prosperity with SMEs in 2025" program with 60,000 billion VND in preferential short-term capital, with interest rates up to 1.2% lower per year than the standard rate. The program not only meets working capital needs but also provides payment services, cash flow management, and trade finance, supporting SMEs in accessing efficient and stable financial resources.
Agribank is implementing the "Breakthrough Transformation - Elevating Businesses" program, actively supporting household businesses in transforming into enterprises with many practical incentives.
Agribank maintains a lending proportion of over 65% to the "agriculture, farmers, and rural areas" sector, participating in key projects such as the sustainable development of 1 million hectares of high-quality, low-emission rice. The bank is actively bringing financial services to remote areas, supporting people to avoid predatory lending and promoting digital finance and cashless payments. At the same time, Agribank regularly reduces interest rates, restructures debt, and provides new loans to support businesses, especially during periods of economic volatility.
These policies not only promote the development of household businesses and SMEs but also contribute to the implementation of the national economic development plan, affirming Agribank's pioneering role in supporting the private economy and the "three rural sectors" (agriculture, farmers, and rural areas).
