Ministry of Transport requests Civil Aviation Authority and airlines to reduce domestic airfares

The Deputy Minister of Transport requested the Civil Aviation Authority to strengthen inspections of compliance with laws on ticket sales, declaration and listing of airfares by airlines.

The Ministry of Transport requires airlines to provide information about the structure of fees in ticket prices in a complete, clear and unmistakeable manner for passengers.

Timely detect and strictly handle violations of price laws. If necessary, propose specialized price inspection agencies to conduct inspections in accordance with law.

The Civil Aviation Authority needs to take the lead in working with Vietnamese airlines to research and propose solutions to increase capacity for domestic flights in the short and long term. Create maximum conditions for airlines to add more aircraft to meet people's travel needs during the peak summer season and the end of this year...

Why do customers still feel that airfares are sky-high?

In particular, the Ministry of Transport requested the Civil Aviation Authority to urgently study and propose solutions and policies to reduce prices for domestic air passenger transport services, on the principle of harmonizing interests between the State, businesses and passengers.

At the same time, coordinate with the Vietnam National Tourism Administration, localities, airlines, and travel agencies to research and deploy package tourism products to diversify markets, products, service supply chains, and reduce costs.

Effectively implement aviation - tourism connection in the Mekong Delta region according to the Project "Strengthening aviation connection with tourist source markets" approved by the Prime Minister .

In addition, there are solutions to open new international and domestic routes to and from Can Tho. Review and adjust take-off and landing times for flights to suit local living habits.

The Institute of Transport Strategy and Development (Ministry of Transport) coordinates with agencies and research units to build a database related to air travel demand, domestic air passenger transport service prices, countries in the region and the world to analyze, forecast, and reduce costs to lower transportation costs.

In addition, the Ministry of Transport requires airlines to strictly implement regulations on domestic air passenger transport service prices, declare prices, post prices, and publicly disclose information on prices and ticket sales programs according to regulations.

Information on the structure of fees in the ticket price must be complete, clear and not confusing to passengers. Implement flexible fare ranges, continue to have preferential policies on domestic flights to suit the needs of people and major tourism programs and festivals.

Proactively implement plans to add more aircraft to increase capacity during peak periods, and arrange night flights to meet passenger travel needs.

According to the Civil Aviation Authority, the cost structure of a flight consists of four elements. First, aviation fuel (37 - 42%). Of which, tax costs regulated by the Ministry of Finance account for 7.7 - 8.7% of the total cost of a flight.

Second, the cost of renting, buying, repairing and maintaining aircraft accounts for 32 - 41%. Third, the cost of flight services accounts for 6 - 7%, including services priced by the Ministry of Transport and services decided by the enterprise. Fourth, the cost of sales, management, and other costs (16 - 19%)... are managed by the enterprise.
