Over 78 years of development, combat, and growth, the People's Public Security Force (CAND) has achieved many outstanding victories and accomplishments. Could the Minister please summarize some of these outstanding achievements of the CAND?

Minister To Lam : Born during the historic August Revolution, under the absolute and direct leadership of the Central Party Committee, the unified management of the State, and the close and effective coordination and cooperation of the People's Army, all levels and sectors, the People's Public Security Force has continuously continued and developed its glorious heroic traditions, growing stronger and more mature in all aspects, excellently fulfilling its assigned tasks, and truly being a crucial, reliable, and absolutely loyal revolutionary armed force of the Fatherland, the Party, the State, and the people.

Throughout history, the People's Public Security Force has made exceptionally important contributions to the cause of national liberation, national construction, protection, and development. During the resistance wars against France and the United States, tens of thousands of police officers and soldiers bravely sacrificed their lives or shed their blood for the independence and freedom of the Fatherland. From 1975 to the present, the People's Public Security Force has lost over 1,000 officers and soldiers and thousands more have been wounded while on duty.

In recent years, the People's Public Security Force has always proactively advised the Party and the State on fundamental and strategic issues in the fields of politics , economics, culture, foreign affairs, and security and order. They have played a core role in ensuring security and order, proactively preventing and repelling challenges and threats from an early stage and from afar, firmly protecting national security; and ensuring absolute security and safety for the activities of Party and State leaders and important political events of the country.

Crime prevention and control efforts have met and exceeded set targets, curbing and reducing crime, promptly and effectively handling emerging complex issues, preventing passivity and surprises; the movement for all citizens to protect national security has achieved many important results...

Along with successfully fulfilling the task of ensuring security and order, the People's Public Security Force performs well in social welfare work with the goal of "leaving no one behind"; and implements comprehensive and effective foreign affairs and international cooperation.

The People's Public Security Force has always been exemplary and at the forefront in many aspects of its work, such as: Party building and rectification, innovation and streamlining of the organizational structure for effective and efficient operation in the direction of "a lean central ministry, strong provincial governments, comprehensive district governments, and grassroots-based commune governments", in national digital transformation, and administrative procedure reform...

In particular, the People's Public Security Force has set a leading example in thoroughly understanding and implementing the key tasks and breakthrough solutions outlined in the Resolution of the 13th National Congress of the Party, making a significant contribution to the fulfillment of these objectives.

These results and achievements have made a very important contribution to building a society that is orderly, disciplined, safe, and healthy, protecting the peaceful and happy lives of the people, and consolidating and enhancing Vietnam's prestige and position in the international arena.

The people are a reliable support for the police force.

Under any circumstances, the Vietnam People's Police Force always maintains close ties and solidarity with the people, relying on them for training, fighting, and successfully fulfilling its assigned tasks. Minister, could you please assess the role and significance of the "All People Protect National Security" movement? What solutions will the People's Police Force implement in the future to enhance the role of the people in ensuring security and order?

Minister To Lam: President Ho Chi Minh affirmed: "Maintaining order and security is primarily the responsibility of the police, the army, and the security forces." But to achieve high effectiveness, "Maintaining order and security must rely even more on the initiative and strength of the people," and "When the people help us a lot, we succeed a lot; when they help us little, we succeed little; when they help us completely, we achieve complete victory." Practical experience shows that the masses are the decisive factor in the success of the struggle to protect security and order.

Recognizing the immense role of the people, the Party, the State, and the People's Public Security Force have always attached special importance to building the movement of "All People Protecting National Security"; considering it one of the revolutionary movements of the Party and the State; one of the basic measures to combat crime, and a fundamental basis of the cause of protecting national security and maintaining social order and safety.

The National Movement for Protecting National Security also provides the conditions for the people to exercise their right to self-governance in the field of ensuring security and order. To promote the great role of the people and acknowledge the tradition of close and inseparable solidarity between the police and the people, on June 13, 2005, the Prime Minister issued Decision No. 521/QD-TTg designating August 19th of each year as the National Day for Protecting National Security.

Over the years, under the leadership of the Party and the State, and with the People's Public Security Force playing a pivotal role, the movement for all citizens to protect national security has mobilized the participation and close coordination of Party committees, governments, departments, and organizations from the central to local levels, as well as a large number of people.

The movement is increasingly developing and expanding, with renewed and creative content and forms, combining traditional forms with modern methods that utilize information technology.

This significantly contributes to building and strengthening the people's support, the great national unity, fostering the people's trust in the Party, the State, and the regime; and mobilizing the combined strength of the entire political system and the whole population to participate in ensuring security and order.

The people have played a leading role and truly acted as the "eyes and ears," a reliable support system helping the police force to fight and thwart all subversive plots and activities of hostile forces and criminals, firmly protecting national security, ensuring social order and safety, and making an important contribution to promoting socio-economic development.

To further promote the role of the people in ensuring security and order, the Party Committee of the Central Public Security Ministry and the Ministry of Public Security consistently adhere to the motto and principle of "Whatever benefits the people must be done to the utmost, whatever harms the people must be avoided to the utmost," and "All activities of the People's Public Security force must place the legitimate interests of the people above all else," implementing comprehensive solutions to improve the quality and effectiveness of the "All People Protect National Security" movement.

Focus on providing effective advice to the Party and the State, leveraging the combined strength of the entire population, building a solid people's security posture, and creating a proactive approach in protecting security and order.

Thoroughly understand and seriously implement the Party's guidelines and policies, and the State's laws on mass mobilization work within the People's Police; actively mobilize the people to participate in the "All People Protect National Security" movement; strengthen the dissemination of laws to help people understand their responsibilities in protecting security and order, thereby raising their vigilance and actively participating with the police force in preventing and combating subversive activities by hostile forces and various types of crime.

Proactively prevent and effectively combat all types of crime, protecting the peaceful and happy lives of the people.

Maintain close ties with the people; regularly and effectively organize forums titled "Police Listening to the People's Opinions" for the people to contribute ideas, criticisms, and suggestions for building the People's Public Security Force; focus on building a team of cadres working in the movement for the protection of national security who are truly close to the people, understand the people, and serve the people; and link this with building a truly clean, strong, professional, elite, and modern People's Public Security Force that meets the requirements and tasks in the new situation.

Security for development, development to ensure security.

Over the past period, the Ministry of Public Security has achieved many successes in the fight against corruption and negative practices, contributing to purifying the system and maintaining law and order; closely combining proactive prevention with proactive detection, investigation, and clarification to strictly handle violations in accordance with the law. On this occasion, could the Minister please send a message to the people, especially to Vietnamese businesses and entrepreneurs, to help them remain steadfast in "weathering the storm" and continue building a prosperous country where people can live in comfort and happiness?

Minister To Lam: Under the decisive leadership of the Central Party Committee, the Politburo, the Secretariat, and directly under General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on Anti-Corruption and Negative Phenomena, the fight against corruption and negative phenomena has achieved clear results, increasingly deepening and creating a positive effect that spreads strongly throughout society.

This has strengthened the people's trust in the Party and the State, purified the apparatus, tightened discipline and order; at the same time, it has overcome many shortcomings in economic management, social management, and personnel management, enhanced the transparency of the socialist rule of law, and made an important contribution to promoting economic and social development, maintaining political stability, strengthening national defense, security, and foreign relations.

Faced with difficulties and challenges stemming from both external factors and inherent limitations and shortcomings of the economy, implementing solutions to overcome difficulties and promote production and business is a particularly important task. The Ministry of Public Security will focus on implementing comprehensive solutions as directed by the Government and the Prime Minister, and within its assigned functions and duties, to work closely with all sectors of the population, especially businesses, in developing and restoring production and business activities.

In this context, the overarching viewpoint and spirit is defined as "Security for development, development to ensure security." Proactively monitoring the situation, assessing and forecasting factors impacting the organization and implementation of economic and social development tasks and solutions, especially emerging complexities related to economic security and social order in the production and business sectors, is crucial for providing timely advice and proposing solutions.

Continue to improve the effectiveness of administrative reform in the People's Public Security Force according to the motto "Putting citizens and businesses at the center, as the subjects, and as the goals and driving forces"; accelerate the application of population data; promote the reduction and simplification of regulations related to business activities within the scope of the Ministry of Public Security's management functions; closely coordinate with relevant ministries and agencies to advise the Government on continuing to remove obstacles in the spirit of providing maximum support to businesses, while ensuring strict compliance with the law.

Implement comprehensive solutions to maintain national security and ensure social order and safety; focus on ensuring human security, worker security, and security and order in industrial parks, export processing zones, and economic zones; prevent and promptly resolve pressing issues related to security and order that may arise early and at the grassroots level; contribute to creating a favorable, secure, and safe environment for businesses to confidently and securely conduct production and business.

The Ministry of Public Security continues to set an exemplary example, resolutely carrying out the fight against corruption and negative practices in accordance with the directives of General Secretary Nguyen Phu Trong, with the motto "no forbidden zones, no exceptions, regardless of who the person is".

All citizens and businesses are both subjects of protection and service of the People's Public Security Force, and at the same time, are among the forces directly involved in ensuring security and order.

Therefore, we hope that all citizens, organizations, and businesses will always uphold the spirit of the rule of law, making even more important contributions and working together with the People's Police force in ensuring security and order, and building a healthy, safe, and developing production and business environment.

A streamlined system that operates effectively and efficiently.

After five years of implementing the organizational structure model of the Ministry of Public Security according to Resolution 22-NQ/TW of the Politburo and Decree 01/2018/ND-CP of the Government, what are the initial results achieved, Minister? In the coming time, what tasks and solutions will the Ministry of Public Security continue to implement to build an organizational structure at all levels that truly reflects Resolution 22-NQ/TW's stated goal of "a lean Ministry, strong provinces, comprehensive districts, and grassroots-based communes"?

Minister To Lam: Implementing the organizational structure of the Ministry of Public Security according to Resolution 22-NQ/TW of the Politburo and Decree No. 01/2018/ND-CP of the Government is a step in implementing the Party's views on continuing to innovate and streamline the organizational structure of the political system to operate effectively and efficiently, and building the People's Public Security force as set out in the Resolution of the 12th National Party Congress and Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Party; it is an important step in strengthening the absolute and direct leadership of the Party over the People's Public Security force in all aspects.

Through restructuring and reorganization, the Ministry of Public Security's apparatus has reduced intermediate levels; strengthened the direct and centralized leadership of the Ministry and local police forces in all aspects of work; and improved the effectiveness and efficiency of combat operations. At the same time, it has created conditions for clearly defining functions and responsibilities, and granting substantial and appropriate authority to police forces at all levels.

Reforming and reorganizing the apparatus also facilitates the implementation of personnel policies; it strengthens the leadership and command staff, in conjunction with the policy of appointing heads of provincial, district, and even commune-level police forces who are not from the local area; it is a prerequisite for gradually adjusting and reorganizing forces towards strengthening the grassroots level and the forces directly involved in combat...

The restructuring of the Ministry of Public Security's organizational apparatus demonstrates the proactive, exemplary leadership and strong political determination, as well as the great efforts of the Central Public Security Party Committee and the entire People's Public Security force. This is the most revolutionary and decisive organizational restructuring in many years, with a strong impact and widespread influence throughout the political system. It has been recognized and highly appreciated by the Party and State leaders, and has received the support and approval of the people.

In the coming period, to build the People's Public Security Force in the direction of "a streamlined Ministry, a strong province, a comprehensive district, and a grassroots-based commune," the Party Committee of the Central Public Security and the Ministry of Public Security will continue to advise the Politburo and the Secretariat to direct solutions to mobilize the strength of the entire political system to effectively implement Resolution No. 12-NQ/TW, dated March 16, 2022, of the Politburo on "Promoting the building of a truly clean, strong, regular, elite, and modern People's Public Security Force, meeting the requirements of tasks in the new situation"; and to complete the system of legal documents, ensuring a full legal basis for the work of ensuring security and order and the organization, operation, and protection mechanisms of the People's Public Security Force.

At the same time, focus on improving the internal organizational structure of police units and localities to be streamlined, efficient, and strong, operating in a focused and specialized manner, in line with the practical requirements and tasks of ensuring security and order. This should be linked to promoting the implementation of assignment and decentralization, and structuring the staff according to the framework of standards and criteria for staff placement at the four levels of police, as a basis for determining the staffing levels for police units and localities according to the framework of job positions, prioritizing strengthening grassroots police and forces directly involved in combat.

Focus resources on building and modernizing infrastructure and technical equipment; strengthen the application of science and technology in all aspects of police work. Pay attention to training and developing the professional skills and expertise of officers and soldiers to meet the requirements and tasks in the new situation.
