At the meeting, Permanent Vice Chairman of Dien Bien Provincial People's Committee Pham Duc Toan gave a general overview of the economic situation, production and business, public investment, infrastructure construction, import and export, real estate market, and social issues in Dien Bien province.
Accordingly, in the context of many difficulties, challenges, and unusual weather, under the regular, drastic, close, and flexible leadership and direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, together with the participation of the entire political system, all levels, sectors, and localities, the consensus and active participation of the people and the business community in the province, 2023 has had many positive results and signals with 14/26 main targets achieved and exceeded the plan, of which 10 targets exceeded the plan, some outstanding results such as:
The economic growth rate is estimated at 7.1%, higher than the target of the Provincial Party Congress Resolution and quite high compared to the national average, ranking 27th out of 63 provinces and cities and 4th out of 14 provinces in the Northern Midlands and Mountains. Natural resources and environment work also has many important contributions, which are the foundation for the locality to achieve the set goals.
The National Target Program on New Rural Development has been effectively implemented. The province currently has 48 communes meeting and basically meeting new rural standards, with an average of 14.4 criteria per commune. The agricultural investment sector continues to receive the attention of many investors.
The province's key programs and projects continue to receive close and drastic attention and direction. The Dien Bien Airport Upgrade and Expansion Project has been completed and put back into operation since December 2, 2023. Many cultural, sports and tourism events have been successfully organized, creating a positive effect to promote growth in the service sector, notably: total retail sales of goods increased by 28.93%, revenue from tourism activities increased by 26.45%, export turnover increased by 33.76% compared to 2022. The national digital transformation task, Project 06, has been focused on and achieved good results. Cultural and social fields continue to receive attention and care and have achieved many important results; medical work, health care for people, and disease prevention work have been carried out effectively and promptly; Administrative reform continues to be improved.
National border sovereignty is maintained, political security, social order and safety are ensured. Foreign affairs and international cooperation continue to be maintained, promoted and expanded. During the year, many foreign affairs activities were participated in at home and abroad, and many working delegations were established to participate in foreign affairs activities abroad.
In addition to the outstanding results achieved, Standing Vice Chairman of Dien Bien Provincial People's Committee Pham Duc Toan also pointed out the shortcomings and limitations of the province, including some subjective causes such as: Leadership, direction and implementation of tasks in some localities and units are sometimes not close and drastic; coordination between levels, sectors, units and localities in performing complex advisory tasks still lacks initiative; inspection and urging work to grasp the progress of some local agencies and units to proactively handle or advise on handling and removing difficulties and obstacles in performing tasks is not regular and timely,...
According to the Standing Vice Chairman of the People's Committee of Dien Bien province, Pham Duc Toan, in the process of implementing the task of socio-economic development in the area, the locality still faces many difficulties and obstacles in the state management of land, natural resources, minerals and environmental protection. In order to promptly remove difficulties and obstacles in the implementation process, the People's Committee of Dien Bien province respectfully requests the Ministry of Natural Resources and Environment to: Support Dien Bien province in organizing training to disseminate, thoroughly understand and guide the implementation of the Land Law (amended) recently passed by the National Assembly to ensure synchronous, timely and correct implementation.
Support training on the 2023 Law on Water Resources to improve the capacity and professional qualifications of officials performing state management of water resources at the local level. Promptly issue documents guiding the implementation of legal provisions on water resources in accordance with reality and changes in other current laws.
Dien Bien province also proposed supporting localities in reviewing legal and sub-law documents related to the management of natural resources, minerals, environmental protection, supporting surveying and mapping, establishing cadastral records, etc. to ensure high synchronization and unity to create favorable conditions for localities in implementing the policy of encouraging the development of circular economy and more effective exploitation of resources.
In response to local recommendations, leaders of specialized agencies of the Ministry of Natural Resources and Environment also shared and contributed constructive opinions on the fields of land, minerals, water resources, financial planning, environment, etc. so that Dien Bien has a basis to closely follow the state's legal policies and orientations, and implement the goals and programs set by the province.
Speaking at the meeting, Minister Dang Quoc Khanh highly appreciated the results achieved by Dien Bien, especially the economic growth of 7.1%, of which the average GRDP per capita (current price) is estimated at 42.68 million VND/person/year, an increase of 8.6% compared to the implementation in 2022, reaching 93.67% of the plan.
Minister Dang Quoc Khanh said that, as a province with a border with two countries, the most important task of Dien Bien is to continue to fulfill the task of maintaining national border sovereignty, ensuring political security, social order and safety. Pay more attention to environmental protection, forest protection, and protection of water resources... As a locality in the northern mountainous region with an airport, Minister Dang Quoc Khanh said that Dien Bien should continue to invest and upgrade to be able to open international flights, thereby promoting foreign affairs activities at home and abroad, developing tourism associated with local history and cultural identity; developing transport infrastructure, cultural infrastructure, and health care in a solid and systematic manner to improve the quality of people's lives.
Regarding the local recommendations, within the authority of the Ministry of Natural Resources and Environment, Minister Dang Quoc Khanh affirmed that he will support Dien Bien to achieve the set goals. In addition, regarding opinions beyond the authority of the Ministry, the Working Group will report to the Government to assign ministries and branches to resolve the issues for the province.
In the coming time, Minister Dang Quoc Khanh suggested that Dien Bien focus on building a land price list so that together with the newly passed Land Law (amended), it will help improve land management; proactively review and grant land use right certificates to people for land plots of households and individuals without papers before July 1, 2014, without disputes, without violations of land laws...
In the field of water resources, as a locality with three major river basins flowing through it (Red River, Mekong River, Ma River), the Minister suggested that the province should pay attention to the protection and use of water resources, ensuring water security; focus on forest protection to be able to profit from selling forest carbon credits... Environmental protection work also needs to be given more attention, linked to local responsibilities when the Law on Environmental Protection has decentralized and delegated more power to localities.
Also at the meeting, the Minister requested the Provincial People's Committee to pay more attention to human resources and facilities for the Department of Natural Resources and Environment of Dien Bien so that state management of natural resources and environment can achieve the best results.
Speaking at the meeting, Chairman of the Provincial People's Committee Le Thanh Do said that Decision No. 853/QD-TTg of the Prime Minister on adjusting the assignment of Government members to preside over working with localities on the situation of production and business, investment and construction and import and export in the area has greatly supported the locality, including the results that have been recorded in Dien Bien province. From this decision, more than 50% of the locality's recommendations have been resolved by central ministries and branches, and the remaining contents are being considered for implementation.
In the coming time, Chairman of the Provincial People's Committee Le Thanh Do hopes that the Ministry of Natural Resources and Environment in particular and the Government in general will continue to support Dien Bien in the management of environmental resources as well as issues to remove difficulties for socio-economic development. In particular, training sessions on the implementation of legal policies, including the two Land Laws (amended) and Water Resources Laws (amended), will be organized soon so that they can be put into practice soon.
