The scientific seminar "Orientation for socio-economic development and feedback on the documents for the An Giang Provincial Party Congress term 2025-2030," held on the morning of July 14th, focused on discussing solutions and goals to make An Giang a relatively developed province in the country and a strong national maritime economic center.

On the morning of July 14th, the Standing Committee of the An Giang Provincial Party Committee organized a scientific seminar titled "Orientation for socio -economic development and feedback on the documents for the An Giang Provincial Party Congress for the 2025-2030 term". Attending the seminar was Central Committee member and Vice Chairman of the National Assembly Le Minh Hoan.

The workshop was chaired by the following comrades: Nguyen Tien Hai, Member of the Central Committee of the Party and Secretary of the An Giang Provincial Party Committee; Ho Van Mung, Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee and Chairman of the An Giang Provincial People's Committee; and Professor, Doctor Ta Ngoc Tan, Standing Vice Chairman of the Central Theoretical Council.

The workshop was also attended by professors, associate professors, doctors, and experts from the Prime Minister's Policy Advisory Council, the Institute of Socio-Economic and Environmental Studies, the Ho Chi Minh National Academy of Politics , the Vietnam Institute of Economics, the Vietnam Fisheries Association, along with many economic experts, development strategy experts, planning and architecture experts, etc.

The workshop was connected online to 102 communes, wards, and special zones in the province.

PROJECT 22 - SOFT PROJECT FOR APEC 2027

Speaking at the conference, Central Committee member and Vice Chairman of the National Assembly Le Minh Hoan stated that An Giang and Kien Giang provinces should join forces in the form of a new An Giang province, which is not just about expanding in area and boundaries, but also about creating a new space of opportunity.

An Giang now serves as both the headwaters and the downstream of rivers; it has both wetlands and transitional land to the sea; it is both a production area and a diverse and unique ecosystem.

An Giang is now a land of convergence: Melaleuca forests, acidic soil, rice paddies, sacred mountains, and great rivers; it has the Hau River, the Vinh Te Canal, the Western Sea, and a border with Cambodia; rice-shrimp rotation fields, aquaculture areas along the forests, coasts, and islands; diverse religious festivals; tourist areas attracting large numbers of visitors; and fishing villages and agricultural villages that have been closely associated with the region for generations.

In preparation for the APEC 2027 Summit, An Giang province is busy implementing 21 key infrastructure projects. The agricultural sector may propose a 22nd project – a soft project with the overarching theme "Impressive An Giang Agriculture".

The products showcased and served at APEC 2027 are the culmination of quality, the economic value of agriculture, and the brand image of agricultural products conveying a message. These include meals made from low-emission rice from the 1 million hectare high-quality, low-emission rice project; carefully selected seafood products, managed according to strict procedures and meeting all water environmental criteria; recycled, circular, and environmentally friendly straw products, subtly presented to delegates and international guests; and the vibrant, friendly image of farmers and fishermen meticulously caring for each high-quality, safe agricultural product.

“An Giang will be a locality that thinks and acts in a new way, drawing on natural, flexible, and creative flows, with the innovative and dynamic spirit of the ‘Vinh Te Canal in the digital age.’ Our ancestors painstakingly dug the canal by hand, with hoes and shovels, with all their strength and dedication, and today we are determined to continue their work, unleashing development with our full intellect, faith, and love for our homeland,” emphasized Le Minh Hoan, Member of the Central Committee of the Party and Vice Chairman of the National Assembly.

A CENTER OF STRONG MARITIME ECONOMY

In his introductory report at the scientific conference, Nguyen Tien Hai, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the An Giang Provincial Party Committee, stated that An Giang province is facing a historic opportunity to leverage its role as a strong maritime economic center of the nation and become a dynamic economic region.

With an area of ​​over 9,888 km² , it possesses all the elements of "plains - hills - islands - border areas," and has great potential for high-tech agriculture, marine economy, border trade, logistics, tourism, and smart cities, especially high-quality coastal tourism.

With a population of nearly 5 million people, the largest in the Mekong Delta region, it not only creates a large domestic consumer market but also strongly attracts domestic and foreign investment.

The province has a particularly important geostrategic location, with a sea area of ​​over 63,000 km² , a coastline of over 200 km, and a border with the Kingdom of Cambodia of nearly 148 km, facilitating international trade.

The province has a developed urban system, the Phu Quoc special economic zone, and the Long Xuyen - Chau Doc - Rach Gia - Ha Tien economic cluster; it also has two airports connecting the country and internationally. It is home to diverse ethnic communities with many unique traditional cultures, such as the Kinh, Khmer, Cham, and Hoa.

Member of the Central Committee of the Communist Party of Vietnam, Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai delivered the opening report at the workshop.

During the past term, under the leadership of the Central Party Committee, the close guidance of the Provincial Party Committee, the flexible and effective management of the Provincial People's Committee, the strong involvement and high determination of the entire political system, and the support of the people and businesses, An Giang and Kien Giang provinces achieved and exceeded 31 out of 40 targets set in the Resolution of the Party Congress for the 2020-2025 term.

In particular, the province has overcome many difficulties following the COVID-19 pandemic, and the socio-economic situation has recovered well and shown many positive signs. The economic structure has shifted in a positive direction.

The proportion of trade and services in the GRDP is increasing. An Giang province's economic growth in the first six months of 2025 after the merger was over 8.12% (An Giang is one of 17 provinces with a growth rate above 8%). Urbanization is developing strongly in areas such as Chau Doc, Phu Quoc, Rach Gia, and Long Xuyen...

The province has achieved positive results in implementing three strategic breakthroughs, especially in building connecting infrastructure. The basic planning system has created new opportunities and spaces for development. Cultural, social, educational, health, and social security issues have received regular attention and have significantly improved in quality.

Social order and security are ensured; national defense, security, sovereignty over the sea, islands, and borders are maintained; and foreign relations are expanded. The work of building and rectifying the Party and the political system is consistently given attention, especially the effective implementation of the Central Committee's policy on streamlining organizational structures and administrative units, building grassroots Party organizations, and improving the quality of cadres and Party members.

Given the above situation, the draft political report to be presented at the An Giang Provincial Party Congress for the 2025-2030 term sets the following goals for 2030: An Giang will be a moderately developed province in the country; a strong national maritime economic center; Phu Quoc Special Economic Zone will reach international standards; and Rach Gia will be a comprehensive and specialized political-administrative, commercial-service center.

The Long Xuyen - Chau Doc - Rach Gia - Ha Tien quadrilateral region is a driving force for industrial development, logistics, and cultural and ecological tourism; a center for research and development of high-tech agricultural, aquatic, and medicinal plant production; a hub for border trade and commerce with the Kingdom of Cambodia; a comprehensively developed socio-economic infrastructure system adapted to climate change; and a leading digital transformation in education and healthcare systems nationwide.

Traditional cultural values ​​are preserved and promoted; national defense and security are maintained; foreign relations are proactive and open; social order and safety are stable; social welfare is ensured, and the material and spiritual lives of the people are improved.

6 KEY ISSUES

Speaking at the workshop, Associate Professor, Dr. Bui Van Huyen, Director of the Institute of Economics, Society and Environment, Ho Chi Minh National Academy of Politics, suggested that the development orientation of An Giang province in the coming period should focus on "One unified entity, two axes, three breakthroughs, four pillars, five key regions and six priority categories".

A unified entity is understood as one province, one vision, one action, one belief. Two connecting axes include the intra-regional vertical axis (Vam Cong - Rach Soi route) and the horizontal axis (Chau Doc - Can Tho - Soc Trang expressway).

The three breakthroughs include marine economic development; infrastructure development; and the application of science, technology, and digital transformation. The four pillars of development include the development of science, technology, innovation, and digital transformation; the development of the private economy; the improvement of development institutions; and the strengthening of regional and international integration, cooperation, and linkages.

Five key areas include: Rach Gia, Long Xuyen, Phu Quoc, Chau Doc, and Ha Tien. Six key projects include: the planning review project; the development project for the Long Xuyen Quadrangle, Phu Quoc special economic zone, border gate economy, and marine economy; the private sector development project; the infrastructure development program; the human resource development project; and the provincial economic restructuring project…
