Breakthrough in economic development by 2025

Quang Ninh province overcame many difficulties and challenges in 2024, especially the devastating impact of Typhoon No. 3, which caused severe damage exceeding 28,000 billion VND, equivalent to a 0.65% reduction in the province's GRDP growth, accounting for about one-third of the total damage nationwide. However, with high determination, great effort, unity, and solidarity in overcoming difficulties, and focusing on implementing the year's theme of "Improving the quality of economic growth; developing a culture and people rich in Quang Ninh's identity," the province achieved important results, laying the foundation for the implementation of tasks and goals in the new year 2025.

Due to the impact of several unfavorable factors, Quang Ninh 's economic growth rate, although lower than the same period last year, remains higher than the national average. The province aims to achieve a total state budget revenue of 55,600 billion VND for the whole year of 2024. Of this, revenue from import and export activities is expected to reach over 17,000 billion VND; domestic revenue is targeted at 36,910 billion VND. Foreign direct investment (FDI) attracted is expected to exceed 2 billion USD, placing it among the leading localities nationwide. The processing and manufacturing industry continues to be the main driver of growth, increasing by 20.45%, 4.05 percentage points higher than the same period last year.

The total number of tourists visiting Quang Ninh reached 19 million, a 20% increase compared to the same period last year, achieving 100% of the growth target. Of these, international tourists are estimated at 3.5 million. Total tourism revenue is estimated at 46,460 billion VND, a 38% increase compared to the same period last year.

The target for per capita GRPD in 2024 is to reach over $10,000, 1.4 times higher than in 2020; creating an additional 30,000 jobs.

The efforts and achievements of 2024 serve as a crucial impetus for Quang Ninh to resolutely strive to complete the goals and targets set for 2025. This is the final year of the 2021-2025 term and five-year plan, identified by the Central Committee and the Provincial Party Committee as a year of acceleration, breakthrough, and finalization, with special significance in fulfilling the tasks set out in the Resolution of the 15th Provincial Party Congress, term 2020-2025, creating a solid foundation for Quang Ninh, along with the rest of the country, to enter a new era - an era of national progress.

Given its significant importance, Quang Ninh province has promptly issued resolutions on socio-economic development for 2025. Specifically, on December 2, 2024, the Provincial Party Committee issued Resolution No. 31-NQ/TU on the direction and tasks for 2025, with the theme identified as "Breakthrough in economic development, creating momentum for the new term." Immediately afterwards, the 14th Provincial People's Council issued Resolution No. 237/NQ-HĐND on December 6, 2024, on the direction and tasks for 2025, setting many high and groundbreaking goals and targets.

Accordingly, in 2025, Quang Ninh is determined to strive to complete and achieve the highest results for all 17 socio-economic and environmental targets. These include a growth rate (GRDP) of over 12%; total state budget revenue exceeding 57,300 billion VND; and attracting at least 20 million tourists, including 4.5 million international visitors…

At the conference on implementing socio-economic development tasks and the state budget revenue and expenditure estimates for 2025, Comrade Vu Dai Thang, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, requested that all levels, sectors, agencies, units, and localities urgently implement and concretize the tasks, setting higher targets and objectives, stronger and more synchronized tasks and solutions, carrying out them with high determination, great effort, and more decisive action, clearly assigning responsibilities, tasks, timelines, and expected results in the implementation of tasks in 2025. He also called for decisive action to promptly overcome bottlenecks and limitations in public investment; complete the medium-term public investment plan for the 2021-2025 period and develop the medium-term public investment plan for the 2026-2030 period as prescribed. Promote the effective implementation of the three strategic breakthroughs, continue to improve the transportation infrastructure, industrial park infrastructure, information technology infrastructure, digital infrastructure, healthcare, education, and culture... In particular, all levels, sectors, and localities must resolutely innovate and reorganize the political system's organizational structure to be "lean, strong, efficient, effective, and efficient," while building a team of officials with sufficient qualities, capabilities, and prestige to match the tasks.
