On the afternoon of September 5, the National Steering Committee for Natural Disaster Prevention and Control held an online conference with 28 coastal provinces and cities to deploy solutions to respond to storm No. 3. Comrade Tran Hong Ha, Deputy Prime Minister, Head of the National Steering Committee for Natural Disaster Prevention and Control, chaired the conference. Attending the conference at the Quang Ninh bridge was comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, by the morning of September 5, storm No. 3 had strengthened into a super typhoon. At 1:00 p.m. the same day, the center of the super typhoon was located at about 19.2 degrees North latitude; 115.2 degrees East longitude, in the northern sea area of ​​the North East Sea, about 460km east of Hainan Island (China). The strongest wind near the center of the super typhoon is level 16 (184-201km/h), gusting above level 17, moving west at a speed of about 10km/h. The area directly affected by the storm is forecast to be the coastal area from Quang Ninh to Thanh Hoa .

To proactively respond to storm No. 3, coastal localities from Quang Ninh to Thanh Hoa have called on ships operating within the storm's impact area to seek safe shelter. Localities are also proactively implementing measures to ensure the safety of dams and reservoirs and evacuate people in areas at risk of landslides and flooding.

Reporting on preparations for storm No. 3, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, emphasized that with the motto "3 before, 4 on-site", Quang Ninh has directed all localities to proactively deploy response measures. In particular, nearly 2,700 officers and soldiers of the armed forces and the disaster prevention and control shock force have been mobilized to be on duty in assigned areas. The functional forces have called on nearly 5,600 boats to anchor to avoid the storm. It is expected that the sea will be closed from the morning of September 6. About 2,900 aquaculture facilities at sea with nearly 3,000 workers have been reinforced and organized to move people ashore since September 4. Measures to protect irrigation works, dykes, and traffic routes have also been deployed.

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized that storm No. 3 is very strong and poses a very high level of natural disaster risk. To ensure proactive response measures, it is necessary to further strengthen forecasting of the scope, intensity and key areas that may be affected when the storm makes landfall. On that basis, localities proactively deploy prevention work in the area. The spirit is to proactively prevent and respond at the highest level.   to ensure the safety of life, especially children and vulnerable groups; to minimize damage to people's and State's property. At the same time, forecast the impact of heavy rain after the storm to have timely prevention plans.
