On the morning of July 14, the Standing Committee of An Giang Provincial Party Committee held a scientific workshop on "Orientation for socio -economic development and comments on the documents of the An Giang Provincial Party Congress for the 2025-2030 term". Attending the event were Party Central Committee member and Vice Chairman of the National Assembly Le Minh Hoan.
The workshop was chaired by comrades: Member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai; Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung; Professor, Doctor Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council.
The workshop was also attended by professors, associate professors, doctors, and experts from the Prime Minister's Policy Advisory Council, the Institute of Socio-Economics and Environment, the Ho Chi Minh National Academy of Politics, the Vietnam Economic Institute, the Vietnam Fisheries Association, and many economic experts, development strategy experts, planners, and architects.
The workshop was connected online to 102 communes, wards and special zones in the province.

PROJECT 22 - SOFT PROJECT FOR APEC 2027
Speaking at the workshop, Party Central Committee member and Vice Chairman of the National Assembly Le Minh Hoan said that An Giang - Kien Giang joining forces in the shape of the new An Giang province is not only expanding in area and boundaries, but is also a new space of opportunity.
An Giang is now both the source and the end of the river; has both wetlands and land transitioning to the sea; is both a production area and a diverse and unique ecosystem.
An Giang is now a land of convergence: Melaleuca forests, acid sulfate soil, rice fields, sacred mountains and big rivers; there is Hau River, Vinh Te Canal, the West Sea, and a border with neighboring Cambodia; shrimp and rice fields with rotation, aquaculture areas along forests, coasts, and islands, diverse religious festivals, tourist areas that attract a large number of visitors, fishing villages, and farming villages that have been together for generations.
Looking ahead to the APEC Summit 2027, An Giang province is busy implementing 21 key infrastructure projects. The agricultural sector can propose the 22nd project - a soft project with the theme "Impressions of An Giang Agriculture".

The products introduced and served at the APEC 2027 event are the crystallization of quality, of agricultural economic value, of agricultural product brands conveying product messages. They are each meal made from low-emission rice grains in the 1 million hectare high-quality, low-emission rice project. They are each aquatic product carefully selected, following a strict management process, fully meeting water environment criteria. They are each recycled, circular, environmentally friendly straw product delicately introduced to each international delegate and guest. They are the fresh, friendly image of farmers and fishermen taking care of each quality, safe agricultural product.

STRONG MARINE ECONOMIC CENTER
In his report to the scientific conference, Member of the Party Central Committee, Secretary of An Giang Provincial Party Committee Nguyen Tien Hai said that An Giang province is facing a historic opportunity to promote its role as a strong marine economic center of the country, becoming a dynamic economic region.
With an area of over 9,888km2 , converging all the elements of "plain - mountains - sea - islands - border", it has great potential for high-tech agriculture, marine economy, border trade economy, logistics, tourism and smart urban areas, especially high-quality marine tourism.
With a population of nearly 5 million people, leading the Mekong Delta region, it not only creates a large domestic consumer market but also attracts more domestic and foreign investment capital.
The province has a particularly important geostrategic position, with a sea area of more than 63,000 km2 , a coastline of more than 200 km, and a border with the Kingdom of Cambodia of nearly 148 km, convenient for international trade.

During the past term, under the leadership of the Party Central Committee, the close direction of the Provincial Party Executive Committee, the flexible and effective management of the Provincial People's Committee, the strong participation and high determination of the entire political system, and the consensus and support of the people and businesses, An Giang and Kien Giang provinces achieved and exceeded 31/40 targets of the Congress resolution for the 2020-2025 term.
In particular, the province has overcome many difficulties after the COVID-19 pandemic, the socio-economic situation has recovered well and has many improvements. The economic structure has shifted in a positive direction.
The proportion of trade and services in GRDP is increasing. The economic growth in the first 6 months of 2025 of An Giang province after the merger is over 8.12% (An Giang is one of 17 provinces with a growth rate of over 8%). Urbanization is developing strongly in areas such as Chau Doc, Phu Quoc, Rach Gia, Long Xuyen...
The province has achieved positive results in implementing three strategic breakthroughs, especially in building connecting infrastructure. The basic planning system has created new opportunities and development spaces. Cultural, social, educational, health and social security issues have received regular attention, significantly improving their quality.
Social order and safety are ensured; national defense, security, sovereignty over seas, islands and borders are maintained; foreign affairs are expanded. The work of building and rectifying the Party and the political system is regularly given attention, especially the good implementation of the Central Committee's policy on arranging and streamlining the apparatus and administrative units, building grassroots party organizations and improving the quality of cadres and party members.

In the face of the above situation, the draft political report submitted to the An Giang Provincial Party Congress for the 2025-2030 term sets the goal for 2030: An Giang will be a fairly developed province in the country; a strong marine economic center of the country. Phu Quoc Special Zone will reach international stature. Rach Gia will be a political - administrative, commercial - service, general and specialized center.
The Long Xuyen - Chau Doc - Rach Gia - Ha Tien quadrangle is the driving force for industrial development, logistics, cultural and ecological tourism, a center for research and development of varieties and production of high-tech agriculture, aquaculture, and medicinal herbs; border economic development, a hub for trade and cooperation with the Kingdom of Cambodia; a synchronously developed socio-economic infrastructure system, adapting to climate change; digital transformation in the education and health systems is among the top in the country.
Traditional cultural values are preserved and promoted; national defense and security are maintained; foreign affairs are proactive and open; social order and safety are stable; social security is ensured, and people's material and spiritual lives are improved.
6 ORIENTATION ISSUES
Speaking at the workshop, Associate Professor, Dr. Bui Van Huyen, Director of the Institute of Economics - Society and Environment, Ho Chi Minh National Academy of Politics, said that the development orientation of An Giang province in the coming time needs to focus on "One unity, two axes, three breakthroughs, four pillars, five key areas and six key categories".
One entity is understood as one province, one vision, one action, one belief. Two connecting axes include the intra-regional vertical axis (Vam Cong - Rach Soi route) and the horizontal axis (Chau Doc - Can Tho - Soc Trang expressway).

The three breakthroughs include developing the marine economy; developing infrastructure; applying science, technology and digital transformation. The four pillars of development include developing science, technology, innovation and digital transformation; developing the private economy; perfecting development institutions; enhancing regional and international integration, cooperation and connectivity.
Five key areas include: Rach Gia, Long Xuyen, Phu Quoc, Chau Doc, Ha Tien. Six key categories include the Planning Review Project; the Long Xuyen Quadrangle Development Project, Phu Quoc Special Zone, Border Gate Economy, Marine Economy; the Private Economic Development Project; the Infrastructure Development Program; the Human Resource Development Project; the Provincial Economic Restructuring Project, etc.
