On the morning of June 18, the People's Committee of Dak Lak province coordinated with the Ministry of Transport to organize the groundbreaking ceremony for the Ho Chi Minh City Ring Road 3 Construction Investment Project, the Bien Hoa - Vung Tau Expressway Construction Investment Project and the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project, Phase 1.

In Dak Lak province, Mr. Pham Ngoc Nghi, Chairman of Dak Lak Provincial People's Committee, said that in response to the aspirations of the people in the South Central - Central Highlands region and the two provinces of Dak Lak and Khanh Hoa , the National Assembly approved the investment policy for the Khanh Hoa - Buon Ma Thuot Expressway Construction Project, Phase 1. At the same time, it identified this as a national key project, with investment priority in the period 2021 - 2025.

The project has a total length of 117 km, passing through two provinces with a total investment of nearly 22,000 billion VND, divided into 3 component projects, implemented in the form of public investment, assigned by the Prime Minister to the two provinces of Dak Lak and Khanh Hoa and the Ministry of Transport as the managing agency.

According to Mr. Pham Ngoc Nghi, this is a project that plays a particularly important role in awakening and strongly promoting the potentials and strengths of the two provinces and the whole region. This is a strategic route "connecting forests with the sea", connecting the Central Highlands with the South Central Coast, connecting the East - West transport corridor... The project, when put into operation, will make an important contribution, creating momentum for socio-economic development, associated with strengthening the defense - security of the two provinces and the South Central - Central Highlands region...

With the significance and importance of the project, implementing the direction of the Prime Minister, the entire political system of Dak Lak and Khanh Hoa provinces has entered the project with the spirit of urgency and the highest determination, along with the attention and active support of the central ministries and branches, the excitement and consensus of the people of the two provinces. Up to now, the project investment preparation work has been basically completed, ensuring the conditions for the project commencement...

Mr. Pham Ngoc Nghi said that today's groundbreaking ceremony is just the beginning of a project - a national key project... In order for the project to be completed on schedule and effectively, Dak Lak province respectfully requests the Ministry of Transport and the leaders of Khanh Hoa province to continue to pay attention to directing the Project Management Boards to be more proactive and active in closely coordinating with relevant local authorities, consulting units, and contractors to implement the project synchronously, ensuring the progress and quality of the project.

Regarding its responsibilities, Dak Lak province would like to commit to the Prime Minister to continue to focus on leading and directing the Project Management Board together with the agencies, units and localities of the province to urgently complete the remaining site clearance work, ensuring the handover of 100% clean site and necessary conditions to the construction unit before December 31, 2023 as directed by the Prime Minister. In addition, it will supervise, urge and create the most favorable conditions for the construction and consulting units to implement the Component 3 project to ensure progress, quality and strict compliance with the provisions of law...

Mr. Pham Kim Chau, Vice Chairman of the Board of Directors of Dat Phuong Joint Stock Company, committed to absolutely comply with the technical requirements in the design documents, technical instructions, related documents and construction laws, not allowing corruption or negativity to occur.

At the same time, develop a scientific and detailed construction plan and method, suitable to the actual conditions and technical requirements of the project, ensuring efficiency, progress and quality of construction; organize construction implementation urgently, actively and resolutely, ensuring labor safety, traffic safety and environmental sanitation.

On the other hand, make efforts, try, urgently concentrate human resources, modern machinery and equipment, supplies, construction materials for the construction site, strictly control the origin of materials to ensure quality. Closely coordinate with investors, relevant local agencies to promptly resolve difficulties and problems during the implementation process.

Mr. Pham Kim Chau also emphasized that the 3 projects starting construction today are large-scale highway projects with large total investment, complex technical standards, construction in difficult natural conditions, affected by weather and climate, urgent progress and very difficult construction materials situation.

The construction contractors of the three projects hope to continue to receive attention, close direction, and favorable conditions from the Government, Government leaders, the Ministry of Transport, central ministries, leaders of provinces and cities, and investors in the process of project implementation, especially in resolving and removing difficulties and obstacles related to material sources and waste disposal sites to meet the needs of the projects and promptly complete the site handover of the three projects on schedule.

“During the construction process, there will be impacts on the daily life and production of the people in the area where the project passes through. We, the contractors, hope to receive the attention, help, sympathy and sharing of the people,” said Mr. Chau.

The Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase 1 has a total length of about 117.5km. The project is invested in the section Km 0+000 - Km 7+700 (North - South Expressway interchange) with a scale of 4 completed lanes, cross-section of 24.75m; Section Km 7+700 - Km 117+500 (end of the route) with a scale of 4 limited lanes, cross-section of 17m. The total investment is 21,935 billion VND from the central and local budgets.

The project is divided into 3 component projects. Of which, component project 1 (Km 0+000 - Km 32+000) with a length of about 32km is managed by the People's Committee of Khanh Hoa province, with an investment of 5,632 billion VND. Component project 2 (Km 32+000 - Km 69+500) with a length of about 37.5km is managed by the Ministry of Transport, with a total investment of 9,818 billion VND. Component project 3 (Km 69+500 - Km 117+866) with a length of about 48.5km is managed by the People's Committee of Dak Lak province, with a total investment of more than 6,485 billion VND.
