"Four good things" create a breakthrough in building a strong Party.

BHG - The "Four Good" Party Branches and "Four Good" grassroots Party Committees, widely implemented throughout the provincial Party Committee, not only have strategic significance in leveraging internal strengths but also serve as a valuable "guidebook" for building a strong Party and ensuring the successful implementation of the local political tasks.

Party branches and grassroots Party committees are the "cells" that constitute the Party's strength; they are the foundation of the Party, the political nucleus, the bridge between the Party and the people, and ensure the Party's leadership at the grassroots level. Recognizing this importance, our province pays special attention to consolidating and building grassroots Party organizations and improving the quality of Party members in the new era. One of the key solutions to enhance the leadership capacity and fighting strength of grassroots Party organizations is to effectively implement the model of grassroots Party branches and committees with four core criteria: successfully completing political tasks; high-quality Party activities; strong unity and discipline; and good cadres and Party members.

Based on the plan for building Party branches and Party committees of the Provincial Party Standing Committee, Party committees at all levels in the province have concretized the content framework to suit the functions and tasks of each type of Party branch and led and directed its implementation to ensure it is thorough, substantive, and effective. Some Party committees have adopted good and creative approaches, yielding clear results, such as: Dong Van District Party Committee compiled core content on building Party branches and Party committees of the same type to widely disseminate to all Party members in rural areas; at the same time, it organized monthly scoring and evaluation of the results of building Party branches and Party committees of the same type for each Party member. Ha Giang City Party Committee selected a number of grassroots Party branches and committees to sign commitments and launch emulation campaigns to implement building Party branches and Party committees of the same type, linked with the annual evaluation and ranking of Party branches. Bac Quang District Party Committee organized a conference to summarize the implementation of building Party branches and Party committees of the same type…

Maintaining its title as a model Party branch for two consecutive years, the Party branch of the People's Court of Bac Quang district has become a shining example in building a strong grassroots Party organization. Party branch secretary Dam Thi Tu said: "Previously, the Party branch only held 1-2 thematic meetings per year, but since implementing the model, the number of meetings has increased to 4. The content of the meetings is practical, closely linked to professional work and Party work, political and ideological education for Party members, and attracts many participants to contribute their opinions. 100% of Party members uphold a high sense of responsibility, are exemplary, ready to undertake difficult and complex tasks, and actively participate in patriotic emulation movements in the locality. In the last two years, the Party branch of the People's Court of Bac Quang district has consistently been rated as having excellently completed its tasks. 12 out of 15 Party members completed their tasks well (80%), and 3 Party members completed their tasks excellently (20%).

Currently, the entire province has 402 out of 516 grassroots Party branches (accounting for 77.90%), and 2,500 out of 3,749 Party branches directly under grassroots Party committees and departmental Party committees (accounting for 66.68%) recognized as "Four Good" Party branches; an increase of 34 and 383 branches respectively compared to 2023. Along with that, the entire Provincial Party Committee has 194 out of 302 grassroots Party committees achieving the "four good" standard (accounting for 64.23%), becoming vivid evidence affirming the efforts to improve the leadership capacity and fighting strength of grassroots Party organizations, spreading the "four good" movement. Notably, the Party Committees of Dong Van and Vi Xuyen districts, Ha Giang city, and the Provincial Border Guard Party Committee all have grassroots Party committees achieving the "four good" standard exceeding 95%...

According to the provincial Party committee's assessment: The building of Party branches and grassroots Party committees has achieved many positive results. The quality of Party branch and grassroots Party committee activities has been gradually improved, ensuring leadership, education, and combat effectiveness; maintaining effective routines and discipline, strictly implementing Party regulations, rules, and principles; and fostering internal unity and cohesion. The vast majority of cadres and Party members have firm and unwavering stances and ideologies, effectively promoting their pioneering, exemplary, and responsible roles, strictly adhering to discipline, and readily accepting and successfully completing assigned tasks, creating strong transformations in the performance of their duties and responsibilities, maintaining ethics, lifestyle, culture, communication, and professionalism in the work of cadres and Party members. In 2024, the quality of grassroots Party organizations achieving the "clean and strong" status reached over 90%, and the percentage of Party members completing their tasks or better reached 99%.

The implementation of the "four good" criteria in Party branches and grassroots Party committees not only helps improve the quality of grassroots Party organizations' activities but also creates a strong ripple effect in the sense of responsibility among cadres and Party members. However, some grassroots Party branches and committees lack decisiveness in implementing the "four good" criteria. Inspection and supervision work at some Party committees has not been rigorous enough, failing to promptly detect and correct existing shortcomings. Notably, 4 grassroots Party branches, 12 Party branches directly under grassroots Party committees and departmental Party committees, and 1 grassroots Party committee have not met any of the 4 "four good" criteria due to Party members violating discipline.

To ensure that the "four good" movement goes deeper and becomes a sustainable driving force in Party building, our province continues to mobilize the decisive involvement of Party committees and grassroots Party organizations at all levels in concretizing and effectively implementing the content of the "four good" movement; strengthening inspection and supervision; promoting the pioneering spirit, exemplary conduct, and responsibility of cadres and Party members; and at the same time, innovating leadership methods and promoting good initiatives and experiences in implementation. Through this, the "four good" movement will continue to spread widely, becoming a "guiding principle" in Party building, contributing to enhancing the leadership capacity and fighting strength of the entire provincial Party committee, meeting the requirements of the tasks in the new period.
