The Provincial People's Council's Culture and Social Committee works with the Department of Culture, Sports and Tourism

This morning, November 27th, the Culture and Social Affairs Committee of the Quang Tri Provincial People's Council held a working session with the Department of Culture, Sports and Tourism to hear reports on the content of three proposals in preparation for the 28th session of the 8th Provincial People's Council. Ms. Ho Thi Thu Hang, Chairwoman of the Provincial Party Committee's Inspection Committee and Head of the Culture and Social Affairs Committee of the Provincial People's Council, presided over the meeting.

Accordingly, the draft resolution names roads and bridges, and adjusts the starting and ending points of some routes in Dong Ha City, including: naming 40 roads in Wards 2, 3, 5, Dong Luong, Dong Le and Dong Thanh and 5 bridges.

The draft resolution stipulates the level of financial support for the development and implementation of village regulations and community conventions in the province. The minimum support for developing and implementing approved village regulations and conventions is 2 million VND/village/neighborhood/time; the minimum support for implementing approved village regulations and conventions is 1 million VND/village/neighborhood/year.

The draft resolution stipulates the content, expenditure levels, awards, and support levels for organizing literary and artistic awards, competitions, contests, festivals, and events in the fields of culture and art, as well as celebrations and events serving political tasks in the province. This includes expenditure levels for the Che Lan Vien Literary and Artistic Award of Quang Tri province, provincial literary and artistic awards, and competitions in the fields of culture and art.

Speaking at the meeting, the Head of the Culture and Social Affairs Committee of the Provincial People's Council, Ho Thi Thu Hang, emphasized that renaming the roads and bridges in Dong Ha City is in accordance with State regulations and meets the economic and cultural needs of the people in the area. Therefore, the issuance of this resolution is necessary, and the Culture and Social Affairs Committee agrees with the proposal.

Regarding the adjustment of the starting and ending points of the 5 roads, the Department of Culture, Sports and Tourism is requested to coordinate with the People's Committee of Dong Ha City to include this content in the draft resolution on road naming.

The Culture and Social Affairs Committee agreed with the content of the support level for the development and implementation of village regulations and conventions once they have been recognized, in order to create a legal basis for localities to implement them, thereby providing support and encouragement to the community to maintain and effectively practice the cultural characteristics of the village and commune.

Regarding the proposal to regulate the content, expenditure levels, awards, and support for organizing literary and artistic awards, competitions, contests, festivals, and events serving political tasks in the province, this is a specialized field under the management of the Department of Culture, Sports and Tourism and has been implemented for many years. However, the implementation process lacks a legal document to serve as a basis for ensuring state management of expenditure levels; therefore, the Culture and Social Affairs Committee agrees with the contents of the submission.

The Department of Culture, Sports and Tourism is requested to fully incorporate the opinions of the delegates in order to advise the Provincial People's Committee on completing the dossier and documents to be submitted to the Provincial People's Council session.
