The Ministry of Industry and Trade issued Official Dispatch 8410/CD-BCT on October 28 on focusing on emergency response and overcoming the consequences of heavy rain and floods in the Central region.

In the past 24 hours, the Central region continued to have heavy rain, some places very heavy such as: Nam Dong (Hue City) 548mm, An Long Lake (Da Nang City) 483mm, Ba Dien ( Quang Ngai ) 464mm. According to the bulletin of the National Center for Hydro-Meteorological Forecasting, in the next 12 hours, the flood on Vu Gia River at Ai Nghia will peak 1.2m above the third alarm level, then decrease; Thu Bon River at Cau Lau will peak 1.3m above the third alarm level. The flood on Huong River at Kim Long will gradually decrease and will be 0.6m above the third alarm level; Bo River at Phu Oc will decrease to the third alarm level 0.2m. The flood on Tra Khuc River will gradually decrease and will be 0.7m below the second alarm level.

From the morning of October 28 to the night of October 29, the southern part of Quang Tri - Da Nang and the eastern part of Quang Ngai continued to have rain of 150-300 mm, in some places over 500 mm; in Hue and Da Nang alone, it was 200-400 mm, locally over 600 mm. The provinces of Ha Tinh - Northern Quang Tri had widespread rain of 80-150 mm, locally over 300 mm. There was a high risk of heavy rain of over 200 mm in three hours. The situation of deep and widespread flooding in Hue city and Da Nang city continued to be maintained in the next few days, with a high risk of flash floods on rivers and streams and landslides on slopes in the provinces from Hue city to Quang Ngai.

Implementing the Prime Minister's Official Dispatch No. 203/CD-TTg dated October 27, 2025, to proactively prevent, avoid, respond, ensure safety of people's lives, minimize damage to State and people's property, the Minister of Industry and Trade requests units in the industry and trade sector to continue to direct the drastic and effective implementation of prevention, avoidance, and response to heavy rains, floods, flash floods, landslides according to the direction in Official Dispatch No. 202/CD-TTg dated October 22, 2025 of the Prime Minister.

The Ministry of Industry and Trade requested Vietnam Electricity to direct local power units and hydropower dam owners under its centralized management to fully prepare human resources, materials, vehicles, and logistics according to the motto "4 on-site" and "3 ready" to respond to the developments of floods and rains.

At the same time, strengthen inspection and self-inspection of power grid projects and hydroelectric dams to ensure safe and stable power supply, especially for important loads, and prepare all plans to restore power as soon as possible to areas affected by floods.

For other corporations and groups in the industry, the Ministry of Industry and Trade requires close monitoring of the developments of rain and floods in the coming time from the National Center for Hydro-Meteorological Forecasting to promptly direct and urge natural disaster prevention at facilities under their management, ensure safety for people and key works, prepare resources, means and materials to promptly handle situations caused by natural disasters, and quickly restore production.
