The official document states that, in recent times, many localities nationwide, especially in the northern provinces, have suffered heavy losses in property and lives due to Typhoon No. 3, including students and their families. The Ministry of Education and Training highly appreciates the spirit of mutual support and compassion, the proactive approach in mobilizing resources, and the joint efforts of higher education institutions and teacher training colleges in supporting the people and localities in overcoming the consequences of the storm and floods.

To continue supporting students affected by storms and floods to quickly stabilize their studies, the Ministry of Education and Training requests higher education institutions and teacher training colleges to prioritize the allocation of resources for tuition fee waivers and reductions, and to provide appropriate financial support schemes tailored to each student's circumstances. Students should also be guided to contact local authorities to request confirmation of their family's sudden financial difficulties in order to apply for loans to support their studies.

On September 17th, many universities also implemented support programs for students with permanent residence in the northern provinces and cities who are facing difficulties due to the impact of Typhoon No. 3 and floods.

Ho Chi Minh City Open University is implementing the "Supporting Students to School" scholarship program. Scholarship applications will be reviewed in September 2024, and eligible students are expected to receive their scholarships in October 2024. In addition, the University's Board of Directors and the Trade Union Executive Committee are also encouraging staff and employees to contribute at least one day's salary to support people in the North affected by Typhoon No. 3.

Ho Chi Minh City University of Industry has raised over 3.6 billion VND, of which over 656 million VND was donated through the account of the University's Youth Union Executive Committee, and the remaining amount was contributed by the university itself.
