Support policies and conversion goals
Resolution 68-NQ/TW dated May 4, 2025 identifies the private economy as an important driving force of the economy , pioneering innovation and creativity. The Resolution sets a target of 2 million enterprises by 2030, focusing on transforming millions of business households, especially the micro-group - which accounts for a large proportion but has not yet been "identified" in the enterprise system.
Incentive solutions such as exemption of corporate income tax for the first three years, exemption of business license fee for the first year and support of 30% reduction in land rent for five years, create conditions for business households to join the official system.
Vietnam currently has more than 5 million business households, many of which operate as enterprises with sales systems, employees and electronic invoices. From 2024, changes in tax policies and requirements to comply with Decree 70/2025 on invoices and documents have promoted the need for model conversion. According to Article 11 of the Decree, business households and individuals with revenue of VND1 billion/year or more must use electronic invoices from cash registers connected to tax authorities. Experts say that conversion not only meets legal requirements but also helps businesses improve their competitiveness and expand access to capital and financial services.
Business households converting into enterprises bring practical benefits to the business people themselves.

Promoting its leading role in the financial market, Agribank synchronously deploys solutions to help business households transform into enterprises, contributing to promoting the private economic sector - a sector that contributes nearly 50% of GDP and plays an increasingly important role in the Vietnamese economy.
Implementing Resolution 68, Agribank launched the incentive program "Breakthrough transformation - Elevating enterprises" from July 15, 2025 to July 15, 2026. The program applies to business households converting to enterprises from January 1, 2025 and enterprises opening payment accounts at Agribank for the first time.
Customers participating in the program are exempted from account management fees, free electronic banking services (Agribank Corporate eBanking), and given a 1POS sales management solution package and electronic invoices. In addition, small and medium enterprises (SMEs) enjoy preferential interest rates, reduced from 0.8% to 1.2%/year compared to conventional lending platforms, with flexible funding methods suitable for production and business needs.
Previously, Agribank launched the program "Prosperity with SMEs in 2025" with 60,000 billion VND of short-term preferential capital, with interest rates up to 1.2% lower per year than the normal floor. The program not only meets working capital needs but also provides payment services, cash flow management and trade finance, supporting SMEs to access financial resources effectively and stably.
Agribank implements the program "Breakthrough transformation - Elevating enterprises", actively supporting business households to transform into enterprises with many practical incentives.
Agribank maintains a lending ratio of over 65% to the "agricultural" sector, participating in key projects such as the sustainable development of 1 million hectares of high-quality, low-emission rice. The bank promotes the introduction of financial services to remote areas, supports people to avoid black credit and promotes digital finance and cashless payments. At the same time, Agribank regularly reduces interest rates, restructures debt and makes new loans to support businesses, especially during periods of economic volatility.
These policies not only promote the development of business households and SMEs but also contribute to the implementation of the country's economic development policy, affirming Agribank's pioneering role in supporting the private economy and the "three agriculture" sector.
