The Ministry of Home Affairs has proposed new commune-level job positions, reducing dozens of leadership positions.

The Ministry of Home Affairs proposed to add 4 positions at the commune level. At the same time, it said that the total number of positions for civil servants in leadership and management positions has decreased by 27 positions.

The Ministry of Home Affairs has just sent an official dispatch to the Central Organizing Committee regarding the review and completion of civil servant and public employee job positions.

3 groups of commune-level job positions

Regarding the list of job positions at the commune level, the Ministry of Home Affairs divides them into 3 groups including management leaders, professional civil servants, and support service job positions.

Regarding leadership and management positions, the Ministry of Home Affairs plans to have 8 positions, including chief of office, deputy chief of office of People's Council and People's Committee; head and deputy head of specialized department; director and deputy director of Public Administration Service Center; commander and deputy commander of Commune-level Military Command.

Regarding professional and technical civil servant positions, the Ministry of Home Affairs plans to have 32 positions (according to the functions and tasks of the new commune level).

Previously, the Ministry of Home Affairs sent an official dispatch requesting provinces and cities to direct agencies to review the current status of arranging and using civil servants and temporarily orient the list of job positions at the commune level to 39 positions.

The Ministry of Home Affairs has issued an official dispatch requesting 34 provinces and cities to review and report on the current situation of arranging and using cadres and civil servants working in agencies and organizations under the People's Committees at the commune level.

Expected to add 4 job positions

Based on the above orientation and local reports, and proposals from ministries and branches, to suit the practical operations of commune-level authorities, in addition to the 28 oriented job positions, the Ministry of Home Affairs plans to add 4 job positions.

Job position to assist the People's Council, arranged at the People's Council Office and People's Committee at the commune level.

The position of chief accountant/accounting manager is arranged in specialized departments and public administrative service centers under the People's Committee at the commune level. Adjust the position of accountant to match the arrangement of chief accountant or accounting manager positions.

Job positions in public reception, complaint and denunciation settlement, anti-corruption and specialized inspection positions.

The Ministry of Home Affairs stated that the arrangement and assignment of the above-mentioned job positions shall be decided by the People's Committee at the commune level based on the actual situation and functions and tasks according to regulations.

Thus, the number of job positions used at the commune level is 43, including 8 leadership and management positions; 32 professional and technical positions arranged by industry and field and 3 support and service positions. An increase of 4 positions compared to the previous orientation.

Based on the workload of each group of tasks in the sector and field of the specialized department at the commune level, the People's Committee at the commune level will arrange full-time or part-time civil servants to perform assigned tasks, ensuring compliance with the orientation of the civil servant staffing framework at the commune level according to regulations of competent authorities.

Regarding the group of support and service positions (no civil servants), the Ministry of Home Affairs plans to have 3 positions, including: Service staff; security staff; and driver.

The People's Committee at the commune level is responsible for identifying and arranging full-time or part-time civil servants according to job positions to perform assigned tasks, ensuring compliance with the orientation of the civil servant payroll framework at the commune level as prescribed by competent authorities.

Dozens of leadership positions cut

The Ministry of Home Affairs has reported to the Central Organizing Committee on the results of reviewing and completing the entire list of job positions for civil servants and public employees in the system of administrative agencies and public service units.

The total number of job positions in administrative agencies and organizations managed by the Government is 849 positions.

Of which, 124 are leadership and management positions; 656 are specialized professional civil servant positions; 47 are shared professional civil servant positions; and 22 are support and service positions.

Regarding leadership and management positions in administrative agencies at the central and provincial levels, the Ministry of Home Affairs lists 82 positions, including 51 leadership and management positions in ministries and ministerial-level agencies; 26 leadership and management positions at the provincial level and 5 assistant and secretary positions.

After restructuring the apparatus, out of a total of 109 positions for civil servants in leadership and management, up to this point, the positions at the General Department; Chief Inspector, Deputy Chief Inspector of ministries, departments under ministries, Inspectorates of departments; positions at the National Financial Supervision Commission; and positions at the district level are no longer used.

The Government is currently drafting a decree regulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies.

Accordingly, the list of leadership and management positions of ministries and ministerial-level agencies was reviewed to be consistent with the new organizational structure. The total number of leadership and management positions for civil servants decreased by 27 positions.

For specialized professional civil servant positions, there are a total of 633 positions, of which the Central level uses 633/633 positions, and the provincial level uses 327/633 positions.

Regarding the common professional civil servant positions, there are a total of 60 positions.

The Ministry of Home Affairs has added common job positions in the field of specialized inspection (3 positions) and internal audit (2 positions); reviewed and added positions in administrative procedure control in the office field... The total number of job positions increased by 13 positions.
