The Ministry of Interior proposes new job positions at the commune level, reducing dozens of leadership positions.

The Ministry of Interior proposed adding four job positions at the commune level. At the same time, it stated that the total number of leadership and management positions for civil servants has been reduced by 27.

The Ministry of Interior has recently sent a document to the Central Organization Committee regarding the review and improvement of job positions for civil servants and public employees.

3 groups of jobs at the commune level

Regarding the list of job positions at the commune level, the Ministry of Interior divides them into three groups: leadership and management positions, professional and technical civil servants, and support and service positions.

Regarding leadership and management positions, the Ministry of Interior plans to have 8 positions, including chief and deputy chief of the People's Council and People's Committee offices; heads and deputy heads of specialized departments; directors and deputy directors of the Public Administrative Service Center; and commanders and deputy commanders of commune-level military commands.

Regarding professional and technical civil servant positions, the Ministry of Interior anticipates having 32 positions (according to the functions and duties of the new commune level).

Previously, the Ministry of Interior had sent a document requesting provinces and cities to direct agencies to review the current situation of civil servant placement and utilization, and to temporarily set a list of 39 job positions at the commune level.

The Ministry of Interior has sent a document requesting 34 provinces and cities to review and report on the current situation regarding the placement and utilization of officials and civil servants working in agencies and organizations under the People's Committees at the commune level.

Four additional job positions are expected to be created.

Based on the above guidelines and local reports, and proposals from ministries and sectors, to suit the practical operation of commune-level governments, in addition to the 28 job positions already outlined, the Ministry of Interior plans to add 4 more job positions.

The position involves assisting the People's Council, and is located in the People's Council and People's Committee offices at the commune level.

The position of chief accountant/accounting manager is assigned to specialized departments and public administrative service centers under the People's Committee at the commune level. The position of accounting staff is adjusted to align with the assignment of the chief accountant or accounting manager position.

Job positions include receiving citizens, handling complaints and denunciations, preventing and combating corruption, and conducting specialized inspections.

The Ministry of Interior stated that the arrangement and placement of the aforementioned job positions are decided by the People's Committee of the commune based on the actual situation and functions and duties as prescribed.

Thus, the number of positions available at the commune level is 43, including 8 leadership and management positions; 32 professional and technical positions assigned according to sector and field; and 3 support and service positions. This represents an increase of 4 positions compared to the previous plan.

Based on the workload for each task group within the specialized department at the commune level, the People's Committee of the commune will assign full-time or part-time civil servants to carry out the assigned tasks, ensuring compliance with the civil servant staffing framework at the commune level as prescribed by the competent authority.

Regarding support and service positions (not for civil servants), the Ministry of Interior plans to have three positions: service staff; security guard; and driver.

The People's Committee at the commune level is responsible for identifying and assigning full-time or part-time civil servants to perform assigned tasks, ensuring compliance with the civil servant staffing framework at the commune level as prescribed by the competent authority.

Dozens of leadership positions were cut.

The Ministry of Interior has reported to the Central Organizing Committee on the results of reviewing and finalizing the entire list of job positions for civil servants and public employees in the system of administrative agencies and public service units.

The total number of job positions in government -managed administrative agencies and organizations is 849.

This includes 124 leadership and management positions; 656 specialized professional civil servant positions; 47 general professional civil servant positions; and 22 support and service positions.

Regarding leadership and management positions in central and provincial-level administrative agencies, the Ministry of Interior has compiled statistics on 82 positions, including 51 leadership and management positions at the ministerial and equivalent levels; 26 leadership and management positions at the provincial level; and 5 assistant and secretary positions.

Following the reorganization of the administrative apparatus, out of a total of 109 leadership and management positions for civil servants, the following positions are no longer in use: positions at the General Department; Chief Inspector and Deputy Chief Inspector of ministries, departments under ministries, and provincial inspectorates; positions at the National Financial Supervision Committee; and positions at the district level.

The government is currently drafting a decree stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies.

Accordingly, the list of leadership and management positions in ministries and ministerial-level agencies has been reviewed to align with the new organizational structure. The total number of leadership and management positions for civil servants has been reduced by 27.

Regarding specialized professional civil servant positions, there are a total of 633 positions, of which all 633 are at the central level and 327 are at the provincial level.

Regarding common professional civil servant positions, there are a total of 60 positions.

The Ministry of Interior has added common job positions in the fields of specialized inspection (3 positions) and internal auditing (2 positions); reviewed and added positions related to administrative procedure control in the office sector… The total number of job positions has increased by 13.
