According to the assessment, in addition to the achieved results, the implementation of the 2-level government model still has some limitations. To overcome these, the Government requires ministries, branches and localities to focus on implementing a number of key tasks.
Prioritize administrative procedure reform
The Government requires prioritizing the timely resolution of administrative procedures for people and businesses; not allowing backlogs or delays. The Ministry of Justice is assigned to urgently upgrade the civil status software, ensuring connectivity with the administrative procedure system at localities; and overcoming the situation of data inconsistency between systems.
Unified land price framework, guidance on land use after merger
The Ministry of Agriculture and Environment is assigned to issue documents guiding the recovery, allocation and lease of land according to the Land Law; to establish commune-level land use planning and plans; and to advise on post-merger land price frameworks as a basis for implementing compensation and site clearance work.
Strengthening the effectiveness of organizational structure and personnel work
The Ministry of Home Affairs is responsible for advising the Government on amending regulations related to organizational structure, payroll, recruitment, evaluation, planning, training and fostering of cadres. At the same time, urgently submit for promulgation criteria and procedures for arranging villages and residential groups; provide guidance on arranging non-professional workers; review the functions and tasks of public service units at the commune level.
The Government requires the development of specific standards for each job position to serve as a basis for transparent and effective recruitment, placement, rotation, and appointment of staff; and organizing in-depth training in finance, law, IT, and planning.
Notably, the dispatch of cadres from ministries and branches to localities must be based on actual needs, with unified coordination, avoiding overlap and waste. Localities need to proactively arrange and mobilize appropriate cadres, avoiding the situation of having excess in some places and shortage in others.
Building a specific financial mechanism for two-level localities
The Ministry of Finance is assigned to preside over the development of specific financial mechanisms suitable for each type of two-level administrative unit (urban, mountainous, island...) to ensure reasonable and effective allocation of resources.
