At the meeting with voters from Hai Chau, Hoa Cuong, Son Tra, An Hai, and Thanh Khe wards on October 3rd, the Da Nang City National Assembly Delegation, Chairman of the City People's Committee Pham Duc An, spent considerable time discussing personnel matters within the two-tiered government model, housing policies for low-income earners, and the arrangement of office buildings.
Regarding personnel matters , Mr. Ấn frankly acknowledged that during the implementation of the two-tiered government system, the allocation of human resources was inadequate in some areas, and some officials did not fully meet the requirements.
"The general principle is to be close to the people, understand their needs, and resolve issues quickly. If there are places where work is slow or takes a long time to resolve, it's either due to the officials' work ethic or their competence. The city will monitor, supervise, and take appropriate action," he emphasized.

According to Mr. Ấn, the city is reviewing its staff, retraining them, and transferring officials from departments and agencies to localities lacking resources. The City Party Committee and its Standing Committee are closely supervising to ensure the quality of personnel. "We will specifically assess the requirements of each management area to make appropriate arrangements, better serving the people and businesses," said the Chairman of the Da Nang City People's Committee.
Regarding housing policy , Mr. Ấn stated that rising land and housing prices are putting significant pressure on the people, especially low-income groups. In recent times, the city has implemented social housing programs and provided interest rate subsidies for buyers.
He emphasized that there will soon be a policy to build houses for rent using public funds. However, this needs a roadmap, as the budget must still prioritize investment in infrastructure and socio-economic development.
He also stated that controlling real estate prices is a very complex issue that will continue to be studied by the Central Government and the National Assembly . On the local level, the city will focus on expanding the social housing fund and finding mechanisms to help low-income residents access housing more easily.
Responding to voters' questions about handling surplus office buildings, the Chairman of the City People's Committee stated that a review is underway following the implementation of the two-tiered government model.
"The requirement is to ensure adequate office space while avoiding waste. Unused offices will have to be repurposed to serve more effectively," Mr. Ấn said. The city will implement this in the spirit of neat, concentrated organization, avoiding fragmentation, creating favorable conditions for the work of officials and serving the people.
This is the first time Mr. Pham Duc An has met with voters in Da Nang City since being appointed by the Party Central Committee to the Standing Committee, holding the position of Deputy Secretary of the City Party Committee, and being elected by the City People's Council as Chairman of the Da Nang City People's Committee for the 2021-2026 term in early September.
