Ensuring downstream safety when Hoa Binh Hydropower Reservoir closes one bottom spillway gate

Hai Phong City Civil Defense Command requested localities to ensure safety downstream when Hoa Binh Hydropower Reservoir closes one of the bottom spillway gates, leaving only one open.

Hoa Binh Hydropower Company closed one bottom spillway at 7:00 p.m. on October 8. Previously, Hoa Binh Hydropower Company opened two spillway gates at Hoa Binh Hydropower Reservoir at 6:00 p.m. and midnight on October 3. Thus, as of the morning of October 9, Hoa Binh Hydropower Company still had one spillway gate open.

The Hai Phong City Civil Defense Command requests the Civil Defense Command of communes, wards, sectors, agencies and related units to notify authorities at all levels, people and organizations operating on the river and along the river to proactively take measures to ensure safety and adjust activities accordingly; do not let people go to areas at risk of landslides and construction works to avoid unfortunate damages. Closely monitor embankments and landslides, especially embankments and landslides that are showing signs of damage and landslides to promptly detect and handle incidents that occur.

Hai Phong City Hydrometeorological Station closely monitors water levels on rivers, promptly reports to city leaders, leaders of the City Civil Defense Command, leaders of People's Committees of communes and wards to be proactive in commanding, directing, responding to and overcoming consequences caused by natural disasters.

Continue to strictly implement the directions of the City People's Committee and the City Civil Defense Command in Official Dispatch No. 2531/UBND-NNMT dated October 6, 2025 on proactively responding to the risk of rain, floods, flash floods, and landslides due to the impact of storm No. 11; Official Dispatch No. 2546/UBND-NNMT dated October 8, 2025 on focusing on preventing and fighting floods, flash floods, flash floods, and landslides; and Official Dispatch No. 10/CD-BCH-SNNMT dated October 7, 2025 on proactively responding to heavy rain, floods, and landslides due to the circulation of storm No. 11. Strictly implement the regular, on-duty and reporting regime as prescribed.

Previously, the Ministry of Agriculture and Environment sent a document to the People's Committees of the provinces and cities of Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, and Ninh Binh regarding ensuring downstream safety when operating the Hoa Binh hydropower reservoir.

To ensure safety for constructions and riverside activities, the Ministry of Agriculture and Environment requests that People's Committees of provinces and cities immediately notify authorities at all levels, people, and organizations operating on rivers and along rivers to proactively take measures to ensure safety and adjust activities accordingly.

Provinces and cities promptly report unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).
