On July 20, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, chaired the third meeting to review the work in the first 6 months of the year and deploy tasks for the last 6 months of the year.

872 administrative procedures and 118 business conditions have been reduced and simplified.

Information presented at the meeting indicated that breakthroughs in science and technology development, innovation, digital transformation, and Project 06 have seen positive progress recently.

In particular, administrative procedure reform continued to be implemented vigorously; 872 administrative procedures and 118 business conditions were reduced and simplified. The digital economy developed significantly, with the export value of digital products estimated at US$78.1 billion, an increase of 20.5% compared to the same period. Non-cash payments increased by 45.4% in volume and 25.2% in value; 70% of consumers in major cities used non-cash payments daily. The VND 500 trillion credit package for science and technology, innovation, digital transformation, and strategic infrastructure was actively implemented. E-commerce developed strongly, growing by approximately 22-25%.

Digital government is being promoted, and the two-tiered local government system is being effectively implemented and operated in conjunction with the development of digital government. The percentage of online applications processed across all administrative procedures in the first six months of 2025 is expected to reach 39.51%. The National Public Service Portal will become a national gateway. Many utilities serving socio-economic development are being effectively and widely implemented (116 million customer records at banks have been verified using biometric information, double the number in 2024; nearly 5,000 flights at Noi Bai and Tan Son Nhat airports use biometric identification for check-in procedures)...

There are special incentive policies to attract experts.

Speaking at the conference, Prime Minister Pham Minh Chinh stated that the Government has set a GDP growth target of 8.3-8.5% for 2025, emphasizing rapid and high growth while maintaining sustainability. He stressed that the development of science and technology, innovation, and digital transformation are crucial solutions. The Government is also allocating additional revenue and savings to ensure that at least 3% of the total budget is dedicated to breakthroughs in science and technology development, innovation, and digital transformation.

With the motto "Streamlined apparatus - Connected data - Smart governance," the Prime Minister directed leaders of ministries, agencies, and localities at both levels to focus on building databases for their respective ministries, agencies, and localities, ensuring they are "accurate, complete, clean, and functional." At the same time, the Prime Minister requested the urgent establishment of visual management tools and a system of quantitative indicators (KPIs) to evaluate assigned tasks related to science and technology development, innovation, and digital transformation.

The Prime Minister requested a thorough review, development, and improvement of institutions, identifying institutional breakthroughs as "breakthroughs within breakthroughs," and emphasizing the need to act early and proactively to pave the way for development. The development of science and technology and innovation is a crucial and key driving force for improving productivity, quality, efficiency, and competitiveness of the economy.

The Ministry of Interior will develop criteria, management regulations, working regimes, remuneration, and recruitment procedures for chief engineers and chief architects to implement strategic systems and breakthrough initiatives, to be submitted to the Prime Minister for consideration and decision in July; develop and promulgate mechanisms and policies to attract human resources and talents in science and technology, innovation, and digital transformation from both domestic and international sources; and implement special incentive policies to attract at least 100 leading experts to return to the country to work, to be completed in August.

Each ministry, sector, and locality selects a chief IT engineer and a chief operations engineer to coordinate with the Ministry of Public Security, the Ministry of Science and Technology, and technology enterprises to develop the digital transformation architecture and strategy for their respective ministry or sector.

Regarding digital transformation, the Prime Minister emphasized that this is a strategic breakthrough task that determines the effectiveness of national governance, promotes the development of the digital economy, digital society, and digital citizens, and ensures that no one is left behind.

The Ministry of Construction, in coordination with the Ministry of Science and Technology and six centrally-governed cities, will review, develop, and approve the smart city project in July and organize its implementation immediately in 2025.

The Ministry of Finance reports to the Prime Minister on the proportion of added value from the digital economy in GDP. The Ministry of Science and Technology advises the Government on directing solutions to achieve a digital economy size of 20% of GDP by the end of 2025.

The Ministry of Public Security is accelerating the implementation of tasks under Project 06, including the early completion of 40 out of 61 utilities on the VNeID platform to serve socio-economic development and social management; coordinating with ministries and agencies to cut, reduce, and simplify 324 administrative procedures that already have documents integrated and shared in the VNeID application; and implementing the interconnection of prescriptions from hospitals to the medical data coordination system and pharmacies for synchronous integration on VNeID. Citizens will have access to interconnected prescription data and receive medication at home, with a pilot program starting in August and official implementation in September...
