According to assessments, in addition to the achievements, the implementation of the two-tiered government model still has some limitations. To overcome these, the Government requires ministries, sectors, and localities to focus on implementing a number of key tasks.
Prioritize administrative procedure reform.
The government requires priority to promptly resolve administrative procedures for citizens and businesses; avoiding backlogs and delays. The Ministry of Justice is tasked with urgently upgrading the civil registration software, ensuring interoperability with the administrative procedures system in localities; and addressing the issue of data inconsistencies between systems.
Standardize land price framework and land use guidelines after merger.
The Ministry of Agriculture and Environment is tasked with issuing guidelines on land reclamation, allocation, and leasing in accordance with the Land Law; developing land use plans and schemes at the commune level; and advising on the land price framework after mergers to serve as a basis for implementing compensation and land clearance work.
Enhancing the efficiency of organizational structure and personnel management.
The Ministry of Interior is responsible for advising the Government on amending regulations related to organizational structure, staffing, recruitment, evaluation, planning, and training and development of officials. At the same time, it is urgently tasked with submitting for promulgation criteria and procedures for rearranging villages and residential areas; providing guidance on the placement of part-time personnel; and reviewing the functions and tasks of public service units at the commune level.
The government requires the development of specific standards for each job position to serve as a basis for transparent and effective recruitment, placement, rotation, and appointment of officials; and the organization of in-depth training in finance, legal matters, information technology, and planning.
Notably, the deployment of officials from ministries and agencies to local areas must be based on actual needs, with unified coordination, avoiding overlap and waste. Local authorities need to proactively arrange and deploy personnel appropriately, preventing situations where some areas have an excess of personnel while others have a shortage.
Develop a specific financial mechanism for two-tiered local governments.
The Ministry of Finance is tasked with leading the development of specific financial mechanisms suitable for each type of two-tiered administrative unit (urban, mountainous, island, etc.) to ensure rational and effective resource allocation.
