Need a more complete assessment of business "health"

National Assembly deputies are concerned about the high number of businesses leaving the market, and request the Government to more fully assess the "health" of businesses, especially in the private sector.

On the morning of May 29, continuing the 7th Session, the National Assembly discussed in the hall the socio -economic situation and the State budget. Here, many delegates proposed the need for effective solutions to support business development.

Building trust for businesses to invest and develop

Delegate Hoang Quoc Khanh ( Lai Chau delegation) said that in order to achieve the economic growth target of 6-6.5% set for this year, creating conditions for businesses to stabilize and invest in development is an extremely important factor.

"The issue of building business confidence in promoting production and business needs to be given top priority," said Mr. Khanh.

Delegates proposed to urgently put newly issued policies into practice to help businesses overcome difficulties and develop, especially draft laws that directly impact production and business.

Mr. Khanh also highly agreed with the Government's submission to the National Assembly at this session for consideration of the decision to allow the Land Law, Housing Law, Real Estate Business Law and Credit Institutions Law to take effect earlier for implementation, contributing to fundamentally resolving institutional bottlenecks.

However, the delegate said that the Government and ministries need to fully prepare and synchronize the system of documents guiding the implementation so that the law can be implemented immediately when it comes into effect.

Delegates from Lai Chau proposed to continue promoting administrative procedure reform to ensure publicity and transparency and to strengthen inspection and examination of this stage, limit harassment and negativity, causing difficulties for businesses, and promote the responsibility of leaders.

In addition, the delegates also requested that judicial agencies speed up the investigation and prosecution of economic cases that have been handled in the past. Mr. Khanh also shared the message that the head of the Government sent to businesses and investors: "We do not criminalize civil relations and economic activities; we create trust for businesses to continue investing and developing."

Delegate Nguyen Van Thi (Bac Giang delegation) suggested that the Government supplement and assess more fully the "health" of enterprises, especially private enterprises, and have effective solutions to support business development in the coming time.

In addition, delegates reflected on the low credit growth situation. Although the loan interest rates of commercial banks have decreased, businesses and the economy still cannot absorb credit capital.

Therefore, delegates suggested that the Government needs to fully assess and have synchronous solutions to unblock credit sources, remove difficulties for businesses, and promote growth.

Concerns about the number of businesses leaving the market increasing

Participating in the speech, delegate Nguyen Huu Thong (Binh Thuan delegation) mentioned the situation of businesses withdrawing from the market. "The number of businesses withdrawing from the market is increasing, this is a reality worth pondering," Mr. Thong stated.

According to the delegate, the world situation has instability affecting business orders, capital absorption capacity, resilience is eroded to the point of exhaustion after the pandemic, policies and regulations are still inconsistent, cumbersome administrative procedures.

From there, Mr. Thong proposed to have solutions to support businesses to diversify export markets, support businesses to solve labor shortages, have policies to support and increase businesses' access to capital, proactively and promptly implement solutions to improve the business environment, cut administrative procedures, and remove land problems.

Also speaking at the meeting, delegate Tran Hoang Ngan (Ho Chi Minh City delegation) was pleased with the achievements, noting that the country's economy continued to maintain a fairly good growth rate in the context of the world economy slowing down; the macro economy continued to remain stable while the world is currently facing many instabilities.

However, Mr. Ngan also expressed concern about current problems, especially the high number of businesses withdrawing from the market, many unfinished investment projects, and ineffective use of public assets.

Delegates highly appreciated the 11 solutions the Government submitted to the National Assembly, especially the short-term solutions. Accordingly, it is necessary to continue implementing a controlled expansionary fiscal policy and a flexible and effective monetary policy. The Government also proposed continuing to exempt and reduce taxes, fees, and land rents, initially reducing value-added tax by 2%; along with continuing to restructure debt, stabilize exchange rates, stabilize interest rates to control inflation.

The delegate pointed out that the world today is changing very rapidly, especially in the last 5 years, since the Covid-19 pandemic, so there is a need for compatible solutions. In addition, the global economy is currently fluctuating unpredictably, uncertainly, and uncertainly, so it is necessary to increase decentralization and delegation of power so that localities can promote initiative, dynamism, and creativity.

"With the rapid price fluctuations, procedures in public investment regarding total investment capital or procedures for adjusting local planning need to soon legalize specific mechanisms and policies," Mr. Ngan said.
