Recently, Meritorious Artist Do Ky submitted a petition to the relevant authorities, including the Ministry of Public Security , the Central Emulation and Commendation Board, and the Personnel and Organization Department (Ministry of Culture, Sports and Tourism), regarding the suspension of his application for the title of People's Artist.
This decision stemmed from the notification he received regarding the results of the assessment of his application for the title of People's Artist in the 10th round of awarding the titles of Meritorious Artist and People's Artist.
This notice clearly states: "This dossier, submitted by the Central Emulation and Commendation Board to the Prime Minister , is temporarily withheld due to: the individual's complaint and the opinion of the Ministry of Public Security; and the individual's failure to meet the conditions and standards for consideration for the 10th People's Artist title. The Department of Performing Arts is sending this information to Meritorious Artist Pham Do Ky for his awareness . "
After receiving this notification, Mr. Do Ky posted the information on his Facebook page.
Later, someone from the Personnel Department (Ministry of Culture, Sports and Tourism) contacted him by phone, saying, "Please understand, remove the image of the announcement from the Department of Performing Arts from Facebook because your application for the title of People's Artist was mixed up with the files of those who had received input from the Police by an official from the Personnel Department."
Speaking to a reporter from Dan Tri newspaper , Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism, said that according to the Department of Personnel Organization's report, there was no mix-up in the files as reported.
Ms. Thuy also added that if reporters need to find out more specific details, they can send their requests to the Office of the Ministry of Culture, Sports and Tourism for coordination.
In recent years, the traditional process of awarding the titles of Meritorious Artist and People's Artist has involved four councils: the grassroots council; the provincial, city, and ministerial-level council; the specialized council; and the national-level council.
An application for an award must undergo evaluation by more than 40 members of 4 selection committees from all over the country and various artistic fields. Because of this strict process, it is unlikely that applications can be manipulated.
Speaking to a reporter from Dan Tri newspaper , People's Artist Quoc Tri said that he was one of the members of the State Council that nominated candidates for the titles of Meritorious Artist and People's Artist for the 10th time.
He affirmed that the council members work transparently, professionally, and independently. The council reviews applications based on votes; those who meet the criteria have their applications approved and forwarded to higher levels.
"If artists have suggestions or questions, they should submit a complaint to the competent authorities for clarification," People's Artist Quoc Tri informed.
The 10th round of awarding the titles of People's Artist and Meritorious Artist was applied for the first time according to Decree No. 40/2021/ND-CP amending and supplementing a number of articles of Decree No. 89/2014/ND-CP on awarding the titles of People's Artist and Meritorious Artist.
Accordingly, to achieve the titles of Meritorious Artist and People's Artist, in addition to criteria such as years of service and awards, the councils at all levels also discuss and evaluate special cases to submit to the Prime Minister for consideration and decision.
