On the morning of July 28th, the Provincial Social Insurance Agency held a preliminary review of emulation and reward activities for the first six months of the year for the district-level emulation cluster, comprising 7 districts and cities in the province.
In the first six months of 2023, the Social Insurance agencies in districts and cities effectively coordinated the implementation of social insurance and health insurance programs at all levels, sectors, agencies, units, and businesses, receiving the consensus of participants and beneficiaries of social insurance and health insurance schemes.
The mechanisms, policies, and laws regarding social insurance and health insurance are constantly being adjusted and amended by the State to ensure their suitability; awareness of employers' responsibilities in implementing social insurance and health insurance policies is increasingly improving. The application of software has fundamentally supported management and professional work, contributing to the completion of assigned tasks. Officials and employees demonstrate a high sense of responsibility, actively and diligently fulfilling their assigned duties, always prioritizing work quality, service quality for beneficiaries, and the performance of their official duties.
Regarding the development of participants in social insurance, health insurance, and unemployment insurance, the number of social insurance participants reached 101,823 people, achieving 91.12% of the provincial social insurance plan; of which, the number of compulsory social insurance participants was 85,828 people, reaching 93.09% of the plan; the number of voluntary social insurance participants was 15,995 people, reaching 81.83% of the plan. The number of unemployment insurance participants was 81,091 people, reaching 91.13% of the plan; the number of health insurance participants was 756,973 people, reaching 97.12%.
The issuance of social insurance books and health insurance cards has been fully implemented for all participants; the contribution history and changes in social insurance, health insurance, and unemployment insurance contributions of each individual have been recorded and updated, serving as a legal basis for resolving benefits; social insurance books and health insurance cards have been reviewed to minimize duplicate issuance and incorrect confirmation of social insurance participation periods for employees. The management of blank social insurance books and health insurance cards is strictly ensured in accordance with industry regulations; minimizing the number of defective printed blank social insurance books and health insurance cards. In the past six months, 100% of employees have been issued social insurance books. The total number of books issued in the past six months is 10,660.
The payment and settlement of social insurance benefits were carried out correctly, promptly, and in accordance with regulations, ensuring the rights of participants and beneficiaries of social insurance policies. A total of 36,669 people received long-term, lump-sum, and short-term benefits, totaling 1,938,153 million VND. The assessment and management of health insurance medical examination and treatment budgets were carried out rigorously. By June 30, 2023, the entire cluster had 484,670 health insurance medical examination and treatment visits, an increase of 12.51% compared to the same period in 2022; the total health insurance medical examination and treatment cost was 122,549 million VND, an increase of 21.54% compared to the same period in 2022.
Along with promoting emulation movements in performing professional tasks, the work of rewarding and building and replicating advanced models is also given attention, implemented, and evaluated according to current regulations.
The tasks for the coming period will focus on strengthening participation in specialized emulation movements and accelerating efforts to excellently complete the year-end plan, regarding targets for developing participants in social insurance, health insurance, and unemployment insurance; strengthening inspection and supervision of units with long-standing debts, and proposing solutions to ensure accurate, complete, and timely collection... Along with that, promoting the control of health insurance medical examination and treatment costs; continuing to reform administrative procedures, applying information technology, and promoting the implementation of electronic document transactions...
