Provincial Party Standing Committee: Implementing key tasks for the last three months of the year.

On October 10th, Comrade Nguyen Duc Thanh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, chaired the 56th meeting of the Standing Committee to assess the situation and results of the political tasks performed in the first nine months and to implement key tasks for the last three months of 2023. Attending the meeting were: Comrade Pham Van Hau, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee; and leaders of relevant departments and agencies.

Assessing the implementation of tasks during the first nine months of 2023, the Standing Committee of the Provincial Party Committee basically agreed with the draft report submitted by the Party Committee of the Provincial People's Committee and the Provincial Party Committee Office. At the same time, they unanimously agreed that the implementation of tasks during the first nine months of 2023 faced more difficulties and challenges than before. However, with high determination, the Provincial Party Committee, all levels, sectors, and localities closely followed the central government's directives, focusing on leading and directing key and urgent solutions and tasks; along with the unity, responsibility, and efforts of the entire political system and all strata of the people and the business community in the province, positive results were achieved in various fields. Notably, the Gross Regional Domestic Product (GRDP) for the first nine months increased by 8.67% compared to the same period in 2022; ranking 9th out of 63 provinces and cities and 3rd out of 14 provinces in the North Central and Central Coastal regions. The socio -economic situation remained stable; several sectors experienced significant growth; key projects were accelerated; urban and rural infrastructure received investment; and investment promotion was prioritized. Significant progress was made in the fields of culture, health, and education; social security policies were fully and promptly implemented; and national target programs were intensified. National defense, security, order, and social safety were maintained. Emphasis was placed on propaganda, personnel organization, internal affairs, and the fight against corruption and negative practices. Party building and the strengthening of the political system were also enhanced.

Regarding the key tasks for the last three months of 2023, the Standing Committee of the Provincial Party Committee agreed with the key tasks and solutions outlined in the draft reports. At the same time, it emphasized that to achieve the annual growth target of 10-11%, the GRDP growth rate for the last three months needs to reach approximately 13%. This is a task requiring high determination, given the continued difficulties and challenges, the increasingly complex situation, especially the slow recovery of the global economy, high inflation, the risk of epidemics, rain, floods, and the difficulties faced by businesses in production and operations, all of which affect the implementation of tasks in the coming period.

In his concluding remarks at the conference, the Provincial Party Secretary emphasized that, in order to create a breakthrough in growth and strive to achieve the 2023 plan targets, Party committees, governments, departments, and localities need to thoroughly understand the action motto, uphold a high sense of responsibility and discipline, and make greater efforts and determination in their leadership and management activities to quickly overcome difficulties and challenges, seize opportunities to accelerate the economic recovery and development process; pay more attention to the lives of the poor; and maintain social stability. He stressed the need for strong digital transformation in all fields; to remove obstacles and develop plans to promote investment in industrial zones and clusters. He also emphasized the responsibility of departments, localities, and specialized agencies to proactively and effectively advise on their assigned areas, act decisively, and accelerate the completion of the year's tasks at the highest level.

Regarding Party building and the political system, the Provincial Party Secretary requested that Party committees at all levels pay attention to the training and education of political ideology, promote the recruitment of new Party members according to targets and with quality; effectively manage cadres and Party members; improve the effectiveness and efficiency of leadership, enhance the quality and effectiveness of mass mobilization work, and promote the role of mass organizations to boost emulation movements to successfully complete the tasks of 2023. He assigned the Party Committee of the Provincial People's Committee to review the targets and tasks that are lagging behind or still facing difficulties, and from there develop a plan, solutions, and specific assignments for each task, each agency, unit, and locality to focus on effectively implementing the socio-economic development tasks set for 2023. Party committees, party groups, district and city party committees, subordinate party committees, advisory and support agencies of the Provincial Party Committee, and heads of departments, agencies, and mass organizations, based on their assigned functions and tasks, shall direct the review and develop specific plans and solutions to implement the resolution effectively, creating clearer and stronger changes in all fields, contributing to the successful implementation of the 2023 resolution and preparing well for the tasks of 2024.
