Chi Lang market in Hoi Phu ward (Gia Lai) was invested with billions of dong and then abandoned for nearly ten years. Meanwhile, people and traders hold their market right on the sidewalk of National Highway 14, which is both dangerous and dirty.

For many years, residents and small traders in Hoi Phu ward (Gia Lai province) have been freely holding markets at the temporary Lang Nhao market cluster on the sidewalk of National Highway 14.

A 9 billion VND market lies abandoned.

Notably, just a few hundred meters away, the Chi Lang market project, which received a substantial investment of 9 billion VND, has been almost completely abandoned for a decade because traders have refused to move in.

Faced with the situation of makeshift markets encroaching on sidewalks, while the newly built, well-equipped market remains deserted, the investor has submitted a petition for help.

Mr. Hoang Van Truong, owner of Hoang Minh Phu private enterprise in Gia Lai, the investor of Chi Lang market, said that in 2012, people spontaneously set up markets all over National Highway 14, so Gia Lai province encouraged the socialization of market planning and construction.

In 2014, Mr. Truong's company was granted an investment certificate by the Gia Lai Provincial People's Committee for the Chi Lang Market project.

According to the certificate, this is a Class 3 market, with a land area of ​​7,665 and a total investment of 9 billion VND. The completed project includes 26 kiosks, a market hall, restrooms, a parking area, a fire fighting system, a water supply system, a fence, and lighting.

Temporary markets will be inspected and dealt with.

To implement the project, the enterprise raised capital and borrowed funds to invest in the construction of a complete market. In the initial phase of operation, urban order forces and ward police organized patrols to clear temporary market stalls, and traders and residents flocked to Chi Lang market to buy and sell goods.

However, after a while, small traders gradually abandoned the area and set up makeshift markets along the highway, leaving the once-expensive market deserted and businesses burdened with debt. Mr. Truong suggested that authorities should inspect and dismantle these temporary and makeshift markets so that traders and residents can concentrate their buying and selling activities in designated areas.

Mr. Vu Manh Dinh, Chairman of the People's Committee of Hoi Phu Ward, said that the ward had received the business's petition and was aware of the information. Mr. Dinh stated that after the restructuring of the two-level government, the ward will organize patrol forces to handle the organization of temporary and makeshift markets along National Highway 14 to ensure urban aesthetics, security, and order, and to bring trading activities into order.

The Ia Tô market, costing 15 billion VND, is beautiful but deserted; people don't want to rent it or pay taxes?

Similarly, in Ia Khai commune, Gia Lai province, the Ia Tô Market Commercial Center was invested in through a socialized model by Tay Nguyen Infrastructure Real Estate Co., Ltd., and began operations at the end of December 2024.

The newly built, modern Ia Tô Market commercial center, constructed with an investment of 15 billion VND, has 92 kiosks, lots, and stalls for rent. Despite its beautiful location right next to Provincial Road 664, the new market is very quiet, with only a few dozen small traders operating sporadically in the mornings.

Mr. Tran Van Hai, head of the market management board, said that the market's occupancy rate is only 30% on normal days and about 40% during Tet and other holidays. The reason is believed to be that traders prefer to conduct their business and hold the market right on Provincial Road 664, without having to rent stalls, pay taxes, and having easy access to buyers.
