Appoint Ms. Nguyen Thanh Hai as Head of the Delegation Affairs Committee

National Assembly Chairman Tran Thanh Man has just signed Resolution No. 1075 of the National Assembly Standing Committee, appointing Ms. Nguyen Thanh Hai, Member of the Central Committee of the Party, Member of the National Assembly Standing Committee of the 15th term, to the position of Head of the Delegation Affairs Committee under the National Assembly Standing Committee.

With this resolution, Ms. Hai becomes the successor to Ms. Nguyen Thi Thanh (Vice Chairperson of the National Assembly ) in the position of Head of the Committee on Representative Affairs.

Earlier, on the afternoon of June 25th, the National Assembly also elected Ms. Nguyen Thanh Hai as a member of the Standing Committee of the 15th National Assembly.

Ms. Nguyen Thanh Hai, born in 1970, is from Hanoi and was a long-serving official at the National Assembly.

She was a member of the Central Committee of the Party in the 12th and 13th terms; a Member of the National Assembly in the 13th, 14th, and 15th terms; and holds the professional qualifications of Associate Professor and Doctor of Physics.

From a physics student at Hanoi - Amsterdam High School for Gifted Students, Ms. Hai became a teacher at Tran Phu High School in Hanoi; then a lecturer and Deputy Head of the Science and Technology Department at Hanoi University of Technology.

In 2007, she was appointed Associate Professor.

Ms. Hai also previously held positions such as Deputy Director of the Vietnam Youth Academy, Central Committee of the Ho Chi Minh Communist Youth Union; Vice President of the Central Committee of the Vietnam Youth Union, and President of the Central Training Council of the Union (2010-2011).

After more than two years as a Standing Member of the Committee on Culture, Education, Youth, and Children of the 13th National Assembly, Ms. Hai became Deputy Head of the National Assembly Office and assumed the position of Head of the Committee on Culture, Education, Youth, and Children of the 13th National Assembly at the end of 2015.

After more than a year as Chairperson, Ms. Hai assumed the position of Head of the People's Petition Committee under the Standing Committee of the 14th National Assembly.

In mid-2020, she transferred to a local position, becoming the Secretary of the Thai Nguyen Provincial Party Committee, a role she has held to this day.

The Committee on Delegate Affairs is an agency under the Standing Committee of the National Assembly, established by the Standing Committee of the National Assembly, with the function of advising and assisting the Standing Committee of the National Assembly on delegate affairs, organizational and personnel matters, and performing other functions as assigned by the Party Caucus of the National Assembly and the Standing Committee of the National Assembly.

The leadership of the Committee on Delegate Affairs consists of the Chairman and Vice-Chairmen, appointed by the Standing Committee of the National Assembly.

One of the important tasks of the Committee on Delegate Affairs is to prepare and nominate candidates for full-time National Assembly deputies at the central level; to forecast and allocate the number of National Assembly deputies to be elected; and to determine the structure and composition of those nominated to run for National Assembly deputies.

This agency is also responsible for regulating the support staff of the National Election Council; deciding and announcing the date of the by-election for provincial People's Council representatives; receiving from the National Election Council summary minutes, files, and documents on the election of National Assembly representatives...

The Committee on Delegate Affairs is responsible for advising and assisting the Standing Committee of the National Assembly in submitting to the National Assembly proposals for the election, approval, dismissal, removal from office, confidence vote, and no-confidence vote for individuals holding positions elected or approved by the National Assembly;

This agency also regulates and organizes the management of personnel for full-time National Assembly deputies at the central level, and officials and civil servants under the management authority of the National Assembly Standing Committee; it also regulates the regime, policies, and other conditions ensuring the well-being of full-time National Assembly deputies...
