On the morning of October 9, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Statistics.

Presenting the report, Minister of Finance Nguyen Van Thang said the draft amends a group of regulations related to the arrangement of the state apparatus, state statistical organization and two-level local government organization.

Wrong data, wrong decisions, wrong policies

At the meeting, many opinions reflected the discrepancy in statistical data between ministries, branches and localities.

Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said that recently, when discussing the socio-economic group at the Central Conference, many provincial party secretaries said that the current population statistics had two different numbers.

He reiterated that the Secretary of the An Giang Provincial Party Committee said that the province currently has more than 5 million people, but the statistics of the General Statistics Office only show 3.5 million people. Therefore, recently dividing GDP per capita "was very difficult".

Phu Tho province also reported a similar situation. Mr. Toi suggested that there should be a coordination mechanism between the Ministry of Public Security and the Ministry of Finance on this issue.

Also emphasizing the issue of "wrong data, wrong decisions, wrong policies", Vice Chairman of the National Assembly Tran Quang Phuong cited experience showing that the reliability of current statistical data is not high, but many times there is no other choice and we have to use it.

Therefore, improving the quality of statistics is the most important task of the bill.

Speaking, National Assembly Chairman Tran Thanh Man emphasized that the spirit of amending the law must reduce the burden of administrative reporting, secure data and integrate technology.

There is currently a national database that the Government is assigning to the Ministry of Public Security for management. Therefore, it is necessary to increase the exploitation of administrative data to reduce the burden of reporting.

He also stated that currently, localities, from the Party Committee, government, and sectors, all complain that "they have to report too much". Therefore, there must be a way to reduce the burden on localities that have to invest too much time in reporting.

The National Assembly Chairman also raised the question: Now that the national GDP is calculated, is it possible to calculate the provincial GDP? In the future, will the commune level be calculated?

At the same time, it should be noted that the revised Law on Statistics is not only a legal document but also a powerful tool to support sustainable development.

The National Assembly Chairman noted that the law amendment must increase the timeliness and accuracy of statistical indicators, thereby supporting macroeconomic analysis and forecasting.

"Now where is it confirmed exactly what our current population is? 107 million or 108 million.

There are many different reports on this issue. Of course, the population will change every day, every week, but how can we know? Many times people have died but are still "alive", the National Assembly Chairman noted.

Promote the application of information technology to ensure fast and accurate collection

Explaining later, Minister of Finance Nguyen Van Thang said the need for socio-economic statistical information to serve management and administration at the commune level is urgent and very necessary.

However, the regulations on commune-level statistical information and commune-level statistical reporting regime do not increase the workload of communes, because the management and operation of the commune-level statistical information system is assigned to the grassroots statistical agency.

According to him, the basic statistical agency is similar to the model of the court, the regional people's procuracy and the current customs model. This model reduces the number of contacts and staff but still ensures the quality of information.

In addition, the Ministry of Finance is vigorously promoting the application of information technology to ensure fast and accurate collection, timely serving management work, and avoiding the emergence of other reporting regimes.
