The Ministry of Education and Training has just issued Circular No. 24 amending and supplementing a number of articles of the Regulations on the National Science and Technology Research Competition for Secondary and High School Students issued together with Circular No. 06/2024 of the Minister of Education and Training.
Circular 06 focuses on three amendments: Methods of selecting national competition projects; issues related to organizing the competition and issues related to organizing the competition at the unit level.
According to the Ministry of Education and Training, units are required to improve the honesty in scientific research by specifying requirements such as publicly announcing selected competition projects to participate at the national level, and clarifying the responsibilities of scientific research instructors.

Competition projects are selected to participate at the national level when they are publicly announced, ensuring social supervision and ensuring honesty in research.
The Circular also amends and supplements a number of other contents to improve the organization of the Competition, aiming to make the organization more public, transparent and fair in order to further promote the making of scientific and technical research a regular activity in general schools, promoting teaching and learning in the direction of developing STEM science and technology to meet the requirements of preparing human resources for national development.
The Ministry of Education and Training has also prescribed how to calculate the number of projects participating at the national level.
Specifically, Departments of Education and Training with good scale and competition movement will be assigned a proportionate number of projects to compete in national competitions, avoiding leveling and not really encouraging the movement.
Departments of Education and Training that do not have a widespread movement, if they want to increase the number of projects competing at the national level, will have to consider encouraging and promoting the movement to have more representatives at the national level.
Small-scale competitors may submit up to three national-level projects. Larger competitors may submit up to twelve projects.
The participating units are high schools under the Ministry and ministerial-level agencies, universities, colleges, institutes, and academies. Each unit is allowed to register a maximum of 3 competition projects, an increase of 1 project compared to the previous regulations in Circular 06.
At the National Science and Technology Competition for middle and high school students last year, after the Ministry of Education and Training announced the list of 12 first prizes, it was discovered that one prize of a group of students from Nguyen Sieu High School ( Hung Yen ) was accused of being quite similar to a foreign scientific product. After that, the Ministry of Education and Training verified and canceled the results of the group of students and requested the Hung Yen Department of Education and Training to take responsibility for strictly handling the collective and individuals who violated the regulations.
