According to Mr. Dao Xuan Co, Director of Bach Mai Hospital, the integration is not only an administrative convenience but also creates a secure and legal electronic identification and authentication mechanism for all medical records, and is a step towards the national implementation of Electronic Health Records (EMR).

According to Mr. Co, Bach Mai is creating standardized data in this way, ready for the interconnection and exchange of medical examination and treatment data between medical facilities nationwide. Through this, patients will receive benefits such as quick registration and payment, and cashless payment services extended to hospital beds.

For hospitals, implementing a paperless, intelligent management system automates and manages all administrative, nursing, medication, and laboratory processes more efficiently. In recent years, Bach Mai Hospital has saved up to 100 billion VND per year simply by switching from paper to electronic medical records.

According to Mr. Tran Quy Tuong, former Director of the Information Technology Department of the Ministry of Health , as of October 3rd, 881 out of 1,645 hospitals nationwide had implemented electronic medical records by October 2nd, 2025, achieving 53.6% of the target set by the Prime Minister. Of these, 27 out of 45 hospitals under the Ministry of Health, representing a rate of 60%, had done so.

Mr. Tuong argued that paper medical records are cumbersome, easily damaged, difficult to store long-term, and difficult to share between healthcare facilities.

Meanwhile, electronic medical records offer numerous advantages: patients no longer need to carry a lot of paper documents when seeking medical treatment; waiting time is saved thanks to the registration and payment functions; medical history and test results are stored and can be shared between medical facilities if the patient needs to be transferred... This contributes to improving treatment efficiency and reducing errors in prescribing and using medication.

Mr. Tuong also assessed that the implementation of electronic medical records in the healthcare system as a whole will help management agencies have a source of data on the health status of the people and the medical examination and treatment activities of healthcare facilities.
