Provincial Social Insurance Department implements emulation and reward work for the last 6 months of the year

On the morning of July 28, the provincial Social Insurance organized a preliminary review of emulation and reward work in the first 6 months of the year at the district-level emulation cluster, including 7 districts and cities in the province.

In the first 6 months of 2023, Social Insurance of districts and cities have effectively coordinated to implement social insurance and health insurance work to all levels, sectors, agencies, units, and enterprises, receiving consensus from participants and beneficiaries of social insurance and health insurance regimes.

The State has always paid attention to adjusting and amending the mechanisms, policies and laws on social insurance and health insurance to be suitable; awareness of the responsibility of employers in implementing social insurance and health insurance policies has been increasingly raised. The application of software has basically supported management and professional work, contributing to the completion of assigned tasks. Officials and civil servants uphold the spirit of responsibility, are proactive and dedicated to their assigned tasks, always attach importance to the quality of work, the quality of service to the subjects and the performance of public duties.

The result of developing the subjects participating in social insurance, health insurance, unemployment insurance, the number of social insurance participants is 101,823 people, reaching 91.12% compared to the plan assigned by the provincial social insurance; in which, the number of compulsory social insurance participants is 85,828 people, reaching 93.09% compared to the plan; the number of voluntary social insurance participants is 15,995 people, reaching 81.83% of the plan. The number of unemployment insurance participants is 81,091 people, reaching 91.13% compared to the plan; the number of health insurance participants is 756,973 people, reaching 97.12%.

The issuance of social insurance books and health insurance cards is fully implemented for participants; recording and updating the payment process and changes in social insurance, health insurance, and unemployment insurance payments of each subject, as a legal basis for resolving the regime; reviewing social insurance books and health insurance cards to limit duplicate issuance and incorrect confirmation of social insurance participation time of employees. The management of social insurance book and health insurance card blanks is strictly ensured, in accordance with industry regulations; minimizing the situation of printing damaged social insurance book and health insurance card blanks. In 6 months, the total number of employees issued books reached 100%. Total number of books issued in 6 months: 10,660 books.

The payment and settlement of social insurance benefits are carried out in accordance with procedures and regulations, promptly, ensuring the rights of participants and beneficiaries of social insurance policies. The total number of people settling long-term, one-time and short-term benefits is 36,669 people, with a total amount of 1,938,153 million VND. The appraisal and management of health insurance treatment estimates are carried out seriously. By the end of June 30, 2023, the whole cluster had 484,670 people receiving health insurance treatment, an increase of 12.51% over the same period in 2022; the total cost of health insurance treatment is 122,549 million VND, an increase of 21.54% over the same period in 2022.

Along with promoting emulation movements to perform professional tasks, the work of commendation and building and replicating advanced models is also of interest, implemented and evaluated according to current regulations.

The upcoming tasks of the Social Insurance Clusters of districts and cities are to focus on strengthening the response to thematic and sprint emulation movements to successfully complete the year-end plan, on the development targets of social insurance, health insurance, unemployment insurance participants; strengthening inspection and urging units with long-term arrears, proposing solutions to collect correctly, fully and promptly... Along with that, promoting the control of health insurance medical examination and treatment costs; continuing to reform administrative procedures, applying information technology, promoting the implementation of electronic file transactions...
