On October 11th, at the Party Central Headquarters, the Politburo reviewed and imposed disciplinary measures on Party organizations and members who had committed violations and shortcomings.
After considering the proposal of the Central Inspection Committee, the Politburo found that the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term had violated the principle of democratic centralism, Party regulations, and the Rules of Procedure.
This agency also lacked responsibility in leadership and direction, and failed to inspect and supervise, allowing the Party Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the implementation of construction package No. 4 of the Tuyen Quang - Ha Giang Expressway project, carried out by Thuan An Group Joint Stock Company; some officials and Party members, including key provincial officials, violated regulations on what Party members are not allowed to do and the responsibility of setting an example.

During his time as a member of the Central Committee of the Communist Party and Secretary of the Ha Giang Provincial Party Committee, Mr. Dang Quoc Khanh violated Party regulations and State laws while performing his assigned duties and responsibilities in the fight against corruption and negative practices.
Furthermore, Mr. Khanh also violated the Regulations on what Party members are not allowed to do and the responsibility of setting an example, causing serious consequences, posing a risk of significant loss and waste of state funds and assets, creating negative public opinion, and diminishing the prestige of the Party organization and local government.
The Standing Committee of the Tuyen Quang Provincial Party Committee for the 2020-2025 term violated the principle of democratic centralism and Party regulations; lacked responsibility, neglected leadership and direction, and failed to inspect and supervise, allowing the Party Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the implementation of Package 26 of the Tuyen Quang - Phu Tho Expressway construction project, carried out by Thuan An Group Joint Stock Company.
Some officials and Party members, including key officials of Tuyen Quang province, violated Party regulations and State laws in performing their assigned duties and responsibilities, in preventing and combating corruption and negative practices; they also violated the Regulations on what Party members are not allowed to do and the responsibility of setting an example.

During his time as a member of the Central Committee of the Party and Secretary of the Tuyen Quang Provincial Party Committee, Mr. Chau Van Lam violated Party regulations and State laws in the performance of his assigned duties and responsibilities, and in the fight against corruption and negative practices.
Mr. Lam also violated the Regulations on what Party members are not allowed to do and the responsibility of setting an example; causing serious consequences, posing a risk of significant loss and waste of state funds and assets, creating negative public opinion, and diminishing the prestige of the Party organization and local government.
Proposal to discipline two individuals by the Central Party Committee.
The Standing Committee of the Phu Tho Provincial Party Committee for the 2010-2015 term violated the principle of democratic centralism, Party regulations, and the Working Regulations; lacked responsibility, neglected leadership and direction, and failed to inspect and supervise, allowing the Party Committee of the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the implementation of projects and bidding packages at the Hung Temple Historical Relic Site carried out by Phuc Son Group Joint Stock Company.
Some officials and Party members, including key officials of Phu Tho province, violated Party regulations and State laws in performing their assigned duties and responsibilities, in preventing and combating corruption and negative practices; they also violated the Regulations on what Party members are not allowed to do and the responsibility of setting an example.
Messrs. Ngo Duc Vuong, former Central Committee member and former Secretary of the Phu Tho Provincial Party Committee; Nguyen Doan Khanh, former Central Committee member and former Secretary of the Phu Tho Provincial Party Committee; and Hoang Dan Mac, former Secretary of the Phu Tho Provincial Party Committee, during their time holding leadership positions in the provincial Party Committee, exhibited ideological and political degradation, moral decay, and lifestyle misconduct; they seriously violated Party regulations and State laws in performing their assigned duties and responsibilities, and in the fight against corruption and negative practices.
These individuals also violated the Regulations on what Party members are not allowed to do and the responsibility of setting an example; causing very serious consequences, public outrage, and a very negative impact on the reputation of the Party organization and local government.
The Standing Committee of the Quang Ngai Provincial Party Committee for the terms 2010-2015 and 2015-2020 violated the principle of democratic centralism, Party regulations, and the Working Regulations; lacked responsibility, neglected leadership and direction, and failed to inspect and supervise, allowing the Party Committee of the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in the implementation of several investment projects in the province, including the project implemented by Phuc Son Group Joint Stock Company, causing serious consequences and the risk of significant loss and waste of State funds and assets.
Some officials and Party members, including key officials in Quang Ngai province, have seriously violated Party regulations and State laws in performing their assigned duties and responsibilities, in the fight against corruption and negative practices; violated the Regulations on what Party members are not allowed to do and the responsibility of setting an example, resulting in disciplinary action and criminal prosecution, causing negative public opinion and diminishing the prestige of the Party organization and local government.
Based on the content, nature, extent, consequences, and causes of the violations committed by the aforementioned Party organizations and members, and in accordance with the Party's regulations on disciplinary action against violating Party organizations and members, the Politburo decided to issue a Warning to the Standing Committee of the Quang Ngai Provincial Party Committee (2010-2015 term), the Phu Tho Provincial Party Committee (2010-2015 term), the Ha Giang Provincial Party Committee (2020-2025 term), and the Tuyen Quang Provincial Party Committee (2020-2025 term).
The Politburo decided to issue a warning to Mr. Dang Quoc Khanh and Mr. Chau Van Lam. At the same time, it reprimanded the Standing Committee of the Quang Ngai Provincial Party Committee for the 2015-2020 term.
The Politburo proposed that the Central Committee of the Party consider and take disciplinary action against Mr. Ngo Duc Vuong and Mr. Nguyen Doan Khanh, but would not consider disciplinary action against Mr. Hoang Dan Mac due to his serious illness.
The Politburo requested that relevant agencies promptly and consistently implement administrative disciplinary measures in conjunction with Party disciplinary measures.
The Central Disciplinary Committee has recommended disciplinary action against several Party members involved in the Thuan An and Phuc Son cases.
Mr. Dang Quoc Khanh has been recommended for disciplinary action in connection with the Thuan An bidding package.
Mr. Dang Quoc Khanh and Mr. Chau Van Lam have resigned from their positions as National Assembly representatives.
